MINUTES OF THE PREVIOUS MEETINGS
The minutes of the previous regular meeting and the two special meetings
were read and approved.
SANITATION IN THE COUNTY
Mr Carter of the State welfare Board, appeared before the Board of Supervisor
and proposed that the County pay a foreman for Superintending sanitary work at the rate
of U per mile traveled, not to exceed 250 miles per week, and on motion of Mr Gold,
seconed by Mr Brenner it is unanimously agreed that action be deferred pending the action
of the School 5oard on this matter..
ALLOCATION FOR SECONDARY SYSTEM
Ths allocation of road funds was thoroughly discussed with G. P. Bozel,
Resident Engineer, and upon motion of Mr Gold, seconed by Mr Branner the following
resolution was unanimously adopted "Whereas there was allocated last year $60,000.00 for
the maintenance of the Secondary Road System in Frederick County, and whereas on account
of the great amount of milage in said County, and the hilly condition of the larger part
of the same it is impossible to properly maintain the roads in the secondary system on

the said amount of $60,000.00, therefore be it resolved that G.,Bozel, Resident Engineer,
be and is hereby requested to apply for at least $75,000.00 to be allocated for the
Secondary Road System in Frederick County, and to make every effort possible to obtain
the allocation of said amount, and the Clerk of this Board is requested to transmit a
copy of this resolution to the State Highway Commission."

May 1934, and the same was unanimously approved.

ROAD FROM RT. 7 WESTWARD
On motion of Mr Gold Seconed by 'r Adams the following resolution was
unanimously adopted..
"Whereas the road leading from Aoute #7 at the ' L..Robinson Estate
and running in a westward direction appoximately 1/2 mile was maintained by the County
previous to the State taking over the County roads, and whereas the said road has either
been dropped from the secondary road system, or that the tame was inadvertenty left out
of the said secondary system, and whereas a petition of twelve land holders on said road
has been presented to the Board requesting the road be put in the secondary road
system, therefore be it resolved that the State Highway Commission be and is hereby
requested to add said road to the secondary road system and maintain same.

REPORT OF J. MASSEY, SUPT. OF THE COUNTY HOME.
J. M. Massey, Superintendant, of the County Home, presented his report,
and the same wasaapproved.
OF THE 121ERGE.NCY RELIEF ADMI NISTRATION AND SA.
On motion the general policies of the Emergency Relief Administration is
unanimously approved, and the Salery for Miss Margaret "urst, Relief Director is
recommended to be the same as is now being paid.
FRANSFER OF 8 400.00 IN THE GENERAL COUNTY ROAD FUND.
On motion of Mr Branner, seconed by Mr Rosenberger, the Clerk is ordered
to draw a warrant on the general County road fund payable to R. S. Smith, Treasurer.
The same to be credited to the general county fund.
REFUND OF BUS TAX
On motion of Mr Adams,.seconed by Mr Rosenberger it is ordered that the
refund bus tax now in the hands of R. S. Smith Treasurer, shall be placed to the credit

to the general county fund.
RESOLUTION TO BORROW MONEY
On motion of Mr Branner, seconed by Mr -ddams the following resolution was
unanimously adopted "Resolved that C. I. Brumback, Chairman, and C. C. Brannon, Clerk
are directed to borrow $8000.00 to meet current expenses, according to section 2727
of the Code of Virginia, as amended. Said loan shall be placed to the credit of the
general county fund, by the Treasurer of Frederick County. Said loan is for the
purpose of casual deficits, and the said Chairman and Clerk are directed to execute
proper note or notes for obtaining said loan.
REIMBURSMENT FOR MONEY ADVANCED FOR CUTTING CEDAR TREES
On motion the following resolution was unanimously, adopted whereas
Wm. bQverly has certain sums of Money for cutting Cedar trees in I "rederick
County and whereas the said Wm. -Beverly has agreed to carry said amount advanced by him
until Dec. the 1st 1934, providing the Board of Supervisors of Frederick County assures
the said Wm. Deverly that the amount advanced by him will be paid to him his heirs or
assigns by Frederick County, therefore be it resolved that the Board of Supervisors of
Frederick County unanimously agrees to pay Wm. Beverly his heirs or assigns and amount
advanced by him together with f% interest not later than Dec. 1, 1934. Said amount
not to exceed $700.00.
REPORT OF HOME DEMONSTRATOR
Miss Elizabeth Farrar, Home Demonstrator presented her report, and on
motion the same was unanimously approved.
REPORT OF MISS RUSSELL
Miss rRussell working under the V.E R A made her report of health work
done in Frederick County, and more especially tubercular.conditions of the County, and
the same was unanimously approved.
REPORT OF COUNTY GARDEN DIRECTOR
Mrs John Whitacre, County Garden Director, presented her report on the
distribution of Garden seed and fertilizer and the same was unanimously approved.

SALARY OF TRIAL JUSTICE
On motion the following resolution was unanimously adopted It Whereas
according to the acts of the general assembly of Va. providing for the appointment of
a trial justice for Frederick County, by the Judge of the Circuit Court of said County,
and whereas the said act becomes effective July the 1st 1934, and Whereas in order to
prevent the necessity of the hoard Holding a special meeting it is unanimously
recomended that the Judge of the Circuit Court fix the Salary of the trial Justice at
$70.00 per month, and the substitute trial justice, while serving in the absence of the
trial justice at the same rate of pay.
CLOSING OF DANCE HALLS
On motion of Mr Branner, seconed by per Adams the following was adopted
upon the following vote. For Mr Branner, Mr Adams, Mr Gold and Mr Brumback. Against
Mr. Rosenberger.
"(1) a public dance hall, as herein defined, shall be construed to
mean any place where dancing is permitted to which an admission fee is charged or for
which compensation is in any mannerreceived either directly or indirectly, or where
refreshments, including food, wine or beer, are served for compensetion either before or
after dancing.
(2) It shall be unlawful for any person, association of persons,
or corporation conducting a public dance hall to allow any person under the age mf
eighteen (18) years to enter or remain in such dance hall while dancing is being
conducted therein unless accompanied by a parent or legal guardian, or by a brother or
sister over the age of twenty -one (21) years, or except with the written consent of
such parent or legal guardian.
(3) It shall be unlawful for any person, association the persons, or
corporation who either conducts a public dance hall as herein defined or operates
a retail beer or wine establishment under permit from the V irginia Alcoholic Beveverage
Control Board to remain open for public business or to otherwise conduct said public dan
o r retail wine or beer establishment between the hours of twelve o'clock midnight and 5
o'clock A. M.
(4) Any person, firm or corporation violating any of the provisions of
this ordiance shall be guilty of a misdemeanor and shall be punished for such by fine
of not exceeding fifty dollars or imprisonment in the County jail for more than
thirty days or both such fine and imprisonment. It shall be the duty of the Sheriff,
his deputies and the various constables andpeace officers of the County to enforce the
provisions of this ordinance and it shall be the duty of the Attorney for the Common-
wealth to prosecute violations hereof.
(5) Upon the conviction of any person, firm or corporation holding
any permit form the .4 irginia Alcoholic Beverage control Board of a violation of this
ordinance, it shall be the duty of the Justice trying the case, or in the event the
hall
the case is tried before the Circuit Court on appeal, it shall be the duty of the clerk to
notify in writing the said Virginia Alcoholic Beverage Control Board of said conviction
giving to said Board the name of the accused, the offense for which he has been convicted
the punichment meted to him.
PREVENTING DOGS FROM RUNNING AT LARGE
Upon motion of Mr Gold, seconed by Mr Branner the following resolution was
unanimously adopted, " Whereas the amount paid out for sheep exceeds $2,000.00 per year
and Whereas the °oard is of the opinion that something should be done to prevent the
excessive slanghter if sheep therefore, be it resolved that chapter 123 section 68 a of
Acts of the general assembly of 1934, preventing dogs from running at large from
sundown until sun up be and is hereby adopted, but this shall not apply to fox hounds.
AUT01AOBILE ACCIDENTS.
Upon motion of Mr "old, seconed by Mr Branner the following resolution was
unanimously adopted, " Resolved that the Qoard of uupervisors goes on record as deploring
the ever increasing number of Automobile Accidents, and that the board suggests
measures be taken to make our public highways a safer place on which to travel, and that
a committee from this Loard be appointed to endeavor to carry out this proposal including
the request that such proceedure be taken after consultation with Judge t'hilip Williams
and our commonwealth's Attorney.
PAPERING COURT HOUSE
On motion it is ordered that R. S. Smith and Judge Williams be and are
appointed a committe to have the Court room papered.

The report of I. Fred Stone, County agent was received and ordered filed.
CHRISTMAS SEAL FUND
On motion the clerk is ordered to draw a warrant each month payable to the
Christmas seal fund for $29.17 and each month thereafter until the entire amount of
$350.00 heretofore appropiated for tubercular work. Said warrants to be delivered to Mrs
H. D. Fuller. Also a warrant for $87.51 for the months of Aug., Sept.and October, advanc
for these months as an emergency.
REFUND FOR CUTTING CEDARS
ON Motion of Mr Branner second by '�r Gold the Clerk is ordered to draw a
warrant, payable to Fred Thwaite & L. Jackson for $634.50 for refund of money advanced
for cutting cedars, Also $ a Warrant for 640.00 payable to P. H. Gold and Ray hobinson
for refund of money advanced for cutting cedars.'Also a warrant payable to Bond Bros. for
$640.00 for refund of Money advanced for cutting cedars.
SALARY - 'OF - COMMONtTALTH ATTY.
On motion of Mr branner, ° econd by Mr Adams the Board of 1 upervisors
recommend that the �;ompensantion 1 fix the salary for the Commonwealth's Attorney
for the six months ending Dec. 31th 1934 at $750.00.
REPORT OF HOME DEMONSTRATOR
Miss Elizabeth Farrar, Home Demonstration Agent submitted her report and
the same is unanimously approved.
AGREEMENT BETWEEN THE COUNTY OF FREDERICK AND THE CITY OF WINCHESTER.
On motion the following agreement between the County of Frederick and the
City of ��inchester is unanimously adopted except the clause in reference to the
comfort Station, to which said clause shall bbaadded the folling words, " Put it is dist-
inctly understood that Frederick county shall be at no expense for any part of the
water used at the said comfort Station ".
It is ordered that the Board do now adjourn.

PAPERING AND PAINTING THE COURT HOUSE.

On motion the following resolution was unanimously adopted, "Whereas
R. S. Smith has spent a great amount of time in having the Court room papered,
painted and beautified in general, and the Board takes this oppertunity in complimenting
Mr Smith for the splendid manner in which he has handled the same, and the Board hereby
authorizes Mr Smith to purchas paint to finish the windows and to purchase covers for the
radiators.
DELINGUENT REAL AND PERSONAL PROPERTY TAX
R. S. Smith presented his delinguent real and personal property list,
and on motion the same was unanimously approved, and the Board compliments Mr Smith for
the splendid work he has done ( in has done) in making his collections, and for the small
amount of unpaid taxes turned delinguent.
PETTY CASH ACCOUNT.
R. S. Smith, Treasueer, presented his petty cash account report
accompanied by receipted bills for all disbursement of said account, and the same
was unanimously approved, and it is further ordered that the Clerk draw a warrant payable
to R. S. Smith, Treasurer for $50.00, the same to be placed in the petty cash account.

The Audit of the Clerk's Office of Frederick Count made by the
Auditor of Public Accounts for the period beginning July 1, 1932 and ending Sept. 30, 1933
was received, showing anj amount in Bank of the Clerk's Account of $66.16 in excess of the
amount due the State,Said report contained the following certificate," The records of the

SARARY OF COMMONWEALTH'S ATTORNEY
On motion of Mr Branner seconed by Mr Rosenberger the following
resolution was unanimously adopted, " Whereas the Board of "upervisors are of the
Opinion that the State Compensation Board grossly discriminated in fixing the salary of
the CommonwealthIs Attorney for Frederick County and the Board is of the opinion, as
- expressed by a former resolution that the salary of the said Commonwealth's Attorney
should be $1500. per aamum which said sum of 1500. is lower than that allowed to
many smaller poorer and more thinly populated counties in this State, therefore be it
resolved that this .board appeals from the decision of the State c ompensation Board to
the Circuit Court of Frederick County, V irginia, and the Commonwealth's Attorney is
ordered to take such steps as is necessary to put this appeal before the Court and the
Clerk is ordered to transmit a copy of this resolution to the State Compensation Voard at
Richmond Va.
ROUTE 600
On motion the following resolution was unanimously adopted,
"Resolved that this J 3 oard hereby petitions the State "ighway Commission to convey to
Blanche Wotring a small strip of road which has been abandoned on account of the newly
constructed road #600 and entersecting at route # 614. Said strip of land comprising
the old abandoned road bed Rout 600 from Route 614 to a point approximately 1/4 mile s
to point where the old road intersects the newly constructed road.600

Mr. T. J. Gdry of the Coleman Andrews Company, Public Accountants
appeared before the Board in the interest of his firm for the purpose of auditing the
books of the County. Upon motion of C. M. Rosenberger seconded by Mr. Gold the question
of the employment of an auditior was deferred for the present.
John M. Massey Superintendent of the County Home submitted his report
for the month of August, 1934 and the dame was unanimously approved.

A member of citizens from the County appeared before the board and
presented a petition of twenty -seven citizens asking that a road leading from the M. E.
Church near Star Tannery Post Office, in a southeasterly direction to the Shenandhah
County Line be taken in to the secondary road system as soon as the board of Supervisors
procures rights of ways for same over the old road bed, and on motion the Board unanimously
recommends that the State Highway Commission take said road into the secondary road system
according to the aforementioned terms, and the Glerk is directed to send a copy of the
petition and this minute to the State Highway Commission at Richmond, Va.

On motion the Clerk is instructed to write the Rockingham Memorial
Hospital that their communication would be answered later.

Notice from the State Compensation Board that Wednesday, Sept. 12, 1934
had been fixed as the time for hearing the objection of this Board to the salary allowan<
for the Attorney for the Commonwealth was read. Upon motion, it is ordered that C. I.
IBrimback and E. W. Adams be designated as members of this Board to attend the hearing in
Richmond, On Sept. 12. These members are instructed to vote for a salary for the six montl
ending Dec. 31, 1934, of Seven Hundred and Fifty Dollars less 15% or Six Hundred and Thirt3
S Dollars and Fifty cents net instead of Five Hundred and r'ifty Dollars net, fixed by
the State Compensation Board.
The Board went on record as apposed to any salary increase to any offi
at this time, but likewise apposed to the large reduction made by the State Compensation
Board in the salary of the Attorney for the Commonwealth of Frederick County in the light
of allbwances made for Counti®B of similar population in other parts of the State.

G. P. Bozel resident engineer appeared before the Hoard and requested
that the Williams Road number 610 be abandoned and on motion the Board unanimously approv
the abandonment of said road and the Clerk is ordered to mail a copy of this order to the
State Highway Commission at Richmond, Va.

CURVES ON ROUTE N0, 7
On motion C. I. Brumback, Chairman, B. P. Harrison, Commonwealth's
Attorney , Senator T. Russel Cather and E. W. Adams are appointed a committee to take up
the widening of the road at Hietts Curve and Potters Hill on State Route No. 7 with the
State Highway Commission in Richmond, Va., Wednesday S 12, 1934, and the Clerk is
to mail a copy of this order to the State Highway Commission.

Miss Hurst of the Emergencyy Relief presented her report for the month
of August 1934, and the same was unanimously approved.

On motion Mr. Brumback and Mr. Gold are appointed a committee to
confer with the City Manager with reference to erecting an office for emergency, relief
in the City Hall .
Miss Cameron the County Red Cross Nurse was introduced to the Board
by Mrs. Hicks who made some appropriate remarks relative to her new duties of Red Cross
Nurse for Frederick County Virginia.
On motion the Clerk is requested to draw a warrant on the General
County Road Fund for Two Hundred Dollars transferring the same to the General County Fund
said amount is largely derived from the sale of road machinery and back taxes.
SALE OF PIPING
The Chairman reported the sale of all the old piping to Lemleys at
Stephens City.
On motion C. I. Brumback, Chairman, is authorized to sell all the old
County Noad Machinery belonging to the County now in the hitching yard and also a grader
at Stephens City to the best advantage possible.

Fred Stine County Agent presented his monthly report and the same was
unanimously approved and ordered to be filed.
RENEWAL OF NOTE
On motion the following resolution was unanimously adopted, "Whereas
of June 11, 1934 the County borrowed $8000.00 for durrent expenses the same to be paid t
in D 1934 out of the 1934 taxes and said note was drawn for 90 days falling due Sept.
1935, the chairman is ordered to renew the same and a warrant shall be drawn to pay the
discount on said renewal.

The report of J. M. "lassie, Supt. of the Uounty Home for the
month of Sept. was presented to the Board and the same was unanimously approved and

APPROPIATION FOR EMERGENCY RELIEF HELP.
On motion of Mr �ranner, seconed by Mr Adams it is ordered that
$50.00 per month be appropiated, beginning Oct. 1st to help defray Clerical York of the
Emergency Relief as requested by the F. E. R. A. same to be paid in December out of taxes
collected, and the Clerk is directed to transmit a copy of this order to the Emergency
Relief Office..
B. P. HARRISON'S SALARY.
On motion .the Clerk is ordered to draw three warrants for $62.50
each for payment of the Salary of B. P. Harrison, Commonwealth's Attorney for the months
of July, Aug. and Sept. 1934.
OFFICE FOR LEE N. WHITACRE
On motion of Mr Gold, seconed by Mr Adams it is unanimously
ordered that Lee N. Whitacre, Com'r. Rev. shall use the jury room for his office,
and the present encumbrents are permitted to use the office heretofore occupied by the
commissioner of the Revenue.

STATE WELFARE BOARD
Miss Helen Taylor of the State Welfare Board , Department of
''Iothers Aid, and explained the workings of the Welfare Board under section 1935L of
the Code of Virginia, whereby the State pays one half for the support of worthy mothers
without support, and on motion it is ordered that Mrs Lydia Cooper be allowed $33.50
per month beginning Oct. the 1st 1934, of witch one half of said amount is to be
refunded by the State in quarterly payments.

On motion the following resolutin was unanimously approved ", Whereas
on July the 6th 1931, the following resolution was unanimously passed by the Board of
Supervisors," Resolved that the Highway Commission of V irginia, take over and build as
soon as possible a road beginning at the line between Virginia, and West Virginia, at a
point near Howards Chapel by way of Siler crossing Route # 82anear the Bloom &ry Grade to
Bloomery Gap to West Virginia Line connecting Highways of West Virginia, at each end in sL
of the foregoing petition," and whereas it appearing to the Board that West Virginia,
has certain funds for the construction of a Higway connecting with the above proposed
V irginia Highway at each end and it further appearing to the Board that the West Virginia
fund allotted for said road willbe diverted to other sections of the State unless work
is begun on said road at once, and it is i $�p n ossible to begin construction until an

agreement is reached with the Virginia Highway `'ommission as to the exact point of
connection of the road between the two States," Iherefore he it resolved that the State

F. E. A. R. FUNDS FOR CEDAR CUTTING
On motion it is unanimously ordered that application be made for
$4500.00 of F. E. A. R. Funds to be used for cutting
CEDAR LANE ROAD.
A petition was received signed by a number of tax payers
requesting the State Highway Commission take over and maintain the road known as Cedar
Lane or Merriman's Lane extending from °oute #50 to the Cedar Creek Grade, and on
motion the same is reserved for further consideration.
SHEEEP CLAIM OF MISS GRACE V. KLINE
The board re- considered the claim of Miss Grace V. Kline for
payment of sheep claims in the amount of $84.00 and it is ordered that said claims be
paid, but it is furth:r ordered that no claim for sheep will be paid in the future unless
complete evidence of loss and damage is presented to the 'oard within ninety days.

At a mass meeting of citizens of Gainesboro "istrict, Frederick
County, '_irginia, held at Cross Junction, November 10, 1934 at 8 o?clock P. M., the
following business was transacted.
Mr E. W. Braithwaite who acted as Chairman called the Meeting to
order and explained briefly the purpose of same. 'h. B. Edwards was then named 90 act
as Secretary of the meeting.
Upon motion duly made an seconded and approved by vote of the meeting
a committee composed of W. E. Edwards, Landon B. '"hitacre and Shenk was appointed to
draft and present to the Frederick 'ounty Board of Supervisors at its meeting to be held
Monday November 12, 1934, the following resolutions:
Whereas State Highway No. 7, otherwise known as the North Frederick
Road serves a sectin of Frederick county, which produces a great volume of farm products,
apples, live stock and timber, all of which must be transported to market over said Highwa3
and
Whereas said Highway serves as a link in a direct route from the
various trunk roadways converging at Winchester to West Virginia Highways leading to the
industrial centers of Cumberland, Md., Pittsburg, Pa., and oth=r intermediate points,
as well as, tapping a vast region in W. virginia, Maryland, and Pennsylvania, rich in
agricultural and mineral resources; and
Whereas a properly constructed and graded roadbed over said Highway
No. 7 would prove of inestimable commercial and economic value to "inchester and Frede
County; and
Whereas certain funds are now available for use on said Highway
No. 7 between Winchester andthe west Virginia line; and
Whereas that certain sections of said Highway lying between Parletts
Hun and Back Creek has already been graded and the roadway is now bedded with loose
crushed stone.
Now therefore be it resolved:
(1) That this meeting go on record as favoring and urging the
immediate application of hard surfacing treatment to said section of road between Parletts
Run and Back Creek, and the grading and hard surfacing of the remainder of said road to
the West Virginia line as soon as possible.
(2) That this resolution committee be authorized and intructed to
appear before the board of " upervisors of Frederick v ounty on November 12, 1934 to present
2ocopy of these resolutions; a copy of the minutes of this meeting and to request said
Board of " upervisors to recommed to the Virginia Department of Highways the
program, to -wit:
(1) The application of available funds to the immediate hard
surfacing of that section of Route No. 7 lying between Parlette hun and Back Creek,
which has already been graded preparatory to said hard surfacing treatment.
(2) the grading and hard surfacing of the remainder of said Highway
to the point where it meets west Virginia State Highway No.38 at the West Virginia line

the minute in reference to the salary of the County Agent, which was intended to read as
follows.
"Whereas a number of citizens appeared before the Board, and stated
thatbthere had been a great increase in the traveling expense of County Agent, I. F. Stine
and that said traveling expense would probably continue to increase, and whereas in
originally fixing the salary of the County Agent this excessive traveling expense was not
contemplated.,and upon the urgent request of a large number of representative farmers of
the County it is ordered that the salary of said County Agent be increased $100.00 per
annum in order to cover the expense. Said increase to be effective as of January, 1,

It appearing to the Board that the traveling expense of Miss Eliz
Farrar, Home Demonstrator, has greatly increased since fixing her salary, and the Board
being of the opinion that she should be compensated for this extra expense, and on motio
it is ordered that her salary be increased$100.00 per annum, to begin January the 1st
1935, and the Clerk is ordered to draw a warrant payable to her for $8.33 for the extra
compensation for the month of January, 1935.
