BOARD OF SUPERVISORS
TOWN REVERSION LEGISLATIVE RESOLUTION
WHEREAS, certain counties within the Commonwealth are proposing Legislative
additions to the Virginia State Code; and
WHEREAS, the proposed addition to Virginia State Code Section 15.1-965.22 would
prevent cities who have reverted to a townfonn of government from reverting back to a city,
unless there is agreement to do so from the county and the town; and
WHEREAS, the proposed addition to Virginia State Code Section 15.1-965.16.1
would require a referendum to be held in the city and the county prior to a reversion to town
status; the concern being that this is a major change in governmental structure and the
reversion legislation is the only legislation that does not require referenda in the affected
localities; and
WHEREAS, the proposed addition to Virginia State Code Section 15.1-965.24.2
would prohibit any annexation by a town for a period of five years after the effective date of
reversion;
NOW, THEREFORE, BE IT RESOLVED, that the Frederick County Board of
Supervisors does hereby request that legislative delegation submit this Reversion Legislation
for consideration by the 1996 General Assembly.
