The Frederick County Board of Supervisors held a community forum on Monday,
October 11, 2010, at 7:00 P.M., at the Community Room, Sherando High School, 185 South
Warrior Drive, Stephens City, Virginia.
PRESENT
Chairman Richard C. Shickle; Vice - Chairman Bill M. Ewing; Christopher E. Collins;
Charles S. DeHaven, Jr.; Gary W. Dove; Gene E. Fisher; and Gary A. Lofton.
STAFF PRESENT
John R. Riley, Jr., County Administrator and Jay E. Tibbs, Deputy County Administrator.
OTHERS PRESENT
Approximately twenty (20) residents of the Opequon and Back Creek Magisterial
Districts and Val VanMeter, Winchester Star, and J.R. Williams, Northern Virginia Daily, were
in attendance.
Chairman Shickle welcomed everyone to this third community forum. He introduced the
other board members and staff.
Supervisor Ewing, Opequon District, thanked everyone for coming out.
Chairman Shickle then asked staff to go through their brief presentation, which provided
an overview of the county and the Opequon District by population and building permit activity,
recent accomplishments by the Board, to include construction of a bike trail parallel to Warrior
Drive within the Sherando Park property, aerator replacement at Lake Sherando, numerous
transportation improvement (e.g. no through truck traffic on Double Church Road, Route 277
widening and restriping, new traffic signal at Route 277 and Double Church Road), evaluation
of a location for a new fire station, and, finally, tax rates and budget history.
At the conclusion of the presentation Chairman Shickle opened the floor to those in
attendance to address the Board about matters of interest in the area. Topics discussed included:
- Completion of the bike trail and its relationship with the Autumn Glen subdivision;
- Need for a traffic signal at the intersection of Tasker Road and Route 522;
- Construction of the new Wal -Mart;
- A desire to see the county do more in the way of bike and pedestrian trails;
- Need for high speed Internet in the less densely populated areas of the county;
- Need to finish roadwork in the 100 block of Spanish Oak Drive and Sarvis Court;
- Expressed thanks to the Board of keeping taxes low;

- Expressed thanks to the Board for its support of Parks & Recreation;
- Relationship with the City of Winchester;
Expressed thanks to the Board for continuing its support and funding for Detox;
- Construction of the new interchange /relocation of Exit 307;
- Future of the flea market at Route 277 and Route 522;
Future supply of water; and
The need for an ordinance to require real estate taxes to be paid before property owner
can get a building permit.
Chairman Shickle thanked the citizens for their time and attendance.
There being no further discussion, the forum adjourned at 8:15 P.M.
