2007-2008 SECONDARY ROAD
IMPROVEMENT PLAN
WHEREAS, the Frederick County Transportation Committee and the Frederick County
planning staff reviewed the proposed 2007-2008 Secondary Road Improvement Plan for
Frederick County; and,
WHEREAS, the Frederick County Transportation Committee recommended approval
of this plan on July 24, 2006; and,
WHEREAS, the Frederick County Planning Commission held a public hearing and
recommended approval of this plan. at their meeting on August 16, 2006; and,
WHEREAS, the Frederick County Board of Supervisors had previously agreed to
assist in the preparation of this plan in accordance with the Virginia Department of
Transportation's policies and procedures and participated in a public hearing on the proposed
plan, after being duly advertised so that all citizens of the County had the opportunity to
participate in said hearing and to make continents and recommendations concerning the proposed
plan and priority list; and,
WHEREAS, a representative of the Virginia Department of Transportation appeared
before the Board during the public hearing; and,
WHEREAS, the Frederick County Board of Supervisors support the priorities of the
secondary road improvement projects for programming by the Commonwealth Transportation
Board and the Virginia Department of Transportation;
NOW, THEREFORE, BE IT ORDAINED by the Frederick County Board of
Supervisors as follows:
The 2007-2008 Secondary Road Improvement Plan appears to be in the best interest of
the citizens of Frederick County and the Secondary Road System in Frederick County; and
therefore, the Frederick County Board of Supervisors hereby approves the 2007-2008 Secondary
Road hnprovement Plan for Frederick County, Virginia as presented at the public hearing held
on September Li, 2006.
This resolution was approved by the following recorded vote:

RE: Six Year Road Improvement Program
DATE: August 28, 2006
At the July 24, 2006 meeting of the Transportation Committee, the Committee voted to recommend
approval of the draft Interstate, Prnnary, and Secondary Road Improvement Plans for Frederick County.
This recommendation was forwarded along with drafts of the plans to the Planning Commission for
consideration. The Planning Commission held a public hearing on August 16, 2006. There were no
citizen comments. No issues or areas of concern were raised by the Planning Commission and they
- unanimously recommended approval. (Note: Commissioners Watt and Oates were absent from the meeting.)
You will find that there are no significant changes to the Interstate and Primary plans, with the exception
of expanding upon the scope of Route 11 improvements and increased consideration of safety
improvements to I-81. There is continued emphasis on completion of Route 3? as a priority for the
County.
In the Secondary Road Improvements Plan, a number of projects have been added as revenue sharing;
rural hard-surfacing requests have been rated and the three with the highest rankings have been moved
from the unscheduled to the scheduled list. Those roadways are Chestnut Grove Road, Indian Hollow
Road, and Ridings Mill Road.
The 2007-2008 hrterstate, Primary, and Secondary Road Improvement Plans have been advertised as a
public hearing for the Board's September 13, 2006 meeting.

Hardsurface road improvement projecfs provide impervious resurfacing and reconstruction of non-
hardsurfaced secondary roads. Hardsurface improvement projects are prioritized by an objective
rafing system, which considers average daily traffic volumes; occupied structures; physical road
conditions including geometrics, drainage, and accident reports; school bus routing; and the time
that project requests have been on the Secondary Road Improvement Plan.

INCIDENTAL CONSTRUCTION
2007/2008 through 2012/2013
Incidental construction projects are defined as minor construction projects. Examples involve drainage
improvements, site distance improvements, spot widening, replacing overflow pipes with box culverts, and the
application of plant mix on existing road surfaces. The Virginia Department of Transportation determines if a
proposed project qualifies for Incidental Construction based on the overall scope of the improvement.
