Proclamation 002-064~GK . cOG'~ w ~ BOARD OF SUPERVISORS y`pGIN/ me PROCLAMATION OCTOBER, 2006 AS LTTERACY MONTH IN FREDERICK COUNTY WHEREAS, the need for highly literate citizens increases as Frederick County moves toward an increasingly technological future; and WHEREAS, more than 18 percent of county adults experience literacy issues that impact severely on their lives and families, their ability to work productively, and their full participation as citizens and residents of our county; and WHEREAS, Literacy Volunteers-Winchester Area provides one on one tutoring to individuals reading below the 5~' grade reading level, provides ESL classes and assists in Northern Shenandoah Valley Adult Education classes, provides small group instruction in citizenship, financial literacy, computer literacy, and provides family literacy programs targeted toward families who utilize Fremont Street and Winchester Day Nurseries; and WHEREAS, the Literacy Volunteers-Winchester Area invites the community, residents, newspapers, television stations, radio stations, businesses, organizations, to join in highlighting the economic and societal importance of literacy. Literacy strengthens individuals, families, and communities' ability to access health, educational, political, economic and cultural opportunities and services. NOW, THEREFORE, BE IT RESOLVED, the Frederick County Board of Supervisors does hereby proclaim October, 2006 as Literacy Month, and urge fellow citizens to learn more about the importance of literacy and to become involved with literacy activities in their communities. Our primary focus of reaching those individuals who read below the 5'~ grade level is a challenge and public awareness of the. need is the key. Therefore, we would like to ask you to proclaim October 2006 as literacy month and in so doing request that members of the community learn more about how literacy affects the lives of the all members of the community and how they can help. Attached is a draft proclamation that you may use, or you may create your own wording. Thousands of adults in our communities need to get better jobs, help their children or grandchildren with their homework, or participate more fully in the community. It is our sincere wish that you will honor our request, to declare October as Literacy Month. During the month of October we will be using every vehicle we can think of to bring the need to the attention of the community and thereby create an interest in working together to reduce the numbers and also to encourage those who need assistance to come forward. Sincerely, Members of the Bo d of Directors `._._ cting irector, Jean Lee enclosures Quick Facts About Adult Literacy - One quarter of all high school dropouts report having received public assistance _ as compared to 10 percent of high school graduates. - The health care industry estimates $73.billion per year of unnecessary health care expenses attributable to poor literacy. - The average American spent $5,440 for health care in 2002, the average health care for adults with low literacy skills was four times that amount, or $21,760. - The United States prison population has tripled since 1980, there are more than one million individuals housed in state and federal prisons. Seventy percent of those inmates are either functionally illiterate or read below the eighth grade level. - American businesses are expected to lose more than $60 billion in productivity each year. - Almost half of all mothers on welfare lack a high school diploma, leaving them- and their children-trapped in a cycle of poverty. - Since 1980, the number of people needing English As A Second language instruction has quadrupled, outpacing the capacity of literacy programs to serve them. - 25% of Americans cannot address an envelope well enough to reach its destination. - Adults at the lowest level of literacy proficiency work an average of 19 weeks per year, compared to 44 weeks per year for those at the highest level. - 61 % of low income families have no books at all in their homes for their children. *Source for each of the above facts available upon request.
