September 13 2010 Community Forum-Greenwood Mill Elem School Minutes074 The Frederick County Board of Supervisors held a community forum on Monday, September 13, 2010, at 7:00 P.M., at the Greenwood Mill Elementary School, 281 Channing Drive, Winchester, Virginia. PRESENT Chairman Richard C. Shickle; Vice - Chairman Bill M. Ewing; Christopher E. Collins; Charles S. DeHaven, Jr.; Gary W. Dove; Gene E. Fisher; and Gary A. Lofton. STAFF PRESENT John R. Riley, Jr., County Administrator and Jay E. Tibbs, Deputy County Administrator. OTHERS PRESENT Approximately ten (10) residents of the Red Bud and Shawnee Magisterial Districts and Val VanMeter, Winchester Star, and J.R. Williams, Northern Virginia Daily, were in attendance. Chairman Shickle welcomed everyone to this third community forum. He asked the other board members and staff to introduce themselves. Supervisor Collins, Red Bud District, thanked everyone for coming out. Chairman Shickle then asked staff to go through their brief presentation, which provided an overview of the county and the Red Bud District by population and building permit activity, recent accomplishments by the Board, to include completion of Greenwood Mill Elementary School, transportation network improvements, evaluation of the Greenwood citizen convenience center, and, finally, tax rates and budget history. At the conclusion of the presentation Chairman Shickle opened the floor to those in attendance to address the Board about matters of interest in the area. Topics discussed included: - The timing of the traffic light at Route 7 and the entrance to Millbrook High School. - Keeping the Greenwood citizen convenience center open. - The need for park land, multi -modal transportation, and library facilities in the Red Bud District. - Traffic calming measures needed in Oakdale Crossing (e.g. speed bumps, sheriff patrols, and holographic stickers). - Status of Route 37 including right -of -way and design. - Basketball goals in the streets within Sovereign Village. - Commercial vehicles parking in residential subdivisions. - Increasing taxes so residents could have more community amenities. - Beautification of road corridors, etc. Minute Book Number 36 Board of Supervisors Community Forum at Greenwood Mill Elementary School - 09/13/10 07F - Desire to see parks and walking/bike trails put in place before it is too late.
