RESOLUTION AUTHORIZING APPLICATION FOR LOCAL AND
REGIONAL WATER SUPPLY PLANNING
COMPETITIVE GRANTS PROGRAM
WHEREAS, Frederick County is a leading participant in the Regional Water Resources Policy
Committee, for development of the policy-level Shenandoah Valley Water Resources Strategic
Plan; and
WHEREAS, the current planning process is designed to begin meeting the Commonwealth's Local
and Regional Water Supply Planning Regulation (9 VAC 25-780) which became effective
November 2, 2005; and
WHEREAS, the Department of Environmental Quality has made available funds to be awarded in
grants of up to $50,000 in January, 2006, to be utilized by June 30, 2006; and
_ WHEREAS, the funds committed to the Water Supply element of policy-level Shenandoah Valley
Water Resources Strategic Plan and matching funds from the Agua Grant may be used as match for
a DEQ Grant; and
WHEREAS, the DEQ process encourages regional approaches of two or more localities; and
WHEREAS, Winchester City is an Regional Water Resources Policy Committee member and
party to this project application; and
WHEREAS, a Water Supply Planning Local-Regional Comprehensive Database Version 1.0 -
Winchester-Frederick County project has been developed by local and regional staff to enable
integration of the stand-alone DEQ Water Planning requirements and related data with the
County GIS, Sanitation Authority GIS, local planning, and operational needs, a regional model
and operational project; and
WHEREAS, the Strategic Plan Project contract and funding is coordinated through the Northern
Shenandoah Valley Regional Commission, and
WHEREAS, the County has allocated $7,511 to the Strategic Plan, which has been matched, by
$2,889 of Agua Funds totaling $10,400, and
WHEREAS, half of those funds in the amount of $5,200 support initial water supply planning; and
WHEREAS, this project addresses operational needs in the County and City in addition to being
a model for coordination; and
WHEREAS, the receipt of such funds does not preclude the County from applying for or
receiving future Water Supply Planning Grant Funds individually or as part of a regional
application,
NOW THEREFORE BE IT RESOLVED that the Northern Shenandoah Valley Regional
Commission is authorized to apply for a grant and enter into a contract with the Department of
Environmental Quality utilizing the funds currently authorized as matching funds on behalf of
Frederick County; and
BE IT FURTHER RESOLVED that the funds, if awarded, be utilized as required by June 30,
2006.

Winchester-Frederick County
2. Proposal Summary:
Frederick County and Winchester City have been engaged in a regional water supply planning
process since 1999. The situation in the Northern Shenandoah Valley led to a Local Government
Forum in which the local governments present made a public commitment to pursue water
resources planning with a fifty year time frame and to do so in a way that took a comprehensive
approach to water resources.
After completion of the work of the Ad Hoc Steering Committee, the Regional Water Resources
Policy Committee was formed by the Northern Shenandoah Valley Regional Commission to
pursue the plan goal. When the group convened, it decided that proper planning would require
upstream and downstream jurisdictions. Invitations were issued, and localities joined. An
Assessment was undertaken which led to the development of goals and a next step Regional
Water Resources Strategic Plan which is underway as a $90,000, nine county, for city program.
The Virginia requirements for planning were anticipated, a major share was devoted to water
supply planning. Of the $10,472 of the local funds contributed by the County and City, and the
$4,028 match, half or $7,250 are for the Water Supply Element and Water Supply Model and set
forth as cash match from the current contract. Staff time can be documented for this project and
converted to a match figure if needed. This model will be used locally and regionally in the
Shenandoah Valley.
The planning data requirements set out in the DEQ regulations are comprehensive. Management
of these datasets for planning and coordination within local government operations and
comprehensive planning, as well as between localities is not addressed in the regulations, but is
an obvious need. The design of a local/regional information management system is a rational
requirement for this foundation work. Because localities in the Shenandoah Valley are already
working in this direction, this, and a similar project in the Central Shenandoah PDC conducted in
parallel, would enhance all current outcomes and serve as a model for information management
and planning integration.

Given research on the information management function, the Texas Water Planning Board model
appears to have merit. Data sets in this case are maintained centrally by the State with local
- access. Such relationships may benefit from further exploration in the future, however the
challenge to localities is to manage data in a sophisticated way in support of long term planning
and operations. Such efforts are traditionally done in spreadsheets generated locally. They are
hard to use locally or regionally by the state, as there is no long term maintenance plan and it
overlooks the misconception that spreadsheets are a database.
The development of Version 1.0 will be supported by the Water Supply Subcommittee of the
Shenandoah Valley Regional Water Resources Technical Committee. This encompasses all
Shenandoah Valley localities in Planning Districts 6 & 7. A similar grant request will be
submitted by the Central Shenandoah PDC and a synchronized procurement process will be
used. The database consultant design team will be competitively sought and assembled. It is
requested that appropriate DEQ planning staff participate in the development of Version 1.0 so
that it can have broader application in the Commonwealth.
At a minimum, it will work for Frederick County and Winchester City and maintain the priority
elements of the water supply planning requirements, particularly relating to the water supply
planning model. Design of a database does not include the population of datasets, and future
effort is expected in that area. This is what suggests this effort will lead to some integrating
methodology for DEQ and other State agency datasets that would also reside in the State's
information technology system as is the case for economic development.
In addition to these higher objectives, there is a real operational need in the County and City for
this now and this need is shared by other jurisdictions under pressure from rapid growth.
III. Deliverables/Products: A Water Supply Planning Local-Regional Comprehensive Database
for Winchester-Frederick County which, as a 1.0 version, will advance knowledge on managing
the Water Supply Planning data requirements and integrating this with governmental GIS,
planning and operations.

SUBJECT: DEQ Water Supply Planning Grant

Attached you will find a resolution authorizing the Regional Water Resources Policy
Committee to apply for funding from DEQ's Local and Regional Water Supply Planning
Competitive Grants Program. The Policy Committee will be leveraging funds currently in
hand to obtain up to an additional $50,000, with the possibility of securing $100,000 based
upon the participation of City of Staunton and Augusta County.
These funds will be used to develop a dynamic database for water supply planning, which is
required under the recently adopted Water Supply Planning Regulations. This database will
compile required information and be validated against current information, which will allow
the plan to be continuously updated with minimal effort.
You will also find attached a summary of the FY 2006 grant application.
Wellington H. "Wendy" Jones, Director of the Frederick County Sanitation Authority, will
be present to answer any questions the Board might have.
