November 15 2010 Community Forum Minutes-Stonewall Elementary School144 The Frederick County Board of Supervisors held a community forum on Monday, November 15, 2010, at 7:00 P.M., at the Stonewall Elementary School, 3165 Martinsburg Pike, Clearbrook, Virginia. PRESENT Chairman Richard C. Shickle; Vice - Chairman Bill M. Ewing; Christopher E. Collins; Charles S. DeHaven, Jr.; Gary W. Dove; Gene E. Fisher; and Gary A. Lofton. STAFF PRESENT John R. Riley, Jr., County Administrator and Jay E. Tibbs, Deputy County Administrator. OTHERS PRESENT Approximately forty (40) residents of the Stonewall District and J.R. Williams, Northern Virginia Daily, were in attendance. Chairman Shickle welcomed everyone to this fifth community forum. He introduced the other board members and staff. Supervisor DeHaven, Stonewall District, thanked everyone for coming out. Chairman Shickle then asked staff to go through their brief presentation, which provided an overview of the county and the Stonewall District by population and building permit activity, recent accomplishments by the Board, to include a transfer of development rights program, new health system requirements, transportation network improvements (i.e. widening of Route 11 north at Rutherford Crossing, economic development access funding for Zachary Anne Lane and Greystone Industrial Park, Revenue Sharing award to construct turn lane improvements at the I- 81 ramps for Route 11 north, and safety funding for signalization of Hopewell and Brucetown Roads at Route 11), and, finally, tax rates and budget history. At the conclusion of the presentation Chairman Shickle opened the floor to those in attendance to address the Board about matters of interest in the area. Topics discussed included: - Brucetown Road traffic signal; - The Potomac Appalachian Transmission Highline (PATH); - Access to the Open Door Baptist Church property; - Funding and construction of Route 37; - Star Fort Subdivision fees for the maintenance of historic Star Fort; - Repair of the railroad tracks on Brucetown Road; - Issues at the Flyin' J to include sight distance and trash on the property; Minute Book Number 36 Board of Supervisors Community Forum at Stonewall Elementary School - 11/15/10 145 Timing of the traffic light at the I -81 off —ramp at the Flyin' J; Lifting the truck restrictions on Old Charlestown Road; Moving the warning sign for the low water bridge on Old Charlestown Road; Status of the FBI records facility; and Basketball goals in the subdivision streets.
