2009 -2010 SECONDARY ROAD
IMPROVEMENT PLAN
WHEREAS, Sections 33.1 -23 and 33.1 -23.4 of the 1950 Code of Virginia, as amended,
provides the opportunity for each county to work with the Virginia Department of Transportation
in developing a Six -Year Road Plan; and,
WHEREAS, the Frederick County Transportation Committee recommended approval
of this plan on July 28, 2008; and,
WHEREAS, the Frederick County Planning Commission held a public hearing and
recommended approval of this plan at their meeting on August 6, 2008; and,
WHEREAS, the Frederick County Board of Supervisors had previously agreed to
assist in the preparation of this plan in accordance with the Virginia Department of
Transportation's policies and procedures and participated in a public hearing on the proposed
Plan, after being duly advertised so that all citizens of the County had the opportunity to
participate in said hearing and to make comments and recommendations concerning the proposed
Plan and Priority List; and,
WHEREAS, a representative of the Virginia Department of Transportation appeared
before the Board during the public hearing and recommended approval of the 2009 — 2010
Secondary Road Improvement Plan and the Construction Priority List; and,
WHEREAS, the Frederick County Board of Supervisors support the priorities of the
secondary road improvement projects for programming by the Commonwealth Transportation
Board and the Virginia Department of Transportation;
NOW, THEREFORE, BE IT ORDAINED by the Frederick County Board of
Supervisors as follows:
The 2009 -2010 Secondary Road Improvement Plan appears to be in the best interest of
the citizens of Frederick County and the Secondary Road System in Frederick County; and
therefore, the Frederick County Board of Supervisors hereby approves the 2009 -2010 Secondary
Road Improvement Plan and Construction Priority List for Frederick County, Virginia as
presented at the public hearing held on September 24, 2008.

Hardsurface road improvement projects provide impervious resurfacing and reconstruction of non -
hardsun`aced secondary roads. Hardsurface improvement projects are prioritized by an objective
rating system, which considers average daily traffic volumes; occupied structures, physical road
conditions including geometrics, drainage, and accident reports; school bus routing; and the time
that project requests have been on the Secondary Road Improvement Plan.

Incidental construction projects are defined as minor construction projects. Examples involve drainage
improvements, site distance improvements, spot widening, replacing overflow pipes with box culverts, and the
application of plant mix on existing road surfaces. The Virginia Department of Transportation determines if a
proposed project qualifies for Incidental Construction based on the overall scope of the improvement.

RE: Six Year Road Improvement Program Public Hearing
DATE: September 16, 2008
This is a public hearing item to consider the updates of the Interstate, Primary, and Secondary
Road Improvement Plans.
You will find that the , , , e are no significant changes to the Interstate plan.
In the Primary plan, the South Frederick County Parkway has been included in accordance with
the updated land use plan for that area.
In the Secondary Road Improvements plan, a number of projects have been added or removed
due to completion or in recognition of County priorities. There has been no need to reprioritize
the Rural Hardsurfacing projects this year due to a lack of funding for new projects.
The Planning Commission reviewed these plans on 08/06/2008 and the Transportation
Committee's review was held on 07/25/2008. Both bodies recommended approval.
If the Board should find these plans acceptable, staff is seeking action in the form of the attached
resolutions.
