November 29 2010 Community Forum Minutes-Age Restricted Communities (Lake Frederick)14 The Frederick County Board of Supervisors held a community forum on Monday, November 29, 2010, at 7:00 P.M., at the Shenandoah Community Fitness Center, 128 Ruffed Grouse Court, Lake Frederick, Virginia. PRESENT Chairman Richard C. Shickle; Vice - Chairman Bill M. Ewing; Christopher E. Collins; Charles S. DeHaven, Jr.; Gary W. Dove; Gene E. Fisher; and Gary A. Lofton. STAFF PRESENT John R. Riley, Jr., County Administrator and Jay E. Tibbs, Deputy County Administrator. OTHERS PRESENT Approximately forty (40) residents of the Shenandoah Community and other age- restricted communities, Val VanMeter, The Winchester Star, and Linwood Outlaw, Northern Virginia Daily, were in attendance. Chairman Shickle welcomed everyone to this sixth community forum. He asked the board members to introduce themselves and then he introduced the staff members who were present. He then asked staff to go through their brief presentation, which provided an overview of the county by population and building permit activity, ordinance amendments to enhance age - restricted communities, to include: recreation facilities, gated communities; the value that retirees bring to the community, tax relief for the elderly, Frederick County's partnership with SeniorNavigator, and, finally, tax rates and budget history. At the conclusion of the presentation Chairman Shickle opened the floor to those in attendance to address the Board about matters of interest in the area. Topics discussed included: - Crimes and drugs. Is drug use in Frederick County schools increasing or decreasing? - Status of City /County consolidation discussions; - Because seniors are a low fiscal impact to the county do they receive some type of benefit or payback ?; - How much money does the County contribute to the volunteer fire companies ?; - Status of Fee for Service.; - Is the Economic Development Commission doing anything to promote Frederick County from an age- restricted point of view? - What is the number of people on Medicaid and how has that number increased relative to the population over the last ten years? - Status of the FBI records facility; - The relationship between Winchester Medical Center and Frederick County; Minute Book Number 36 '�-U(r AI " Board of Supervisors Community Age Resstricted Communities (Lake Frederick) - 11/29/10 Eel Concern over the lack of jobs in the area; Tree requirements for developers; Would the Board consider passing a topsoil ordinance, similar to the tree requirements? County ordinances that govern renting a room in a single - family home; - Why Verizon cannot be a service provider for television cable? (They have not requested a franchise.) Does the Planning Department keep abreast of recent developments regarding retirement communities, in general? Does the County review the deeds of dedication and restrictive covenants? Lack of overflow parking within the Shenandoah Community; - Suggestions that the Board consider seeking free assistance from people that represent homeowners' associations when considering rezoning and master development plans; Truck traffic concerns on Routes 277, 340, and 522. There being no further discussion, the meeting was adjourned at 8:30 P.M. Richard C.
