RESOLUTION OPPOSING WINCHESTER
AREA MAIL PROCESSING RELOCATION
WHEREAS, on January 21, 2009 this Board was notified of the Area Mail Processing (AMP)
feasibility study at the Winchester Post Office; and
WHEREAS, the purpose of this AMP study was to evaluate the transfer of mail processing
operations from the Winchester, VA Post Office to the Dulles, Virginia Processing and
Distribution Center; and
WHEREAS, this relocation proposal is contrary to the Federal Government's policy of locating
essential services outside of the 50 mile radius of Washington, D.C. in an effort to preserve
operations during a terrorist attack; and
WHEREAS, two federal agencies (i.e. the FBI and FEMA) are in the process of moving to the
Winchester region and will require efficient and timely mail service; and
WHEREAS, overnight mail delivery is critical for businesses in the Winchester /Frederick County
area and this service is used as a recruitment tool for new business; and
WHEREAS, the Winchester facility processes mail from the VA hospital in Martinsburg, West
Virginia, and the need for overnight delivery of medicine for this population is critical; and
WHEREAS, consolidation of the Winchester and Dulles facilities will result in the elimination of
approximately 18 positions.
NOW, THEREFORE, BE IT RESOLVED that the Frederick County Board of Supervisors strongly
opposes the relocation of Winchester's Area Mail Processing facility to the postal service's
Dulles facility based on the reasons listed above; and
BE IT FURTHER RESOLVED that this Board urges the Postal Service to consider the comments
and input offered by the residents and elected officials in the Winchester /Frederick County area
and reject this proposed consolidation.
