A Budget Work Session of the Frederick County Board of Supervisors and the Frederick
County Finance Committee was held on Wednesday, February 15, 2012, at 9:20 A.M., in the
First Floor Conference Room, County Administration Building, 107 North Kent Street,
Winchester, Virginia.
PRESENT
Chairman Richard C. Shickle; Vice - Chairman Bill M. Ewing; Charles S. DeHaven, Jr.;
Gene E. Fisher; Gary A. Lofton; and Ross P. Spicer.
ABSENT
Christopher E. Collins.
OTHERS PRESENT
John R. Riley, Jr., County Administrator; Kris C. Tierney, Assistant County
Administrator; Jay E. Tibbs, Deputy County Administrator; Cheryl B. Shiffler, Finance Director;
Sharon Kibler, Assistant Finance Director; Jennifer Place, Budget Analyst; Paula Nofsinger, HR
Director; C. William Orndoff, Jr., Treasurer; Finance Committee members Ron Hottle, Richie
Wilkins, 111, and Stephen Swiger; Lisa Frye, Executive Director of Finance for Frederick County
Public Schools; and Dr. David Sovine, Superintendent of Schools.
CALL TO ORDER
Chairman Shickle called the work session to order. He then turned the presentation over
to County Administrator John R. Riley, Jr.
Administrator Riley commended the Finance Department and Frederick County Public
Schools for getting us to a revenue neutral starting point. He also thanked Senator Vogel for her
work on the machinery and tools tax legislation. He noted the Fire and Rescue Association
would like to be considered for a restoration of 10% of the 15% cut they received over the past
few years. This would equate to about $70,000. They also requested a reinstatement of their
capital line item, which would equate to about $70,000. Administrator Riley briefly addressed
the issue of high mileage vehicles in the Sheriff's Department. He noted that over 50% of the
fleet has 75,000 miles. Administrator Riley then presented a salary comparison for the positions
of deputy and fire fighter /EMT.
Dr. Sovine thanked the Board for their support of the use of additional revenue in FY12
to balance the budget and save positions. He then reviewed teacher salary information that
compared Frederick County to other jurisdictions. He noted that the Region IV superintendents

met and that all of the member localities but two were proposing 2 -3% salary increases. He
concluded by saying he would like to be in a position to close that gap and remain competitive.
Administrator Riley stated that staff was seeking direction from the Board regarding the
2013 budget. He went on to say there would be a revenue recovery work session on Wednesday,
February 22, 2012 at 5:00 P.M., a budget work session at 6:30 P.M., and the regular board
meeting at 7:15 P.M:
Supervisor Lofton stated he would like to see more information regarding tax rates and
median income for the jurisdictions identified in the comparisons of Frederick County positions
and Frederick County school employees.
Vice - Chairman Ewing state he was hearing the number one priority was salaries. He
asked about other priorities.
Administrator Riley responded that after salaries the priority would be public safety, to
include the jail, Sheriff's Department, Fire and Rescue Department, replace capital equipment
and assistance to the volunteer companies.
Vice - Chairman Ewing stated he appreciated Administrator Riley's support for staff.
Administrator Riley advised the system was going into its fourth consecutive year with
no increases and it was starting to stress.
Supervisor Fisher asked how long the 100,000 mile benchmark for sheriff's vehicles has
been in place. He went onto say that as long as proper maintenance was being done we should
get a longer life cycle out of the vehicles.
Dr. Sovine noted there would be a much different type of service offered by the schools,
based on reductions.
Administrator Riley advised the Revenue Recovery Program was estimating annualized
revenue of $1.9 million, but there remained the issue of how to distribute it. He went on to say
he would like to see this program go live on July 1, 2012,
Vice - Chairman Ewing asked for an indication of how much better revenues are looking.
The Board's consensus was to make no decision until the Wednesday, February 22, 2012
work session.
There being no further business, the budget work session adjourned at 9:45 A.M.
