The Frederick County Board of Supervisors held a community forum on Monday, August
2, 2010 at 7:00 P.M., at the Gravel Springs Lutheran Church, 1870 S. Pifer Road, Star Tannery,
Virginia.
PRESENT
Chairman Richard C. Shickle; Vice - Chairman Bill M. Ewing; Christopher E. Collins;
Charles S. DeHaven, Jr.; Gary W. Dove; Gene E. Fisher; and Gary A. Lofton.
STAFF PRESENT
John R. Riley, Jr., County Administrator; and Jay E. Tibbs, Deputy County Administrator
OTHERS PRESENT
17 residents of the Star Tannery Community, Val VanMeter, Winchester Star; and Alex
Bridges, Northern Virginia Daily.
Chairman Shickle welcomed everyone to this first community forum. He asked the other
board members to introduce themselves.
Supervisor Lofton, Back Creek District, thanked everyone for coming out.
Chairman Shickle then asked staff to go through their brief presentation, which provided
an overview of the county and the Star Tannery community by population and building permit
activity, recent accomplishments by the board, to include: a transfer of development rights
ordinance and new health system requirement; and, finally, the tax rate and budget history.
At the conclusion of the presentation Chairman Shickle opened the floor to those in
attendance to address the Board about matters of interest in the Star Tannery area. Topics
discussed included:
- Compliments for the Board's handling of the county budget;
- Appreciation for protecting the community from a proposed soccer camp;
- Concerns over the drilling of gas wells to extract natural gas from the Marcellus shale
in the area and the impact on the water table;
Concerns over the drought conditions;
- Concerns over open burning during this dry season;
- Hunters and hunting dogs trespassing on property and damaging fences;
- Star Tannery residents, specifically those in Shenandoah County, being given access
to the citizen convenience site;
- Shenandoah County residents who work on behalf of the fire company and /or Gravel
Springs Church being given access to the citizen convenience site when working on
behalf of one of those entities;

- Preservation of historic landmarks.
The biggest item dealt with the passing lane on Route 55 between Routes 600 and 604.
Chairman Shickle advised the County would work with the Virginia Department of
Transportation to see what could be done.
There being no further questions or discussion, the forum was adjourned at 8:25 P.M.
