December 6 2010 Community Forum Minutes - Homeowners Associations152 The Frederick County Board of Supervisors held a community forum on Monday, December 6, 2010, at 7:00 P.M., at Stimpson Auditorium, Byrd School of Business, Shenandoah University, 1460 University Drive, Winchester, Virginia. PRESENT Chairman Richard C. Shickle; Vice - Chairman Bill M. Ewing; Christopher E. Collins; Charles S. DeHaven, Jr.; Gene E. Fisher; and Gary A. Lofton. ABSENT Gary W. Dove. STAFF PRESENT John R. Riley, Jr., County Administrator and Jay E. Tibbs, Deputy County Administrator. OTHERS PRESENT Approximately forty (40) citizens, Val VanMeter, The Winchester Star, and John Williams, Northern Virginia Daily, were in attendance. Chairman Shickle welcomed everyone to this seventh community forum. He asked the board members to introduce themselves and then he introduced the staff members who were present. Chairman Shickle then asked staff to go through a brief presentation, which provided an overview of the county by population and building permit activity, County Code provisions for Homeowners' Associations (HOAs), HOA responsibilities, County enforcement devices, Community enforcement devices, covenants, and, finally, tax rates and budget history. At the conclusion of the presentation Chairman Shickle opened the floor to those in attendance to address the Board about matters of interest to them. Questions /Topics discussed included: - When did the county start doing proffer reviews ?; - Concerns that HOA covenants for each section of a development are not written at the same time; - Does the county review development plans ?; - Abandoned cars in residential neighborhoods; - How is the value of a development bond determined ?; - Parking of campers and recreational vehicles on subdivision streets; - Baldwin Circle in Apple Pie Meadows Subdivision, why will VDOT not plow it ?; - The need for sidewalks along Double Church Road (Route 641) from Woodside Estates to Route 277; Minute Book Number 36 Board of Supervisors Community Forum Re: Homeowners' Associations - 12/06/10 1153 The need for more stop signs in Woodside Estates; Road improvements along Custer Drive to include a wider shoulder; The need for a stop sign in Raven Wing subdivision at the intersection of Kinross and Dewberry; - The need for a stop sign in DeHavenland Estates at the intersection with Hopewell Road; What happens when an HOA ceases to function ?; and The feasibility of placing a traffic light at Oakdale Crossing and Senseny Road.
