At the Regular Meeting of the Board of Supervisors of Frederick County Virginia
held in the Supervisors Room over the Clerk's Office on Monday January 12, 1942.
PRESENT
C. M. Rosenberger, Chairman, H. M. Fout, H. C. Light, G. W. Lemley, William
Carpenter and W. E. Edwards, Commonwealths Attorney.
The Minutes of the last regular meeting were read and approved..
REPORTS OF T. W. RUSSELL, I. FRED STINE, MISS SPROUSE AND MRS. NALLEY,ALSO HARRY L.
The report of T. W. Russell, Sput of County Home, I.. Fred Stine, County Agent,
Miss Sprouse, Home Demonstration Agent, Mrs. Nalley, Supt of the Board of Public W
and Harry L. McC County Treasurer, were respectively presented by thEm, and each
report was approved.
TRANSFER DOG FUND_
On motion,-it is unanimously ordered that the Treasurer transfer the balahce in
the Dog fund at the end of the year 1941, amounting to $1410.27 to the credit of the
General County Fund.
SALARY AND EXPENSE ACCOUNTS APPROVED.

On motion of 14r. Light seconded by Pair. Fout, the salary and expense account of

the Treasurer, namely $4,000.00 salary, deputies $2,100, expenses $411.00 total
$6,511.00: the salary and expense account of the Commissioner of Revenue-$3,000.00
salary, deputies $825.00, expenses $230.00 total $4,055.00: the salary and expense accoun
of the Commonwealth Attorney, namely $1500.00, as fixed by the Compensation Board are
unanimously approved.
POLLUTION OF ABRAMS AND OPEQUON CREEKS.
This Board having received the resolution passed by the Clarke County Board
regarding the pollution of the above streams and-after further consideration of the
matter upon motion of Idr. Lemley seconded by Mr. Carpenter the following resolution
was unanimously passed, viz: Resolved that this Board pledges its full co- operation
with City of Winchester and other authorities in clearing up the conditions leading to
the pollution of said streams with the greatest possible speed.
ORDINANCE RELATING TO NATIONAL DEFENSE.
Upon consideration of the passage of an ordinance relative to National Defense,
Mr. VI.E.Edwards, Commonwealth's attorney and the Clerk of this Board are hereby
authorized to proceed with the publication of such an ordinance, after such investigati
as 11r. Edwards deems necessary, to the end that the same may be passed at the next meet
the Board, if the requirement of law permit at that time.

Accounts totaling $ 2946.35 were approved and ordered paid from the
General County Fund by warrants Nos.6185 to6246 inclusive.
Sheep claims totaling $ 39.00 were approved and ordered to be paid from the
Dog Fund by warrants Nos. 511 to 512 inclusive.
It is ordered that the Board do now adjourn.

ROAD HOUSES AND DANCE HALLS.

Rev. 9. J. Goode appeared before the Board, requesting some action'by this
Board looking to the closing Dance Halls and Road Houses in Frederick County, from
Saturday Might until S y Morning, after hearing the statements, the Board agreed to
take it under consideration.
INDEPENDENT HOSE 0011PANY.
STEPHENS CITY. VA.
blessers F. Grove Mite, P. E. Lineburg, Julian Steele and R. E. Ayler, appeared
before the Board on behalf of the Independent Hose Company of Stephens City, requesting
this Board to appropriate in their next Budget the sum of $250.00 for said Company, and
a like sum hereafter each year, to be used in connection with the operating and mainten
expenses of said company, whereupon they were advised that the Board would consider the
matter.
ROUTE 622 SECONDARY SYSTEM OF ROADS..

WHEREAS the Commonwealth of Virginia through the Department of Highways has
prepared and submitted plans to this Board for the improvement of a section of State
Secondary system of Roads No. 622, Section "A" known as Mineback Road, from. Shenandoah-
Frederick County Line to 0.384 Miles North of Route 745, approved January 6, 1942
and

WHEREAS, it is the desire of this Board that said ,oad be improved in accordance
with said plans.
NOVI, THEREFORE, BE IT RESOLbTED: That this Board hereby approves the plans and
requests the Department of Highways to proceed with construction in accordance with
these plans, and the Board further hereby agrees to and does guarantee a 40 feet
unrestricted right of way, 20 feet lying on either side of and adjacent to the center
as'shown on plans, together with such additional right of way as may be required for
the proper execution of the work as indicated on the above referred to plans.
It is further understood, however, that the Department of Highways, at its expens,
will move and relocate any existing fences or buildings on said right of way, or fence
the right of way on any new'location through property which may now be under fence.
TREASURER'S REPORT..
Mr. Harry L. McCann, Treasurer, submitted his report, which was unanimously
approved.
Bills totaling $2106.04 were approved and ordered to be paid from the
General County Fund by checks Nos 6247 to 6286 inclusive.
Sheep Claims totaling $68.90 were approved and ordered to be paid from the
Dog Fund by warrants Nos. 513 to 516 inclusive.
It is ordered that the Board do now adjourn until Next Wednesday February 18,
1942 to work on the Budget.

PREPARATION OF BUDGET.
The object of this meeting was to work on the preparation of the 1942 -1943
Budget.. The day was therefore spent in the preparation of the Budget.
It is ordered that the Board do now adjourn until its next regular meeting.
