063-09BOARD OF SUPERVISORS RESOLUTION DESIGNATING PEOPLE INCORPORATED AS FREDERICK COUNTY'S COMMUNITY ACTION AGENCY WHEREAS, the Frederick County Board of Supervisors desires that the citizens of Frederick County have access to opportunities to reach their goals to enhance their lives; and WHEREAS, People Incorporated of Virginia, a Community Action Agency, has experience in developing and providing services that provide opportunities for housing development, human development, and community economic development that do not currently exist in Frederick County; and WHEREAS, People Incorporated desires to develop and offer services to the citizens of Frederick County, as the county's Community Action Agency. NOW, THEREFORE, BE IT RESOLVED that the Frederick County Board of Supervisors does hereby designate People Incorporated of Virginia as Frederick County's Community Action Agency. Kent St. Winchester, VA 22601 Dear Mr. Riley, I write to request that I be placed on the agenda of the Board of Supervisors for their meeting on May 13, 2009. My purposes would be to request that the Board of Supervisors adopt a resolution designating People Incorporated as the Community Action Agency for Frederick County. I am enclosing a draft resolution for their consideration. Adoption of the resolution imposes no financial obligations on the Board of Supervisors, but would enable People Inc. to receive federal funds that would result in new opportunities for the low and moderate income citizens of your county. With the designation, we would request that the Board of Supervisors appoint someone to represent them on our Board of Directors. People Inc. is expanding its service area to include the Northern Shenandoah Valley as a part of a state -wide plan for expansion of community action developed by the Commonwealth's Secretary of Health and Human Resources. Shenandoah County and Page County have already adopted resolutions designating People Inc. as their Community Action Agency. We have already partnered with the counties to acquire grant funds for housing development and for microenterprise development. People Incorporated is a forty-five year old non - profit organization that is the Commonwealth of Virginia's oldest and most diverse Community Action Agency. Our mission is to provide opportunities for people to reach their goals in order to enhance their lives, their families, and their communities. We operate a wide range of programs that offer opportunities for human development, housing development, small business development, and community development. Our approach is to create new services and opportunities that a locality wants, but not to duplicate services with existing service providers. Although we have spoken about this subject several times, I had not planned to come to you with this request quite this soon.
