THE FREDERICK COUNTY 200 COMPREHENSIVE POLICY PLAN
AS THE 2007 COMPREHENSIVE POLICY PLAN;
INCLUDING AMENDMENTS TO CHAPTER 8, COMMUNITY FACILITIES AND
SERVICES, AND CHAPTER 9, PARKS AND RECREATION
WHEREAS, An amendment to update the Frederick County 2003 Comprehensive Policy Plan as the
2007 Comprehensive Policy Plan, including amendments to Chapter 8, Community Facilities and
Services, and Chapter 9, Parks and Recreation, to reflect an update to the Community Facilities and
Services and Parks and Recreation Chapters of the Comprehensive Policy Plan, were reviewed by the
Comprehensive Plans and Programs Subcommittee (CPPS), and the Planning Commission during
their regularly scheduled meetings; and,
WHEREAS, This 2007 update of the Comprehensive Policy Plan also includes updated map
products that have a consistent format; and,
WHEREAS, This 2007 update of the Comprehensive Policy Plan incorporates the following
Comprehensive Policy Plan amendments that have occurred from October 1, 2003 through August 1,
2007:

WHEREAS, The Comprehensive Plans and Programs Subcommittee (CPPS) recommended
approval of the 2007 update of the Comprehensive Policy Plan on Apri19, 2007; and,
WHEREAS, the Planning Commission held a public hearing on the 2007 update of the
Comprehensive Policy Plan on August l , 2007; and,
WHEREAS, the Board of Supervisors held a public hearing on the 2007 update of the
Comprehensive Policy Plan on August 22, 2007; and,
WHEREAS, the Frederick County Board of Supervisors finds the adoption of the 2007 update of
the Comprehensive Policy Plan to be in the best interest of the public health, safety, welfare, and in
good planning practice;
NOW, THEREFORE, BE IT ORDAINED by the Frederick County Board of Supervisors that the
Frederick County 2003 Comprehensive Policy Plan is updated as the 2007 Comprehensive Policy
Plan; including amendments to Chapter 8, Community Facilities and Services, and Chapter 9, Parks
and Recreation, also including updated map products that have a consistent format; and
incorporating the above referenced Comprehensive Policy Plan amendments that have occurred from
October 1, 2003 through August 1, 2007.

�� Public Hearing; 2007 Comprehensive Policy Plan Update.

Enclosed for the Board of Supervisors' review and public hearing is the 2007 Comprehensive Policy
Plan Update. The Planning Commission held a Public Hearing for the 2007 Comprehensive Policy
Plan Update at their August 1, 2007 meeting and recommended approval.
_ Previously, both the Planning Commission and Board of Supervisors held discussion sessions during
April and May respectively, and provided valuable input and direction on this item. This policy
update will be inserted into the appropriate locations within the 2007 Comprehensive Policy Plan.
This effort is a compilation of several policy elements that have been approved by the Board of
Supervisors since the last update of the Comprehensive Plan which occurred in 2003. The effort also
includes several reformatted maps, and an update to the Community Facilities and Services and
Parks and Recreation Chapters of the Comprehensive Policy Plan.
The scope of the Planning Department's preparation of the 2007 update to the Frederick Cou.*�ty
Comprehensive Policy PIan has been limited to include a compilation of Comprehensive Policy Plan
amendments that were approved by the Board of Supervisors since the 2003 Comprehensive Policy
Plan was approved. A summary of these amendments is provided. This effort also includes updated
snap products that have a consistent format. The content of the maps has not been significantly
modified. However, the format has been improved to ensure that the most current information is
provided in the Plan. The most significant of the map products is the new Eastern Frederick County
Long Range Land Use Plan.
The 2007 review has highlighted a variety of issues and opportunities which need to be addressed.
The CPPS, Planning Commission, and Board also recogiuzed the need to address the ongoing
maintenance of the Comprehensive Plan and recommended that the various Committees and
Advisory Boards established within the County review the Chapters of the Comprehensive Plan
under their purview and provide recommendations to the CPPS. This review could occur throughout
the next year as time permitted with each Committee and would be independent of the 2007 update.

As noted, included in the 2007 update are revisions to the Community Facilities and Services and
Parks and Recreation Chapters of the Comprehensive Policy Plan. This element of the 2007
Comprehensive Policy Plan was endorsed by the CPPS at their February and Apri12007 meetings. It
was recommended that the Parks and Recreation Chapter be merged into the Community Facilities
and Services Chapter of the Plan. In addition, the CPPS recommended that the language describing
the Tuscarora Trail be included in this section.
The effort to update the Community Facilities and Services and Parks and Recreation Chapters of the
Plan included tihe direct input of the relevant departments who were asked to review the description
of their facilities and services as currently found in the plan. They were then requested to draft a new
version and forward this to the Planning Department. The CPPS initially reviewed the information
provided by the relevant departments at their November 2006 meeting. A subsequent joint meeting
was held in December with representatives from the Parks and Recreation Commission. This
meeting also included a representative of the School Board and advanced the discussion and
coordination between the Community Facility providers.
The Comprehensive Plans and Programs Subcommittee (CPPS) recommended the 2007 update to
the Comprehensive Policy Plan as presented. One additional item for the Board's consideration that
was not previously presented during the discussion of this item is a map element for the Parks and
Recreation section.of the Plan. The Parks and Recreation Commission completed and endorsed this
element earlier than anticipated. Therefore, based upon a recommendation from the CPPS and the
Planning Commission, this has been provided in this agenda item for potential inclusion into the
2007 update.
At the Planning Commission's public hearing on August 1, 2007, a representative of Preserve
Frederick. read a letter from the group's Vice President. This letter is included for your information.
Commissioners appreciated the ideas provided to the CPPS, Planning Commission, and individual
departments because those ideas were both beneficial and kept committees aware of citizens'
opinions.
No other issues were raised. The Planning Commission unanimously recommended approval ofthe
2007 Update to the Comprehensive Policy Plan with the inclusion of the new maps for the Parks and
Recreation section of the plan.
(Commissioner Mohn was absent for this item; Commissioners Watt, Ours, Triplett, and Kerr were
absent from the meeting.)
