080-10WHEREAS, Sections 33.1 -23 and 33.1 -23.4 of the 1950 Cade of Virginia, as
amended, provides the opportunity for each county to work with the Virginia Department of
Transportation in developing aSix. -Year Road Plan; and,
WHCEItEAS, the Frederick County Transportation Committee recommended approval
of this plan on March 22, 2010; and,
WHEREAS, the Frederick County Planning Commission held a public hearing and
recommended approval of this plan at their meeting on Apri17, 2010; and,
' WHEREAS, the Frederick County Board of Supervisors had previously agreed to
assist in the preparation of this plan fn accordance with the Virginia Department of
Transportation's policies and procedures and participated in a public hearing an the proposed
Plan, after being duly advertised so that all citizens of the County had the opportunity to
participate in said hearing and to make comments and recommendations concerning the proposed
Plan and Priority List; and,
W)KEREAS, a representative of the Virginia Department of Transportation appeared
before the Board during the public hearing and recommended approval of the 2010 — 2011
Interstate Road Improvement Plan and the Construction Priority List; and,
V6rHEREAS, the Frederick County Board of Supervisors support the priorities of the
interstate road improvement projects for programrxzing by the Commonwealth Transportation
Board and the Virginia Department of Transportation;

Supervisors as follows:
The 2010 -2011 Interstate Road Improvement Plan appears to be in the best interest of the
citizens of Frederick County and the Interstate Road System in Frederick County; and therefore,
the Frederick County Board of Supervisors hereby approves the 2010 -2011 Interstate Road
Improvement Plan and Construction Priority List for Frederick County, Virginia as presented at
the public hearing held on May 26, 2010.

RE: Interstate and Primary Road Plans Public Hearing

This item is continued, froze the April 28, 2010 Board meeting. Due to an issue that arose with
the advertising of this public hearing, the item was delayed until this meeting. This is a public
hearing item to consider the updates of the Interstate and Primary Road Improvement Plans. The
Transportation Committee reviewed this item on Marckz 22, 2010 and forwarded a
recammendatian of approval to the Board. The Planning Commission reviewed this item on
April 7, 2010 and recommended approval to the Board. Attached please find the current drafts
for your consideration,
You will find that there are no significant changes to the Interstate and Primary plans.
Staff is seeking action on the attached resolutions.

I -81 Improvements:
Provide additional travel lanes on the main line, collector- distril7utor lanes adjacent to the
main line, modifications to existing interchange areas, and develop new interchange areas
and bridge crossings of the main line as recommended by the WinFred MPO Long Range
Plan.
In addition, as the State continues to work toward an ultimate plan for the I -S 1 widening,
the County of Frederick continues to support the study of Eastern Route 37 as a potential
corridor on new location as an alternative for that effort.
Moreover, the County of Frederick supports exploration of the potential for rail
transportation as a component of the Interstate 81 Corridor improvements.
A} Fragress to Phase 1 of the FHWA approved interchange modification to Exit
310
(as illustrated on reap as priority A)
B} Relocate Exit 307 further south to alleviate existing and future congestion on
Route 277. There is an urgent need to begin increased study of this project.

C) Widen I -81 from Fairfax Pike to Route 37 North. This should include the
relocation of the 277 Interchange.
