A Worksession of the Frederick County Board of Supervisors was held on Wednesday,
October 8, 2008 at 5:00 P.M., in the Board of Supervisors' Meeting Room, County
Administration Building, 107 North Kent Street, Winchester, Virginia.
PRESENT
Chairman Richard C. Shickle; Vice-Chairman Gene E. Fisher; Gary W. Dove; Bill M.
Ewing; Philip A. Lemieux; and Gary A. Lofton.
ABSENT
Charles S. DeHaven, Jr. (Arrived at 5:15 P.M.)
CALL TO ORDER
Chairman Shickle called the Worksession to order. He then turned the presentation over
to Jon Turkel, Program Supervisor with Frederick County Parks and Recreation Department.
Mr. Turkel presented the findings of the County's energy audit conducted under his
supervision by summer intern Marshall Sweet. Ile reviewed energy costs and consumption as
well as presented recommendations on possible energy and cost savings measures. He
concluded by saying staff was seeking guidance from the Board as to how to proceed with the
possible implementation of the recommendations and any additional studies needed.
Chairman Shickle stated he would like to see Administration provide feedback on each of
the recommendations.
The majority of the Board's discussion focused on the information concerning take home
vehicles.
Supervisor Dove stated that area needed to be looked at and fire and rescue should be
utilizing the minimum number possible.
Supervisor Ewing stated take home vehicles were an area of concern for him as well.
Vice-Chairman Fisher stated "we need to change the way we do thinks and staff needs to
figure out how this will be done." With regard to energy usage, he stated Allegheny Power
would provide a representative who could assist in determining best rates, etc. He went on to say
we need to look at downsizing vehicles to smaller more fuel efficient, as current vehicles are
replaced. He also stated we need to look at fuel efficiency of comparably sized vehicles.
Chairman Shickle asked the Board if there were any "sacred cows" with regard to energy
conservation or if everything was on the table.
The Board consensus was a willingness to look at all options.

Chairman Shickle stated the other thing he was hearing from Board members is there was
a concern about take home vehicles.
After some discussion regarding how to proceed from this point, it was agreed the take
home vehicle issue would be taken to both the Public Works and Public Safety Committees then
to the Finance Committee and finally to the Board for action.
I Administrator Riley stated that a path for implementation of the recommendations could
be formulated and presented to the Board within 60 days.
Chairman Shickle and the Board thanked Mr. "Turkel for his work on this presentation.
The worksession was adjourned at 5:55 P.M.
