REPORTS The reports of F. W. Pingle y, Game Warden, M. E. Sprouse, Home Demonstration Agent, I. Fred Stine, County Agent, T. W. Russell, Superintendant of County Home, H. L. McCann, County Treasurer, Mrs. Nalley, Board of Public Welfare, were severally presented by each of them, and each report was approved and ordered filed. RE- APPOINTI�04T OF I FRED STINE AS COUNTY AGENT. This being the time to appoint the County Agent for the coming year, upon motion of H. C. Light, seconded by G. W. Lemley, Mr. I. Fred Stine is hereby employed as County Agent for the ensuing year at his present salary. CLAIMS FOR STOCK DESTROYED Claims of Geo. W. Hulver, 0. H. Garrett, Gilbert Renner, C. M. Rosenberger, B. H. Beaver and Berlin De Haven for live stock destroyed by dogs, and a by F. W. Pingley, Game Warden, were ordered paid from the Dog Fund. BILLS APPROVED Accounts totalling $ I755.2I were approved and ordered paid from the General County Fund by Warrants numbers 6897 to 6947 inclusive, and live stock claims totalling $ 88.70 were approved and ordered to be paid from the Dog Fund by Warrants numbers 567 to 573 inclusive. FRED STINE, SALARY INCREASE i A delegation appeared before the meeting and asked the Board to increase the salary of I. Fred Stine, County Agent. The Board discussed the matter but took no action. FREDERICK COW TY SCHOOL TEACHER'S SALARY Upon motion of G. LV. Lemley, seconded by H. C. Light, the following resolution was adopted by the unanimous vote of the Board of Supervisors of Frederick County:- Whereas, the School Board of Frederick County and the Superintendent of Schools appeared before this Board at its meeting held this IIth day of January, I943, on behalf of an increase in salary for Frederick County school teachers; and Whereas, it was represented to this Board that the State of Virginia has voted an appropriation for an increase in teachers' salaries throughout the state, said increase to be allocated to the counties which agree to appropriate a like amount for thi: purpose; and Whereas, it was further represented that the increase will not exceed $30.00 for each teacher whose salary is raised and that the amount to be allocated to Frederick County will not exceed the sum of $I455.00; and Whereas, the Board has considered the matter in detail and concluded tha it would be willing to appropriate a sum sufficient for this purpose, provided the amount did not exceed the estimated appropriated for this county by the state, to -wit: $I455.00; Therefore, be it resolved that this Board appropriate a sum not exceedi $I455.00 to match the allocation to this county by.the State for the purpose of increa the salaries of school teachers. SALE OF BEER & V.'INE Upon motion of H. C. Light, seconded by H. M. Fout, the following re- solution was adopted by the unanimous vote of the Board of Supervisors of Frederick County, Virginia:- Whereas, a committee of the Common Council of the City of Winchester met i'l with this Board to discuss the advisability of prohibiting the sale of beer and wine in Frederick County and the City of Winchester on Sundays; and Whereas, certain people in interest appeared before the joint meeting of the Board and the Committee from the Common Council and represented that it is essential t ON to prohibit the sale of beer and wine to safeguard the morals of the young people of the City and County and to command a proper observance of the Sabbath; end Whereas, the Board and Committee of the Common Council have considered t question from every angle; and Whereas, various members of the Board and the Committee from the Common Council expressed the personal feeling that it would be better for the State to prohibit i the sale of beer and wine on Sundays, but felt that as the State had licensed the sale 251 on Sundays it was not the province of the Board of Supervisors to legislate on this subject; m d Whereas, the Board of Supervisors feel that adequate remedy is available to close places of business where wine and beer are sold in violation of the state law and where a public nuisance is permitted to exist; Therefore, be it resolved: That the Board of Supervisors of Frederick County, Virginia, decline to adopt any measure that will prohibit the. sale of wine and beer on Sundays in Frederick County and recommend that violations of the state regulat- ion governing the sale of wine and beer be immediately referred to the Alcoholic Beverage Control Board, with the request that the licenses of such violators be revoked, VICTORY TAX FUND On motion it is unaminously ordered that the Treasurer of Frederick County is hereby directed to transfer from the General County Fund to the Victory tax fund the amount as set forth as Victory tax on each salary payroll. The treasures is further directed to pay from the Victory tax fund to the Collector of Internal Revenue the amount of Victory tax due by the Board as shown on form prepared quarterly by the Clerk of this Board. TRANSFER DOG FUND Upon motion it is unaminously ordered that the Treasurer transfer the balance in the dog fund at the end of the year of I942, amounting to $I262.86 to the credit of the General County fund. is � :ZrTyy It nvas ordered that Levi Fishel be paid by the Treasurer Five Dollars for killing one Bob Cat. CLAIMS FOR STOCK DESTROYED BY DOGS. Claims of A. P. Whitacre and George Eagle for live stock destroyed by dogs and approved by F. W. Pingley, Game garden were ordered paid from the dog fund. BUDGET Upon motion the I8th day of January I943 was set to prepare a tentative budget for I943 -I944. BILLS APPROVED: Accounts totalling $2,405.I7 ivere approved and ordered to paid from General County Fund by Warrants Numbers 6948 to 699I inclusive, and livestock claims totalling $67.80 were approved and ordered to be paid from the Dog Fund by Warr en is Numbers 574 to 578 inclusive.
