Draft Access Management Regulations and Standards
The Board of Supervisors of Frederick County, in regular meeting on the 10"' day of October 2007,
adopted the following:
WHEREAS, access management standards are important to protect and enhance the safety and
capacity of our roadways; and
WHEREAS, the County is supportive of the statewide effort to develop access management
standards; and
WHEREAS, the County would like to emphasize how important it is that the clause that allows
more stringent local regulation to supercede those of VDOT continue to be included in the draft
regulation; and
WHEREAS, the regulation anal standards do little to address the built environment except in certain
situations, leading the County to wonder how situations such as disconnected frontage roads will be
,_ resolved and how existing intersections and plans that do not meet interchange or intersection
spacing standards will be dealt with; and
WHEREAS, the County is concerned about the impacts the short public comment period has had on
the ability of localities to fully examine the draft standards and regulations within their Committee
and Board schedules; and
WHEREAS, the County feels that the proposed intersection and entrance spacing standards needs
more review.
NOW, THEREFORE, BE IT RESOLVED, this Board, while supportive of the effort being
undertaken, would like more review and development of the draft access management standards and
regulations, particularly as regards to the items noted above.

RE: VDOT Draft Access Management Guidelines

This is a public meeting item to review VDOT's Draft Access Management Standards and
consider submitting a resolution for the public comment period.
Access management deals with many things, with the primary goal being to reduce conflict
points between traffic movements to improve roadway safety and capacity. The VDOT draft
standards deal primarily with intersection design and spacing, entrance design and spacing, and
warrants for turning lanes.
As noted in the Transportation Committee report, staff has been waiting for VDOT to release
their draft Access Management Standards. On October 3, 2007 the document became available.
This 80 page document touches on many facets of access management and, when compared to
current standards, will have significant impact in Frederick County. The public comment period
for these standards runs from October 3`d to October 29th, with a two hour public hearing in
Richmond on October 22 "d. As there is no second Board meeting in October, Staff is working
through the draft as quickly as possible and will present a summary and some proposed
comments at the October 10th Board meeting.
