The Frederick County Board of Supervisors held a community forum on Monday,
August 16, 2010, at 7:00 P.M., at the Gainesboro Elementary School, 4651 North Frederick
Pike, Winchester, Virginia.
PRESENT
Chairman Richard C. Shickle; Vice - Chairman Bill M. Ewing; Christopher E. Collins;
Charles S. DeHaven, Jr.; Gary W. Dove; Gene E. Fisher; and Gary A. Lofton. H
STAFF PRESENT
John R. Riley, Jr., County Administrator; Kris C. Tierney, Assistant County
Administrator; and Jay E. Tibbs, Deputy County Administrator.
OTHERS PRESENT
Approximately Twenty -five (25) residents of the Gainesboro Magisterial District and
Val VanMeter, Winchester Star were in attendance.
Chairman Shickle welcomed everyone to this second community forum. He asked the
other board members and staff to introduce themselves.
Supervisor Dove, Gainesboro District, thanked everyone for coming out.
Chairman Shickle then asked staff to go through their brief presentation, which provided
an overview of the county and the Gainesboro District by population and building permit I I --"
activity, recent accomplishments by the board, to include a transfer of development rights
ordinance and new health system requirements, on -going projects, such as the Lake Holiday dam
spillway repair, Potomac Appalachian Transmission Highline (PATH), old Gainesboro
Elementary School, and, finally, the tax rate and budget history.
At the conclusion of the presentation Chairman Shickle opened the floor to those in
attendance to address the Board about matters of interest in the area. Topics discussed included:
- Future of the old Gainesboro Elementary School and its use as a possible satellite
office for the Sheriff s Department;
- Proposed consolidation of the city and county 911 centers;
- Plans to improve Fletcher and Hollow Roads;
- Moving the traffic signal warning light at Crossroads grocery store farther south on
Route 522;
- Improvements to Light Road at Chestnut Grove Road;
- Culvert repair /replacement on Myers Lane near the shale pit;
- Illegal immigration;

- Potomac Appalachian Transmission Highline (PATH);
- Requirements to be a board member for the Rappahannock Electric Cooperative;
Proposed new Frederick County schools' transportation facility;
- Idle land around public facilities;
- Plans to run public water out to the Gainesboro area; and
_ - Energy conservation measures begin implemented by the county.
Chairman Shickle thanked the citizens for their time and attendance.
There being no further discussion, the forum adjourned at 8:10 P.M.
