2007-2008 PRIMARY ROAD
IMPROVEMENT PLAN
WHEREAS, the Frederick. County Transportation
Committee aJ~d the Frederick County planning staff reviewed the proposed 2007-2008
Primary Road Improvement Plan for Frederick County; and,
WHEREAS, the Frederick County Transportation Committee recommended
approval of this plan on July 24, 2006; and,
WHEREAS, the Frederick County Plam7ing Commission held a public hearing
and recommended approval of this plan at their meeting on August 16, 2006; and;
WHEREAS, the Frederick County Board of Supervisors had previously agreed
to assist in the preparation of this plan in accordance with the Virginia Department of
Transportation's policies arid. procedures and participated in a public hearing on the
proposed plan, after being duly advertised so that all citizens of the County had the
__ opportunity to participate in said hearing and to make comments and reconnnendations
concerning the proposed plan and priority list; and,
WHEREAS, a representative of the Virginia Department of Transportation
appeared before the Board during the public hearing; and,
WHEREAS, the Frederick County Board of Supervisors support the priorities
of the primary road improvement projects for programming by the Conunonwealth
Transportation Board and the Virginia Department of Transportation;
NOW, THEREFORE, DE IT ORDAINED by the Frederick County
Board of Supervisors as follows:
The 2007-2008 Prim~uy Road Improvement Plan appears to be in the best interest
of the citizens of Frederick County and the Primary Road System in Frederick County;
and therefore, the Frederick County Board of Supervisors hereby approves the 2007-2008
Primary Road Improvement Plan for Frederick County, Virginia as presented at the
public hearing held on September 13, 2006.
This resolution was approved by the following recorded vote:

At the July 24, 2006 meeting of the Transportation Committee, the Committee voted to recommend
approval of the draft Interstate, Prnnary, and Secondary Road Improvement Plans for Frederick County.
This recommendation was forwarded along with drafts of the plans to the Planning Commission for
consideration. The Planning Commission held a public hearing on August 16, 2006. There were no
citizen comments. No issues or areas of concern were raised by the Planning Commission and they
- unanimously recommended approval. (Note: Commissioners Watt and Oates were absent from the meeting.)
You will find that there are no significant changes to the Interstate and Primary plans, with the exception
of expanding upon the scope of Route 11 improvements and increased consideration of safety
improvements to I-81. There is continued emphasis on completion of Route 37 as a priority for the
County.
In the Secondary Road Improvements Plan, a number of projects have been added as revenue sharing;
rural hard-surfacing requests have been rated and the three with the highest rankings have been moved
from the unscheduled to the scheduled list. Those roadways are Chestnut Grove Road, Indian Hollow
Road, and Ridings Mill Road.
The 2007-2008 hrterstate, Primary, and Secondary Road Improvement Plans have been advertised as a
public hearing for the Board's September 13, 2006 meeting.

1) Route 37 Bypass
A. Route 37 -Phase 1
Initiate fmal engineering and design, acquire right-of--way, and establish a construction
phase schedule for the southern segment of the Route 37 Eastern Bypass from Interstate
1-81 to Front Royal Pike (Route 522 South) and the northern segment from Interstate 81
to Route 37.

B. Note: It is intended that the first phase of Fairfax Pike (Route 277), as
identified under item #2, shown below, be programmed jor construction following the
completion of Phase 1 of the Route 37 Eastern Bypass.

C. Route 37 -Phase 2
Initiate final engineering and design, acquire right-of--way, and establish a construction
phase schedule for the preferred alternative between Front Royal Pike (Route 522 South)
and Interstate 81 to the north of Exit 317.

County staff to work with site developers to acquire dedicated right-of--way and achieve
grading, drainage, and construction improvements in conjunction with development
projects which occur along the corridor until such time that funding is available for
construction.
Establish a construction schedule for the phased improvement of Fairfax Pike (Route
277).
Program funding for the completion ofright-of--way acquisition and construction of each
phase as described. above.
3) Route 11 (North and South of Winchester)
A) Establish an Urban Four Lane System

4) Commuter Park and Ride Lots
Establish a new park and ride facility along the Berryville Pike (Route 7) corridor.
Work with the Northern Shenandoah Valley Regional Commission to determine
appropriate locations for park and ride facilities at other strategic locations within
the County's Urban Development Area.
