013-08RESOLUTION BY THE FREDERICK COUNTY BOARD OF SUPERVISORS VDOT ENHANCEMENT GRANT The Board of Supervisors of Frederick County, in regular meeting on the 24 day of September 2008, adopted the following: WHEREAS, the Virginia Department of Transportation awards Enhancement Grants, which are federal funds that are awarded by the Commonwealth Transportation Board on an annual basis. This application is being made by the Cedar Creek Battlefield Foundation, a private entity, for sponsorship and endorsement from Frederick County. The enhancement funds, if awarded, will be used for the benefit of their Visitor Center. Cedar Creek Battlefield Foundation would be taking financial responsibility for matching funds should this project receive an award; and WHEREAS, the Transportation Committee considered this proposal at their August 25, 2008 meeting and unanimously endorsed the grant application effort; and WHEREAS, the Board of Supervisors of Frederick County, Virginia, desires that the Planning and Development Department provide endorsement by way of this Resolution for application by the Cedar Creek Battlefield Foundation for an Enhancement Grant for their Visitor Center. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Frederick County, Virginia, hereby sponsors this application for an Enhancement Grant so long as it is not prioritized higher than any County application. Bishop, AICP, Deputy Director - Transportatio RE: Enhancement Grant Application Public Hearing DATE: September 12, 2008 This is a public hearing item for the Board of Supervisors to consider the endorsement of the application for VDOT Enhancement Grant funds for the Cedar Creek Battlefield Visitor Center. This application is being made by the Cedar Creek Battlefield Foundation which, as a private entity, needs a locality sponsor for the application. Attached you will find a letter from the foundation with more information on the project. The attached resolution would grant that sponsorship and endorsement with the qualification that any Frederick County application would receive higher priority. The County would not be taking on any financial responsibility for matching funds should this project receive an award. This item has been considered by the Transportation Committee and recommended for approval. Staff is seeking an action on the resolution by the Board. The requested information is provided herein. As we discussed, the Cedar Creek F)attlefield Foundation (CCF desires to reconstruct their Visitor Center to better present the history of the battle and to serve as a point of information dissemination for tourist. The CCF)r is a non - profit corporation and as such must have a local government sponsor in order to apply for a VDOT Enhancement Grant. We respectfully request that Frederick County serve in this capacity. Assuming this role will not obligate the county to a financial commitment, but will involve minimal administrative support' Ware very early in the development of the project, but the preliminary estimates we have are provided as follows: Project 5udget —The overall project budget is $1,00o,000. The request for Enhancement Grant funding from VDOT focuses on the historical aspects of travel on the Valley Pike during the Civil War era. We estimate this portion of the project will encompass approximately 50% of the planned facilit Project funding will be provided through a combination of private fund raising and grants. Since VDOT typically provides Enhancement Grant funding proportionally with project phases, we anticipate an initial Enhancement Grant request and one or more follow -up requests.
