January 10, 1944 to February 14, 19442�4 At the regular meeting of the Board of Supervisors of Frederick County, Virginia, held in the Supervisors Room over the Clerks Office on January IOth, I944. P R E S E N T C. M. Rosenberger, Khairman; G. W. Lemley, William Carpenter, H. M. Fout and H. C. Light. G. 19. Lemley was elected temporary Chairman after which nonimations for a Chairman was called for C. M. Rosenberger was nonimated by H. C. Light and seconded by H. M. Fout. There being no other nonimations made the said C. M. Rosenberger was unanimously elected Chairman. Afterthaking the members for the honor bestowed upon him, immediately took charge of the meeting. The minutes of'the last meel held the I3th day of December, I943 were read and approved. The chairman appointed the following Committees; H. C. Light and G. W. Lemley Committee for County property in Winchester, and William C and H. M. Fout for the County Home. REPORTS: T. W. RUSSELL, I. FRED STINE, RUTH McNEIL,.HARRY McCANN, F. W. Yelliott were respectively read and approved. FREDERICK COUNTY CHANGE IN SECONDARY SYSTEM Upon motion the following Resolution was passed. Resolved: That a section of old Rt. 604 from new Route 55 at Sta. 582/45 to a point I75 ft southwest of new Rt. 55 where old route 604 intersect with the new -connection to Rt. 604, be abandoned. Length of section to be abandoned I75 Shown on the attached sketch in green. WALKER McC. BOND APPOINTMENT FOR COU14TY SURVEYOR On motion the Board unanimously recommends to the Judge of the Circuit Court that Walker McC. Bond be reappointed County Surveyor of Frederick, Virginia for the term beginning Jan. I, I944. SHEEP CLAIMS Joseph Funkhouser and several Witnesses appeared before the Board in regard to his sheep claims,.and after hearing the evidence the Board decided that there wasn't sufficient evidence to warrant the payment. DELINQUENT TAXES U pon the motion of Harry Fout, seconded by G. W. Lemley, it in unanimously resolved that Section 373 =a of the Virginia Tax Code of I942 be, and the same is hereby made effective in Frederick County during such period of time as said provision of the Tax Code is continued in effedt in the State of Virginia. Therefore, in order to make the provision of said Tax Code effective in this county, it is further unanimously resolved that; "Any person who, on or after the Ist day of January, I941 is assessed with any real estate, personal property, income or capitation tax for any year', during all or any part of which he is in the armed forces of the United States, may, during 265 the period of such service an wi in one year a er i is ermina e , pay e princrpa of such tax or taxes without the addition of any penalty or interest thereon. Every such person desiring to be relieved from the payment of such penalty and interest shall make application therefor to the officer receiving.the tax at the time payment is made. Such officer shall be satisfied from the proof submitted that such. person was actually in such service for such year or years, and shall make out in duplicate a certificate to that effect, which certificate shall show t1e details of the penalties and interest involved. One copy shall be given to the taxpayer and the other retained. by the collecting officer a evidence that he is entitled to a credit in his accounts for the amount of penalty and interest so abated." SALARY OF JANITOR COLORED REST ROOM Upon motion and which was unanimously passed it was deceded to increase the salary of the Janitor of the Colored Hest Room Three Dollars and Fifty Cpnts ($3.50) per calendar month. TRANSFER DOG-FUND Upon motion of Gilliam Carpenter and seconded by H. C. Light, it is unanimously ordered that the.County Treasurer, Harry L. McCann transfer $835.00 from the dog fund to the credit of the General County Fund. BILLS APPRO Accounts totaling $2,I8I.30 were approved and ordered be paid from the General County Fund by warrants numbers 7697 to 7745 inclusive and live stock claims and F. W. Pingley salary totaling $I20.29 -were approved and ordered to be paid from the Dog Funb by warrats numbers 639.to 645 incluseve. JAITITORS SALARY FOR COLORED REST ROOM On motion it is unanimously agreed aid ordered that the Minute passed in the January meeting be rescinded and in lieu thereof that the Salary of the Janitor for the colored Rest Room be fixed at $27,00 Dollars per calendar month. JANITORS 'silARY kk'tADIES REST ROOM It appearing that no minute has been entered on the minutes of this Board in regard to the salary of the Janitor of the Ladies Rest Room, on motion it is unanimously agreed that the salary of the Janitor of the Ladies Rest Room be fixed at Forty Dollars per month beginning April lst. I943. 2�6 COMPENSATIR OF CLERK OF THIS BOARD On motion it is ordered that the Clerk shall receive $II5.00 per year as Clerk for this Board. Said allowance to be paid quarterly. SALARY OF CLERK OF TIE COURT On motion it is ordered that the salary of the Clerk of the Court shall be $700.00 per year. Said salary to be paid quarterly. SALARY AND EXPENSE"ACCOUNTS'APPROVED TREASURER, COIffff SSIONER OF REVENUE, C =ONWEALTHS ATTORNEY, AND SIERIFF. On motion of H. C. Light and seconded by G. W. Lemley thel salary and expense account of the Treasurer namely;$4000DO salary, Deputies $2I00.00, other expnses $39I.00, total $6,49I.00; the salary and expense account of the Sheriff, $3000.00 salary, Deputy, Matron and Clerk and Cook $2920.00, other expenses $505.00, total $6425.00. The salary and expense account of the Commissioner of Revenue, $3000.00 salary, Deputy and extra help $900.00, other expenses $225.50, total $4,I25.50; the salary and expenses of the Commonwealths Attorney $I800.00 as fixed by the Compensation Board are unanimously approved as read. REPAIRING'PIILL BOOKS AND PHOTO COPIES On motion of H. M. Fout and seconded by William Carpenter it was unanimously ordered that will books number 4 and 9 be sent to the Virginia State Library at Richmond, Virginia to be repaired and one Photo copy of each be made and to be paid for from the fund set up for indexing. McCann, Treasurer were presentee and apporved. SECONDARY ROAD SYSTEM Upon motion the following resolution was unanimously passed; Resolved, that due to the shortage of funds no requests are made for additions to the secondary System, for the year beginning July I, I944 and ending June 30, I945. CANNING PLANT AND CAFETERIA A Delegation appeared before the meeting and requested that the Board appropriate $I000.00 for the erection of a building on the School grounds at Stephens City for a Community Canning Plant and school Cafeteria. No action was taken. SPECIAL MEETING A special meeting is called for Friday, February I8th at I0:00 o'clock for the purpose of preparing the budget for I944 and I945. BILLS APFROVED Accounts totaling $2,307.83 were approved ordered to be paid from the General County Fund by warrants numbers 7746 to 7789 inclusive and Livestock Claims and F•. w.
