Minutes of the Regular Meeting of July 13th 1942 were read and approved.
REPORTS OF T. W. RUSSELL, I. FRED STINE, MISS SPROUSE, MRS. NALLEY AND HARRY L. McCANN.
The report of -T. W. Russell, Supt of the County Home, I. Fred Stine, County Agent,
Miss Sprouse, Home Demonstrator Agent, Mrs. Nalley, Public Welfare, and Barry L. McCpn
County Treasurer, were respectively presented by them, and each report was approved.
Warrant's for salary of Miss Sprouse and Mr. Stine for July,1
Miss Sprouse and Z.ir. Stine, reporting to the Board that due to a change being
made at the present time in their respective departments in connection with a retirement
plan, their vouchers for their salaries.would not be until later this month,
the Clerk is hereby ordered and directed to issue a warrant for Miss Sprouse for $62.50
and one to Mr. Stine for $60.00 for their respective salaries for July.
AN ORDINANCE PRESCRIBING CLOSING HOURS FOR AND OTHEMVISE REGULATING THE OPERATION
OF ALL DANCE HALLS AND LIKE PLACES OF AMUSEMENT IN FREDERICK COUNTY, AND TO PROVIDE
PENALTIES FOR VIOLATION OF SAID ORDINANCE.
Upon the motion of Mr. Carpenter seconded by Mr. Fourt the Clerk was directed
to publish in the Winchester Evening Star, a newspaper having daily circulation in the
County of Frederick notice of the intention of the Board of Supervisors to propose for
its consideration and passage an ordinance regularing the operation and closing of dance
halls and like places of ardusement in Frederick County and to provide penalties for
violations of such ordinance.
The ordinance that will be proposed for consideration and passage at the regular
September, 1942, meeting of the Board of.Supervisors is as follows, to -wit:
Whereas, the Board of Supervisors of Frederick County, Virginia, having authority
under the laws of the Commonwealth of Virginia, and more especially under provisions of
section 2743 of the Code of Virginia, to adopt such measures as they may deem expedient
to secure And promote the health, safety, and general welfare of the inhabitants of this
County; and
Whereas, said Board deems it necessary in order to better secure and promote the
health, safety, and general welfare of the inhabitants of Frederick County that this
ordinance be adopted:
Now, therefore, be it ordained by the Board of Supervisors of Frederick County,
Virginia, as follows:
(1) It shall be unlawful for any person, association of persons, firm or
corporation, to operate or conduct a public dance hall as herein defined, in Frederick
County, Virginia from 1 o'clock A. M. until 6 o'clock A. M. on each and every day of
the week.
(2) A public dance hall, as herein defined, shall be construed to mean any placeL
where dancing is permitted to which an admission fee is charged, or for which compensation
is - in-arhy manner received, either directly or indirectly, by cover charge or othenvise;

or where refreshments or food or any form of merchandise are served for compensation
before, during or after dancing, and the sale of any refreshments, food or any form of
merchandise at such place, or the exhibiting of such for sale shall be deemed direct
compensation for any such dance hall as is contemplated by this ordinance, or any place
where any club, association, corporation, organization or group of persons conduct,
operate or permit dances. This ordinance, however, shall not apply to dances held for
benevolent or charitable purposes when the same are conducted under the auspices of
religious, civic, charitable, educational or military organizations.
(3) Any person, firm or corporation violating any of the provisions of this
ordinance, shall be pubished by a fine of not less than five dollars, nor more than '
fifty dollars for a first offense, and for a second, or subsequent offense, by
imprisonment for a period of not more than thirty days, and by a fine not exceeding
fifty dollars.
BE IT FURTHER ORDAINED that this ordinance be and the same is to be effective
on and after the lst, day of uctober 1942.
BE IT FURTHER ORDAINED that the Clerk of this Board be, and he is directed to
cause a copy of this ordinance to be published in two consecutive weekly issues of the
Winchester Evening Star, a newspaper published in this County.
The Clerk was directed to publish the notice of intention to propose the
foregoing ordinance as prescribed by Section 2743 of Michie's Code of Virginia of 1936.
CHANGES IN THE PRIMARY AND SECONDARY SYSTEYS
Resolution: That old Route 50 from Hill Top to Clarke County line, a distance
of 1.72 miles be kept in the Primary System; also that a short portion of Rt. 645
(Bufflick Road), where it parallels new Route 50 be abandoned.

SALARY OF F. W. PINGLEY
Upon motion of Mr. Lemley seconded by Mr. Light, and the setup in the Budget
for the Fiscal year 1942 -1943 and beginning July 1, 1942, it is ordered that the Salary
of the Game Warden for reporting and inspecting Sheep and other claims be raised to
Thirty -five Dollars ($35.00) per month. Voting for the same Messrs: Rosenberger, sight
and Lemley, and against Messrs: Fout and Carpenter, motion carried.
DELINQUENT LIST FOR 1941
The County Treasurer, Harry L. McCann, presented to the Hoard of Supervisors
the delinquent personal property list for the year 1941 in the amount of $2,199.80
also the delinquent land taxes for the year 1941 in the amount of $5,930.05 the total
being $8,129.85 which was unanimously approved by the Board.
ALLO<'iANCE FOR WINCHESTER MEMORIAL HOSPITAL.,
Upon motion of Mr. Lemley seconded by Mr. Light, and unanimously passed, it
is ordered that the payment to the Winchester Memorial Hospital per month beginning with
the month of July 1942, be one hundred and fifty dollars ($150.00) per month,'as setup
in the Budget for the Fiscal year 1942 -1943.

INDEPENDANT HOSE COMPANY, STEPHENS CITY.
MIDDLETOWN FIRE COMPANY.
Upon motion of Mr. Lemley seconded by Mr. Light, it is hereby ordered that the
Clerk draw a warrant in the amount of One hundred and twenty -five ($125.00) dollars,
payable to the Independant Hose Company, Stephens City, and a warrant in a like sum

payable to Middletown Fire Company, as appropriated and set up for them in the Budget
for the Fiscal year 1942 -1943.
SELECTIVE SERVICE BOARD FOR FREDERICK COUNTY.
Upon motion of Mr. Lemley seconded by Mr. Light and passed unanimously,
authority is hereby granted to the Selective Service Board of the County to move its
offices to the rooms until recently occupied by the Federal Farm Security Administration.
ST-@2 APPROVING THE BOARD ACCOUNTS.
After some discussion of the matter it-was unanimously decided by bhis
Board to discontinue the use of the present stamp used for approving accounts and to
use the Stamp that had been used previously.
Accounts totaling $2,471.06 were approved and ordered to be paid from the
General County Fund by warrants Nos 6548 - -6606 inclusive.
Sheep claims totaling 79.15 were approved and ordered to be paid from the Dog
Fund by warrants Nos. 547- -550 inclusive.
It is ordered that the Board do now adjourn.

"Be IT RESOLVED, that we respectfully request the Department of Highways, when making
ings along the rights of way, to take extra precaution not to introduce dodder and other
weeds in the farming sections of this County; we further request that the Departmen
Highways take immediate steps to eradicate dodder now appearing quite generally along
hways of r rederick County.

operate or permit dances. This ordinance, however, shall not apply to dances held for
benevolent or charitable purposes when the same are condficted under the auspices of
religious, civic, charitable, educational or military organizations.
(3) Any person, firm or corporation violating any of the
provisions of this ordinance, shall be punished by a fine of not less than five dollars,
nor more than fifty dollars for a first offense, and for a second, or subsequent
offense, by imprisonment for a period of not more than thirty days, and by a fine not
exceeding fifty dollars.
BE IT FURTHER ORDAINED that this ordinance be and the same
is to be effective on and after the lst,..day of O ctober 1942,

Upon motion of H. C. Light and seconded by Harry Fout, the following Resolution
was made and unaamously adopted . Resolved that the salaries of Judges and Clerks of
elections be restored to their former pay which was Five Dollars per day.
Accounts totaling $ 3,I85.06 wete approved and ordered to be paid from the
General County Fund by warrants Nos 6652 to 67II inclusive.
Sheep claims totaling $ I26.25 were approved and ordered to be paid from the Dog
