RESOLUTION FOR LOCAL SUPPORT OF THE UTILIZATION OF INDUSTRIAL
ACCESS RAILROAD TRACK FUNDS
A RESOLUTION OF THE FREDERICK COUNTY BOARD OF SUPERVISORS
WHEREAS, 84 LUMBER COMPANY HAS EXPRESSED ITS INTENT AND DESIRE TO THE
FREDERICK COUNTY BOARD OF SUPERVISORS TO LOCATE ITS COMMERCIAL,
BUSINESS OR INDUSTRIAL OPERATIONS IN FREDERICK COUNTY. AND;
WHEREAS, 84 LUMBER COMPANY AND ITS OPERATION WILL. REQUIRE RAIL ACCESS;
AND WHEREAS, THE OFFICIALS OF 84 LUMBER COMPANY HAVE REPORTED TO THE
COUNTY THEIR INTENT TO APPLY FOR INDUSTRIAL ACCESS RAILROAD TRACK
FUNDS FROM THE COMMONWEALTH OF VIRGINIA'S DEPARTMENT OF RAIL AND
PUBLIC TRANSPORTATION IN THE AMOUNT OF $231,608.00, AND;
WHEREAS, 84 LUMBER COMPANY HAS REQUESTED THAT THE FREDERICK COUNTY
BOARD OF SUPERVISORS PROVIDE A RESOLUTION SUPPORTING ITS APPLICATION
FOR SAID FUNDS WHICH ARE ADMINISTERED BY THE VIRGINIA DEPARTMENT OF
RAIL AND PUBLIC TRANSPORTATION;
NOW, THEREFORE, BE IT RESOLVED, THAT THE BOARD OF SUPERVISORS OF THE
_ FREDERICK COUNTY HEREBY ENDORSES AND SUPPORTS THE APPLICATION OF 84
LUMBER COMPANY ,FOR $231.608.00 IN INDUSTRIAL ACCESS RAILROAD TRACK
FUNDS;
AND BE IT FURTHER RESOLVED, THAT THE FREDERICK COUNTY BOARD OF
SUPERVISORS HEREBY MAKES KNOWN ITS DESIRE AND INTENT TO ASSIST THE
COMMONWEALTH TRANSPORTATION BOARD IN PROVIDING THE MAXIMUM
FINANCIAL ASSISTANCE TO 84 LUMBER COMPANY FOR THE PURPOSE OF LOCATING
ITS INDUSTRIAL FACILITY IN FREDERICK COUNTY, VIRGINIA

Pursuant to your communication of 5 Jan 06 concerning rail access funding, this is to advise that:
A. Winchester and Western has agreed to serve the new 84 Lumber facility in Winchester.
B. Winchester and Western has approved the construction plans for the proposed access
track.
C. Winchester and Western will make available the facilities for use by all common carriers
using the railway system to which the industrial access track connects.
We at the WW look forward to serving 84 Lunber's rail needs at this new facility. Should we be

Attached for your review and action is the resolution of support for 84 Lumber's
Industrial Rail Access Program. 84 Lumber has met all other eligibility requirements and
its rail provider, Winchester & Western Railroad is supportive of this application. Their
support letter and 84 Lumber's application are enclosed. No local monies are required.
84 Lumber is planning to relocate from its current location at exit 317 to the Adams
property on Rt I I North. The project includes a capital investment of over $4 million.
The relocation will allow 84 Lumber to utilize direct rail service. Currently, 84
Lumber's rail shipments are delivered by truck after arriving at the Omps switching
station adjacent to Stonewall Industrial Park. By receiving the rail cars directly, traffic
concerns surrounding the switching station will be alleviated to some degree.
The Industrial Rail Access Program provides any one county, town, or city with no
more than $450,000 in any fiscal year. No more than $300,000 of unmatched funds may
be allocated to any one project in any fiscal year. Virginia Department of Rail and
Public Transportation is the program's administrator. EDC currently has no other
potential projects that may look to utilize this program in this fiscal year.
I would like to request that this matter be placed on the BOS's February 22nd agenda.
