�y f x � 1r-w a � �. �' '' � Y' a+ wa 4.- T. wM k; k. � �3 RAIL PRESERVATION APPLICATION WINCHESTER &WESTERN RAILROAD RESOLUTION WHEREAS, the WINCHESTER &WESTERN RR has filed an application with the VIRGINIA DEPARTMENT OF RAIL AND PUBLIC TRANSPORTATION for safety and improvement projects; and WHEREAS, the identified improvement projects are estimated to Cost $3,423,9D4.D0; and WHEREAS, the General Assembly, has approved funding for the acquisition, lease or improvement of railways within the Rail Industrial Access Program budget; and WHEREAS, the WINCHESTER &WESTERN RR is an important element of the WINCHESTERIFREDERICK COUNTY transportation system; and WHEREAS, the WINCHESTER &WESTERN RR is instrumental in the economic development of the WINCHESTERIFREDERICK COUNTY area, and provides relief to the highway system by transporting freight, and provides an alternate means of transporting commodities; and WHEREAS, THE COUNTY OF FREDERICK supports the project and the retention of rail service; and WHEREAS, the COMMONWEALTH TRANSPORTATION BOARD has established procedures for all allocation and distribution of the funds provided. NOW, THEREFORE, BE IT RESOLVED that THE COUNTY OF FREDERICK does hereby request the VIRGINIA DEPARTMENT OF RAIL AND PUBLIC TRANSPORTATION #o give priority consideration to the projects proposed by the WINCHESTER &WESTERN RR totaling $3,423,964.00 in FREDERICK COUNTY. The WINCHESTER &WESTERN Railroad, serving Winchester and Frederick County as a carrirnon carrier public utility, has received a multi year agreement � beginning FY 2003) with the commonwealth of Virginia Departzr�ent of Rail & Public Transportation, for Financial Assistance for Ralrabilitation of certain local rail lines. For the remaining project, FY 2011 -FY 20014, $3,423,964.00 has been planned to improve both public safety and the physical condition of the railroad. The i7Vinchester and Western Railroad will fund the rnatehing portion of this project. No County money is requested. The FY20I1- FY2014 improvezx�ents will take place in the County; therefore, �e Department has requested a Resolution from the governing body, indicating their support of the project(s). A proposed Resolution, in the format suggested by DOT personnel, is forwarded as Enclosure 1. The Agreement scope of work and budget provides additional information: a copy is attached as Enclosure. 2.
