RAILROAD TRACK FUNDS
The Board of Supervisors of Frederick County, in regular meeting on the 9th day of September 2049,
adopted the following:
WHEREAS, Whiting Road LLC has expressed its intent and desire to the Board of Supervisors to
locate its commercial business or industrial operations in Frederick County; and
WHEREAS, Whiting Road LLC and its operation will require rail access; and
WHEREAS, The officials of Whiting Road LLC have reported to the County their intent to apply
for industrial access railroad track finds from the Commonwealth of Virginia's Department of Rail
and Public Transportation in the amount of $450,000.00; and
WHEREAS, Whiting Road LLC has requested that the Board of Supervisors provide a resolution
supporting its application for said funds which are administered by the Virginia Department of Rail
and Public Transportation; and
NOW, THEREFORE, BE ZT RESOLVED, that the Board of Supervisors of Frederick County,
Virginia, hereby endorses and supports the application of Whiting Road LLC for $50,000.00 in
industrial access railroad track funds; and
BE IT FURTHER RESOLVED THAT the Board of Supervisors hereby makes known its desire
and intent to assist the Commonwealth Transportation Board in providing the maximum financial
assistance to Whiting Raad LLC, for the purpose of locating its business, commercial or industrial
facility in Frederick County.

RE: Rail Access Crrant Support Resolution Update

Dn September 9, 2009 the Board passed a resolution. in support of ail application. far rail access
funds being filed by Annandale 11�illwork.
The resolution allows Annandale Millwork officials to apply for funds froze the Virginia
Departrnent of Rail and Public Transit to place a new rail siding at their .rrogale Court property.
This siding will allow for azz increase to the Annandale business in terms of rail freight
movement, as well as allowing them to expand their millwork operations.
Following the meeting at which ibis resolution vas adopted, Az�raandale officials contacted staff
to clarify that the resolution should name Whiting Road LLC, and. not Annandale Millwork. To
that end, you will farad attached a new resolution that now names Whiting Road LLC. Nothing
else about the resolution has changed.
Attached you will find bath the new and the old resolution, as well as a location map and
supporting materials provided by the applicant.
This application requires no County feuds.

I enjoyed our meeting yesterday and updating you on our plans for the Annandale/Ailied
industrial Park and planned expansion of a reload and manufacturing facility for Whiting Road
LLC on that site. The following is a brief synapsis of what our plans are and a time line for
implementation.
The project is divided into two phases. Fhase I will'be the development of the site, and the
installation of a 1,500 foot rail spur that can accommodate up to 1,250 cars per year. We will be
moving our existing reload facility from Haymarket Virginia to Frederick County and utilize the
new rail spur for the support of Annandale Millwork and Aliied Systems Corporation in
Winchester and it's manufacturing needs, and also our other reload customers throughout the
country.
Phase II of the project is the construction of the 50,000 square foot manufacturing and storage
facility fox the reload and the manufacturing of I -joistand -Wall panels. We will put in a state of
the art linear saw that will significantly differentiate us in the market place. The saw cuts I J gists
and the accompanying software is of great value to our customers. We are also planning on
putting in. additional manufacturing capacity for wall panels as well as wall panel machinery and
equipment. The expected number of employees. is 20 at the end of Phase II. The total expected
number of rail cars will be 1,250 per year. The timeline of the project is to install the rail line
now, and construct the building and have equipment installed aver the next 2 possibly 3 years.
This location will greatly improve our efficiencies and enable us to get all of our products via rail
car.
I have attached a list of investments in machinery, equipment, and facilities as well as a site plan
of Phase I and II for your review. We are seeking to get the maximum amount of funds available
from. the Industrial Rail Access Fund in order to make this project feasible. I would appreciate
the county's support of this proj ect and look forward to hearing from you so that we may take the
next step in the process.
