HomeMy WebLinkAboutDecember 28, 2005 Work Session 247 A Worksession of the Frederick County Board of Supervisors was held on Wednesday, December 28, 2005, at 10:00 A.M., in the Board of Supervisors' Meeting Room, County Administration Building, 107 North Kent Street, Winchester, Virginia. BOARD MEMBERS PRESENT Chairman Richard C. Shickle; Vice-Chairman Gary W. Dove; Bill M. Ewing; Gene E. Fisher; Lynda J. Tyler; and Barbara E. Van Osten. BOARD MEMBERS ABSENT Gina A. Forrester. OTHERS PRESENT Sheriff Robert T. Williamson; Fire & Rescue Director Gary DuBmeler; Communications Operations Supervisor Leanna Pyles; Public Works Director Harvey E. Strawsnyder, Jr.; Public Works Committee members Robeli Wells, Stan Crockett, and Whit Wagner; Public Safety Committee member Helen Lake; Nick Hill and Jeff Boehm with Howard Shockey & Sons; and Steve Loomis with Hayes, Seay, Mattern, & Mattern. CALL TO ORDER Chairn1an Shickle called the worksession to order. County Administrator John R. Riley, Jr. advised that this was a status update on the new public safety building project. He introduced Steve Loomis with Hayes, Seay, Mattern & Mattern, architect, and Nick Hill, Project Manager, and Jeff Boehm both with Howard Shockey & Sons. Steve Loomis reviewed the square footage ofthe proposed building. As proposed, it will be 66,492 square feet. He advised that some functions have been moved out of the main building and into an ancillary building. The Emergency Operations Center and Emergency Communications Center have been incorporated into the design of this building. The new building site is located along the future Coverstone Drive and is larger than the previous building site and will be able to more easily accommodate expansion. Employee parking for this building will be in a secure area in behind the facility. Supervisor Van Osten asked what functions have been moved from the main building into the ancillary building. Mr. Loomis responded that the crime lab functions have been moved. He went on to say that Minute Book Number 31 Board of Supcrvisors Workscssion on Public Safcty Building - 12/28105 248 protective walls are proposed around the building to protect it from drive ups and crashes. Supervisor Van Osten asked if any expansion of this facility would be to the east. Mr. Loomis responded yes. He then reviewed the proposed floor plan and stated that the project included a lot of shared functions. He cited the training area, which could be divided into four separate rooms. Supervisor Van Osten asked why there was not a staff elevator or stairway. Mr. Loomis responded that the team had looked at that option, but consolidated those uses to make it more efficient. Chairman Shickle asked about the mud room located adjacent to the rear entrance. Sheriff Williamson responded that this would be used by the deputies and firefighters who have worked scenes where their clothing might have been contaminated. They could change in that room and remove soiled boots, etc. in order to keep the building cleaner. The room would also be used to allow officers to clean up from pepper spray and chemical contamination. The mud room would primarily be utilized so contaminants would not be brought into the building. Chairman Shickle asked if consideration had been given to including a toilet in this shower room. Supervisor Fisher asked about the square footage of the lobby area. Mr. Loomis responded that it had been made smaller than the previous design, but he could not recall the square footage, but could provide that information. He stated that the training room was 2,000 square feet and could accommodate 75-100 people per side. He then reviewed the second floor plans. It was noted that the second floor receptionist area would have a window; however, one was not shown on the plans. Stan Crockett asked if the waiting area door was the only ingress/egress. Mr. Loomis responded that it was right now, but a second entrance would be added. SheriffWiUiamson stated his concern that the building was not being built large enough for the rate of growth. Vice-Chairnlan Dove asked if this building could accommodate either the Sheriffs Department or Fire and Rescue should consolidation between the County and the City occur. Chairnlan Shickle stated that therc was some merit in looking at space future space considerations. Sheriff Williamson advised that staff and thc architect had discussions on expansion ofthe building, but have not discussed consolidation. Mr. Loomis stated that a two level expansion is anticipated. Chairman Shickle asked who would control access to the building. Sheriff Willliamson responded that was not decided yet, but it could be done through the receptionist and the Emergency Communications Center. Vice-Chairman Dove asked if a bathroom on the first floor could be eliminated. Mr. Loomis stated that option had becn looked at and it was possible. Sheriff Williamson stated that the bathroom next to the training room was needed. Vice-Chairman Dove asked if it could bc moved down the hallway and then one of the other restrooms would be eliminated. Mr. Loomis stated that was an option. He then reviewed the layout ofthe ancillary building. Vice-Chairman Dove asked if the bathroom in the ancillary building could be used as a mud room in lieu of the proposed mud room in the main building. Sheriff Williamson responded no bccause of the proximity to the evidence lab and the possibility of contamination. Chairman Shickle stated there should be a security officc for the building. Sheriff Williamson agreed with that statement, but advised that there would be an additional expense; however, the issue would be considered. Supervisor Fisher asked about shifting the ancillary building to the west and constructing an enclosed hallway connection to the main building. Whit Wagner encouraged the architects to review the site and design to make sure expansion would be easy. He suggested that they also consider zoning thc mechanical equipment so it would not bc functioning 24 hours a day, seven days a week. He concluded by saying that shifting the road now, in ordcr to accommodate future expansion to the east made sense. He went on to say that this plan was much improved over the previous versIOn. Sheriff Williamson advised that this design worked much better for his department too. Administrator Riley thanked everyone for coming and he appreciated the Board's willingness to meet for this presentation. He stated that he would like for the Public Works and Public Safety Committees to meet and review the changes discussed today and give the Board their feedback in order for the project to move forward to the next phase. Chairman Shickle asked that a breakdown of the additional operational costs for this facility be developed for the Board's review.
