A Work Session of the Frederick County Board of Supervisors and the Frederick County
Finance Committee was held on Wednesday, April 21, 2010, at 8:05 A.M., in the First Floor
Conference Room, County Administration Building, 107 N. Kent Street, Winchester, Virginia.
PRESENT
Vice Chairman Bill M. Ewing; Charles S. DeHaven, Jr.; Gary W. Dove; and Gary A.
Lofton.
ABSENT
Chairman Richard C. Shickle; Gene E. Fisher; and Christopher E. Collins.
OTHERS PRESENT
John R. Riley, Jr., County Administrator; Kris C. Tierney, Assistant County
Administrator; Jay E. Tibbs, Deputy County Administrator; Cheryl B. Shiffler, Finance Director;
Sharon Kibler, Assistant Finance Director; Jennifer Place, Budget Analyst; Finance Committee
members Ritchie Wilkins, Stephen Swiger, and Ron Hottle; Ellen E. Murphy, Commissioner of
the Revenue; Lisa Frye, Finance Director, Frederick County Public Schools; Patricia Taylor,
Superintendent of Schools.
CALL TO ORDER
Vice - Chairman Ewing called the work session to order. He then turned the presentation
over to Administrator Riley.
Administrator Riley advised that staff made their budget presentation to the Board last
week. The budget numbers will not change unless something happens during the veto session.
He concluded by saying staff was here to answer preliminary questions.
Finance Director Shiffler stated she would like to present the budget resolution by fund,
similar to last year. Prior to the end of the year, staff would provide line item detail to the Board.
She concluded by saying transfers would still be shown on the Finance Committee agenda.
Administrator Riley noted the Parks and Recreation Department have worked out the
maintenance and grounds for Frederick County Public Schools for next year. He went on to say
we have not received information from the City regarding funding for Detox and EDC. He
advised a lack of City funding for Detox would have a significant impact on it, to the point that
we might to have to look at the viability of the program. He noted staff was looking at the
possibility of utilizing that facility for a Federal Bureau of Prisons early release center. This
possibility would allow the County to receive 100% of the revenue, which could be used to off-

set the reduction in funding and keep the facility downtown. He concluded by saying staff is
looking for Board action in the budget at the meeting next Wednesday, April 28, 2010.
Vice - Chairman Ewing commended staff for a job well done.
Administrator Riley thanked the Board and Finance Committee for their patience.
There being no further business, the work session was adjourned at 8:10 A.M.
