052-07RESOLUTION BY THE FREDERICK COUNTY BOARD OF SUPERVISORS TRANSPORTATION, COMMUNITY, AND SYSTEM PRESERVATION (TCSP) PROGRAM GRANTS The Board of Supervisors of Frederick County, in regular meeting on the 14`h day of March 2007, adopted the following: WHEREAS, the Transportation, Community, and System Preservation (TCSP) Program provides funding for a comprehensive initiative including planning grants, implementation grants and research to investigate and address the relationships among transportation, community, and system preservation plans and practices and identify private sector-based initiatives to improve those relationships. A 20% match is required from Frederick County; and WHEREAS, Tevis Street Extension, Senseny Road Widening and the Intersection of Fox Drive and Route 522 are needed improvements in Frederick County; and WHEREAS, Eastern Route 37 is a critical need for Frederick County's long range transportation system; and - WHEREAS, the Board of Supervisors of Frederick County, Virginia, desires that the Planning and Development Department submit an application for funding from the Transportation, Community, and System Preservation (TCSP) Program. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Frederick County, Virginia, hereby supports the application for the above listed projects from the Transportation, Community, and System Preservation (TCSP) Program. Bishop AICP, Transportation Planner' ~'` RE: Transportation, Community, and System Preservation (TCSP) Program Grants Public Hearing DATE: March 5, 2007 In keeping with federal requirements for public involvement, this staff request for Board of Supervisors approval and endorsement to make application for Transportation, Community, and System Preservation (TCSP) Program Grants requires a public hearing. Staff has recently been notified of a new Federal Grant opportunity. While not a new program, the Transportation, Community, and System Preservation (TCSP) Program has been used as congressional earmarks in the past. This year the program has been reopened for nationwide - competitive applications. Some general information on the program is below. The Transportation, Community, and System Preservation (TCSP) Program provides funding for a comprehensive initiative including planning grants, implementation grants, and research to investigate and address the relationships among transportation, community, and system preservation plans and practices and identify private sector-based initiatives to improve those relationships. States, metropolitan planning organizations, local governments, and tribal governments are eligible for TCSP Program discretionary grants to plan and implement strategies which improve the eff ciency of the transportation system, reduce environmental impacts of transportation, reduce the need for costly future public infrastructure investments, ensure efficient access to jobs, services and centers of trade, and examine development patterns and identify strategies to encourage private sector development patterns which achieve these goals. As you can see, unlike many grant opportunities, this program actually allows funds for implementation. Total funds this year for the program are approximately $61 M and competition is nationwide. A 20% match is required that can take the form of cash match or in kind contributions. 107 North Kent Street, Suite 202 -Winchester, Virgfinia 22601-5000 Staff is attempting to take full advantage of this opportunity on two fronts as follows: 1. Two applications are being submitted through the MPO for Eastern Route 37 totaling _., $3,000,000.00 for Environmental and Preliminary Engineering. 2. Three independent Frederick County applications a_ Tevis Street Extension $1,000,000.00 b. Senseny Road Widening $1,000,000.00 c. Intersection of Fox Drive and Route 522 $500,000.00 As always, staff would expect to meet match requirements of approved applications with developer proffers. The Transportation Committee has reviewed and endorsed these projects. As mentioned above, this is a public hearing item and staff is seeking approval and endorsement to make application to the Transportation, Community, and System Preservation (TCSP} Program for the above listed projects.
