Proclamation 002-05DRAFT CONSTITUTION DAY PROCLAMATION Whereas, since 1787, the U.S, Constitution has been the preeminent symbol of American nationhood and a practical instrument of free government; and Whereas, the foundation of our Republic and its democratic system of government is rooted in the principles of the U.S. Constitution; and Whereas, Congress has required that every educational institution receiving federal funds hold an educational program on the United States Constitution on September 17 of each year for the students served by those educational institutions; and Whereas as the Congressional legislation provides that when September 17 falls on a Saturday, Sunday or holiday, Constitution Day shall be held during the preceding week, Now, Therefore, Se It Resolved, that Shenandoah University, the Common Council of the City of Winchester and the Board of Supervisors for the County of Frederick, do hereby proclaim Wednesday, September 14, 2005 as Constitution Day and encourage all students and citizens to reflect on the importance of the U.S. Constitution to our democracy and to celebrate its approval by the Constitutional Convention on September 17, 1787.
