The Board of Supervisors of Frederick County, in regular meeting on the 12th day of April 2006,
adopted the following:
WHEREAS, I-81 is a critical artery through Frederick County, the region, anal the entire western
portion of the State of Virginia; and
WHEREAS, Modeling done for local long range planning efforts completed by the same consultant
that was contracted to model the Tier 1 EIS show greater needs for improvement than are being
called for in the Tier 1 EIS; and
_ WHEREAS, Physical characteristics where I-81 passes through the area, particularly around Exit
313-315, are very similar to those encountered where I-81 passes through the Hamsonburg area; and
WHEREAS, The Tier 1 EIS allows for the possibility of incorporating the Harrisonburg Bypass to
avoid the constraints and impacts related to those physical characteristics; and
WHEREAS, The planned eastern portion of Route 37 would provide an alternate connection to
several major east\west connections that currently only have I-81 at it's most constrained points in
the area as a major highway connection; and
WHEREAS, with the constraints to widening I-81 through certain areas in this region, it is possible
that key sections, if not the entire eastern loop of 37 in concert with more limited I-81 improvements,
could be constructed at a lower cost than the needed I-81 improvements alone and with greater
positive impact on traffic; and
WHEREAS, Route 37 has long been a planned major improvement that will serve citizens from
within and outside the region, and will also take significant pressure off of 1-81 through the area; and
NOW, THEREFORE, BE IT RESOLVED, this Board requests the inclusion. of the eattem portion
of Route 37 into the alternative considerations for improvements to relieve congestion on I-81
through this area.

I-81 Corridor Improvement Study Tier 1 EIS
_ Public Hearing Comments
After review of the draft EIS document, The Win-Fred MPO would like to present the
following comments:
• The proposed number of lanes recommended in the draft EIS differs from the
adopted Win-Fred MPO Long-Range Plan. Additional study will be necessary to
determine the correct lane configuration in the Winchester area.
• A number of interchange improvements have been recommended in the Win-Fred
MPO Long-Range Plan. Additional studies will be required to address
interchange needs along the I-81 Corridor in the EIS document.
• The Win-Fred MPO supports a corridor improvement concept that includes
substantial rail improvements together with road widening.
• The Win-Fred MPO would like to request the following:
- Better modeling of the impacts of traffic diversion (especially trucks on
U.S. Rt. 11) caused by the specific tolling options be provided.
- Amore balanced analysis of the impacts on the U.S. Rt. 11 corridor under
the different funding scenarios. A comprehensive study must look at
scenarios other than just No-Build or Toll and analyze impacts on local
roadways
_ • The Win-Fred MPO recognizes that the Tier 1 Study indicates that the second
highest existing and projected traffic volumes on I-81 in Virginia are between Rts.
50 and 7. Therefore, it is recommended that safe alternatives such as Collector-
Distributor (C-D) roadways and the use of the Rt. 37 as an alternate I-81 Corridor
be analyzed.
• The Win-Fred MPO acknowledges that significant potential business
displacement impacts exist along the corridor as well as noise impacts. Therefore,
the Win-Fred MPO strongly encourages consideration of the proposed Rt. 37 East
Corridor as a "Potential Corridor on New Location" in a similar manner to that
being considered for I-81 in the Harrisonburg Area between Mileposts 243 and
251. In the event that proposed Rt. 37 East is not considered or deemed
unacceptable, then existing Rt. 37 West should be considered for new corridor
location.
• The Win-Fred MPO recommends that impacts on adjacent historic battlefields in
the comdor be minimized to the maximum extent possible.
• According to information published by the Weldon Cooper Center, University of
Virginia, the growth rate between 2000 and 2005 for the Winchester Metro Area
was 12.7% This is significantly higher than the Harrisonburg Metro Area (6.4%),
Roanoke Metro Area (2.5%), Blacksburg Metro Area (1.9%), and the Bristol
Metro Area (1.4%) along the remainder of the I-81 Corridor. Therefore,
population and growth projections for the Winchester Metro Area should be
reviewed carefully to determine if the correct trend line is addressed in the
proposed traffic projections and other impacts reviewed in the EIS.
