012-12�r rj � fi tv y r BOARD OF SUPERVISORS RESOLUTION FISCAL YEAR 2012 -2013 BUDGET AMENDMENT WHEREAS, the Frederick County Board of Supervisors, meeting in regular session and public hearing held on September 12, 2012, took the following action: NOW, THEREFORE,, BE IT RESOLVED, by the Board of Supervisors that the FY 2012 -2013 Budget be Amended to Reflect: School Construction Fund Supplemental Appropriation in the Amount of $6.1 Million for Additions to Four Elementary Schools This Request is Needed for Adding Additional Classrooms at the Elementary Level for the Implementation of Full Day Kindergarten. School Construction Fund Supplemental Appropriation in the Amount of $2.5 Million for the Design and Document Preparation for the Fourth High School to the Point of, but Not Including, the Bidding the Project Prior to Construction. Frye, Executive Director of Finance„ SUBJECT: School Board Capital Projects and Related Actions for FY13 On Tuesday, July 17, 2012, the School Board approved several items related to its capital improvement plan protects. Items for consideration by the Board of Supervisors are shown below by project, followed by a request for participation in the Virginia Public School Authority (VPSA) bond sale. Flementary School Additions This appropriation request will allow for implementation of full -day kindergarten in the 2014 -15 school year by adding additional classrooms at the elementary level. The schools impacted will be Bass- Hoover, Evendale, Redbud Run, and Stonewall elementary schools. • Appropriation requested: $6.1 million • Cash needed: $6.1 million • Borrowing schedule: Fall 2012 $1,0 million • Reimbursement resolution: 4t High School This a ' � rtial appropriation request not including, public solicitation. • Appropriation requested: • Cash needed: • Borrowing schedule Spring 2013 $ 2.6 million Fall 2013 $ 2.5 million Recommended (see attached) will allow for the design of the 4th high school to the point of, but $2.5 million $2.5 million Fall 2012 $1.4 million Spring 2013 $1.1 million Replacernent Middle School This an rtial appropriation request will allow for the design of the r'epiacem nt school for the existing Frederick County Middle School to the point of, but not including, public solicitation. * Appropriation requested: $2.0 million * Cash needed: $2.0 million * Borrowing schedule: Fall 2012 $1.0 million Spring 2013 $1.0 million LMIS Partial Renovation • Appropriation for this project was approved for $1.5 million in the spring of 2012 * Actual project cost will be .less than budgeted by about $100,000. * Borrowing schedule: Fall 2012 $1.4 million. Impact on debt schedule The current funding level for school debt service is about $14.6 million.
