015-95 BOARD OF SUPERVISORS RESOLUTION RESTORE FAIR SHARE STATE AID FOR PUBLIC SCHOOLS WHEREAS. the state share of public school costs has been steadily declining; and WHEREAS. by 1994 the state share fell to only 38 percent of total school costs in the Commonwealth; and WHEREAS, Virginia counties and cities have had to repeatedly raise local taxes in response to this shift in costs; and WHEREAS, the state pays no school construction costs, less than its full share of the standards of quality, and nothing to support the state interest in use-value taxation; NOW, THEREFORE, BE IT RESOLVED, the counties of Virginia unanimously support an increase in state aid for public schools; and further, BE IT RESOLVED, the counties of Virginia consider the state's ideal fair share of public school costs to be an amount equal to the total public school expenditures of all local governments combined; and further, BE IT RESOLVED. the counties of virginia urge that priority be given to considering the state sales and use tax as the means for restoring the state's fair share of public school costs beginning in the next fiscal year.
