PROCLAMATION
DESIGNATING THE FOURTH MONDAY IN SEPTEMBER AS
FAMILY DAY - A DAY TO EAT DINNER WITH YOUR CHILDREN
WHEREAS, the use of illegal and prescription drugs and the abuse of alcohol and
nicotine constitute the greatest threats to the well -being of America's children; and
WHEREAS,12 years of surveys conducted by The National Center on Addiction and
Substance Abuse (CASA) at Columbia University have consistently found that the more often
children and teenagers eat dinnerwith theirfamilies the less likely they are to smoke, drink and
use illegal drugs; and
WHEREAS, teenagers wha eat dinner with their families two times a week or less are
twice as likely to drink alcohol and smoke cigarettes, compared to teens who have frequent
family dinners; and
WHEREAS, teenagers who eat dinner with their families are half as likely to smoke
cigarettes, smoke marijuana and drink alcohol; and
WHEREAS, the correlation between family dinners and reduced risk for teen substance
abuse are well documented; and
WHEREAS, parental engagement is known to be one of the most crucial factors in
determining the likelihood of substance abuse by teenagers; and
WHEREAS, family dinners have long constituted a substantial pillar of family life in
America;
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors. for the County
of Frederick, Virginia, do hereby proclaim the fourth Monday in September as
Family Day - A Day to Eat Dinner with Your Children Tnn
and urge all citizens to recognize and participate in its observance.

In 2006, the President, 48 governors and the mayors and executives of more than 600 cities and counties
across the nation proclaimed the fourth Monday in September as "Family Day —A Day to Eat Dinner
with Your C7rildren� ". I hope you will join the growing list of your colleagues who commemorate this
special day by issuing a proclamation designating September Z4, 2007 as Family Day.
The National Center on Addiction and Substance Abuse (CASH) at Columbia University launched
Family Day m 2001 after its research consistently found that the more often kids eat dinner with their
parents, the less likely they are to smoke, drink. or use illegal drugs. Family Davis gaining significant
momenfi�m Last year, millions of Americans pledged to have dinner with their loved ones on Family
Day. The President, 48 govemors and more thaw 600 mayors and county executives proclaimed Family
Day and scores of schools, community organizations and religious groups also celebrated Family Day.
Family Dal✓ was also celebrated and promoted in Guam, Japan and Puerto Rico.
In addition to issuing a proclamation, I hope you will consider conducting Family Day events and
celebrations in Frederick County. There are many ways to celebrate Family Day. For example, last year
one city placed ads in local newspapers, distributed 50,000 prorriotional Family Day postcards to public
school children, encouraged S8 Iocal restaurants to offer Family Day discounts and held "family time"
at their local beach. FCCLA member's at R E. Aylor Middle Schoo] will be conducting activities
within our school and asking students to sign pledges committing themselves to having dinner with their
family on ibe 24"'.
