003-08RESOLUTION OF SUPPORT FREDERICK COUNTY BOARD OF SUPERVISORS "REVENUE SHARING PROGRAM" FOR FISCAL YEAR 2008 -2009 Action: BOARD OF SUPERVISORS: July 23, 20085 APPROVED ❑ DENIED WHEREAS, the County of Frederick desires to submit an application for an allocation of funds of up to $1,000,000.00 through the Virginia Department of Transportation Fiscal Year 2008 -2009, Revenue Sharing Program; and, WHEREAS, $1,000,000.00 of these funds are requested to fund the construction of Renaissance Drive, a new public road, from Route 11 to Shady Elm Drive, with a traffic light at Route 11; and, NOW, THEREFORE, BE IT ORDAINED, the Frederick County Board of Supervisors supports this application for an allocation of up to $1,000,000.00 through the Virginia Department of Transportation "Revenue Sharing Program ". Bishop AICP, Deputy Director - Transportation �---'° '� s RE: Revenue Sharing Application DATE: July 15, 2008 At the March 12, 2008 Board of Supervisors meeting, the Board approved a resolution allowing staff to submit a VDOT Revenue Sharing application for Renaissance Drive. Staff is now seeking an updated resolution from the Board of Supervisors to proceed with application for revenue sharing funds for the Renaissance Drive project from Route 11 to Shady Elm Drive. This updated resolution is necessitated by the manner in which VDOT and the Commonwealth Transportation Board have chosen to implement legislative changes to the project ranking system for applications to the program. The key changes to the resolution are that staff is recommending increasing the matching funds from $1,000,000.00 to $1,001,000.00, and to withdraw the offer to manage the project locally. Previously, staff was recommending that the County offer $1,000,000.00 in matching funds and offer to manage the project in order to get into the first tier of consideration pursuant to legislation updating the revenue sharing program. However, VDOT has opted to make those legislative changes take effect in the next revenue sharing cycle. All that is required to get into the first tier of consideration this year is that the County offer more than $1,000,000.00 in matching funds.
