The minutes of the meeting of January 13, 21, and 29 were read and approved.
REPORTS OF T. W. RUSSELL, I.. FRED STINE, HARRY R. McCANN AND MISS SPROUSE.
The report of T. W. Russell, erupt of the County Home, I. Fred Stine, County
Agent, Harry R. McCann, County Treasurer, Miss Spouse, Home Demonstration Agent, were
respectively presented by them, and each report was approved.
POLICE RADIO SYSTyi FOR THE COUNTY..
J. B. Bywaters, Sheriff, Deputy Sheriff Robert DeHaven, Mr. Lee Grant, City
Manager, and Mr. Francis Funk from the City Police Department appeared before the Board
relative to installation of a Police teletype Radio system at Police Headquarters for the
joint use of the Police Department and the Sheriff and his Duputies, of this The
decided advantage to these Officers of the benefit of this system was fully explained to
the Board and I:4r. Grant, City i:anager further explained that by the installation of the
higher powered transmitter than is at present in use would.enable County Officers to
receive and report calla throughout the County, as well as receive and transmit calls
to and from Romney West Virginia, and other points important to the Officers in apprehend-
ing violators of the law. The City of z'!inchester having an appropriation available of
Seven Hundred Dollars this Board was requested to appropriate not more than Four Hundred
and Fifty Dollars to apply to the installation of said system and the placing of receivinE_
sets in the Sheriffs Office and the cars of the Sheriff and his Deputy.
After mature consideration of the proposal and the explanation of the advantages
that such service iiould give to the officers of the County it was upon motion of Mr.
Lemley seconded by 141r. Carpenter unanimously decided that this Board appropriate the
sum of not over Four Hundred and Fifty Dollars toward the installation of said system,
payable after July 1, 1941 out of next years budget. It being understood that the
transmitter will be the property of the City of Vlinchester, but that the service from
same shall be furnished by the City, in accord with the agreement this day signed.

FOR NEFFSTOP,'N PRECINCT.
The claim of C. Richard Boyce registrar for Neffstown for the years 1923 and
1926 which was included in his bill before the Board at its last regular meeting for
services as registrar for the period named was discussed, and the Attorney for the
Commonwealth gave the Board his opinion that the Boa rd could not legally pay the claim,
it being barred by the Statute of Limitation.

It being brought to the attention of the Board by the Commonwealth Attorney
that the above suit is pending in the Circuit Court of this County, and that the purpose
of said Suit has been accomplished and that it is desired to remove the same from the
docket, and that he had taken the matter up with the Judge of said Court and that it
appeared that there is due on account of cost in said suit the sum of $19.25 and that
the Clerk of said Court has a deposit balance in said suit in his hands of $11.59 it
is hereby ordered that the Attorney for the Commonwealth .cause said suit to be dismis
from the docket.

ROUTE NU1.1BER 50 AND 703 !VEST OF GORE. .
Upon motion of Air. Fout seconded by Air. Lemley the following resolution
is unanimously passed, viz: that upon completion of Proj. S- 321 -AR1 on Route 50 '.Vest
of Gore, Sect. 1 as shown on the plat dated April 20, 1940 and filed with the minutes
of this meeting as part of the same be abandoned for maintenance by the State Hightiray
Department, but left open for entrances to houses and property adjacent thereto; and
it is further ordered that Sect. 2. shown on the aforesaid plat be added to the
secondary System as new location, being a connection to the Whitacre Road, Route 703.

Upon motion of Mr. Light seconded by Mr. Carpenter the following resolution
is unanimously passed, viz: that sections 1, 2, 3, and 4 as shown on the plat dated
Liay 30, 1940, and filed with the minutes of this meeting as a part of the same, being
sections of said Route 671 in Frederick County Virginia, between Greenspring and
Vhite Hall, be abandoned for maintenance by the State Highway Department, but be left
open for entrances to houses, fields and etc., adjacent thereto, and it is further
ordered that sections 5, 6,7 and 8 shown on the aforesaid plat be added to the second
System as new locations.

Total length of additions - 0.416 Mis.
This resolution to supersede resolution dated August 12, 1 in order
to correct discrepancies in resolution of that date.

HOSPITAL ALLOWANCE..
After discussing the matter, upon motion of Mr. Light seconded by hr. Fout
carried, it was decided to allow in the 1941 -1942 Budget to the Winchester 1'enorial
Hospital Twenty -one Hundred Dollars for the fiscal year, payable One Hundred and Seventy
five Dollars per month, for Hospitalization of County pa tients therein.
Bills totaling $ 1,773.24 viere approved and ordered to be paid from the
G County Fund by checks Nos. 5341 to 5389 inclusive.
Sheep claims totaling $ 31.30 were approved and ordered to be paid from the
Dog Fund by warrants Nos. 466 to 467'inclusive.
It is ordered that the Board do now adjourn until its next regular meeting.

The report of T. W. Russell, Supt of the County Home, I Fred Stine, County
Agent, Miss Sprouse, Home Demonstration Agent and Harry R. McCann, County Treasurer,
were respectively presented by them, and each report was approved.
MECHANICAL TRAINING FOR BOYS.
Mr. D. J. Howard appeared before the Board on behalf of the program for the
training of boys in vrelding, repairing, etc, of machinery, principally tractors and
trucks, which is being put on at the Stephens City and the Gainesboro Schools and re-
questing the appropriation of Fout Hundred Dollars for the purchase of the necessary
too nd equipment. After consideration of the matter this Board decided that should
the program
carried out, the proper channel through which the same should be handled

would be the School Board of Frederick County, and if it meets with their approval
they can carry it out with the appropriation from this Board.
SALARY OF COUNTY AGENT
Mr. E. M. Funk,Chairman and other members' of the AAA program appeared before
the Board requesting that the salary of I. Fred Stine, County Agnnt be raised for the
coming year from $720.00 to $900.00 after considering the matter it was unanimously
decided to continue his salary as it is at present.
RESIGNATION OF JANITOR.
A letter of resignation from Mr. Allen Place, the Janitor for the Court House
and County Office Building, effective April 15, 1941, was read to the Board and the
same was unanimously accepted.
PUBLIC WELFARE BUDGET.
The Public Welfare Board presented their budget for the year 1941 -42 and after
consideration of the same upon motion of Mr. Carpenter seconded by Mr. Lemley it was
unanimously approved by this Board as presented.
BUDGET FOR SECONDARY R01D5.
Mr. F. M. Yellott, Resident Engineer, presented a budget for the construction
and maintenance of the secondary roads of Frederick County for the fiscal year beginning
July 1, 1941 to July 1, 1942 and on motion of Mr. Fout seconded by Mr. Carpenter, the
same was unanimously approved.
SCHOOL BOARD APPROPRIATION.
Upon motion of Mr. Lemley seconded by Mr. Light and unanimously carried, this
Board hereby appropriates from the General County Fund $8,000.00 for the School Board
for the Budget year 1941 -42 for the purpose of balancing their budget.
SECONDARY ROAD NO. 701. CONSTRUCTION.
WHEREAS, the Commonwealth of Virginia through the Department of Highways has
prepared and submited plans to this Boa rd for the improvement of a section of the
State Secondary System of Roads No. 701 approved and,
WHEREAS, it is the desire.of this Board that said road be improved in
accordance with said plans.
NW THEREFORE, BRIT RESOLVED: That this Boa rd hereby approves the above
mentioned plans and requests the said Department of Highways to proceed with said
construction in accordance with these plans, and the said Board further hereby agr ees
to and does guarantee a 30 -foot right of way, 15 feet lying on either side of and adjac
to the centerline as shown on said plans, in addition to the additional widths required
for cuts, fills and channel changes which may be required.
It is further understood, however, that the said Department of Highways,
at its expense, will move and relocate any existing fences, or fence the right of Tway

on any new location through property which may now be under fence, and will also remove
any obstructions which may be within the said right of way.
FARM SECURITY ADMINISTRATION OFFICE.
The Lease for the Office of the Farm Security Administraton duly executed
by the Federal Government and the Board of Supervisors was received and it is ordered
filed .
Bills totaling $2,163.65 were approved and ordered to be paid from the
General County.Fund by checks Nos. 5390 to 5447 inclusive.
Sheep claims totaling $92.38 were approved and ordered to be paid from the
Dog Fund by warrants Nos. 468 to 475 inclusive.
It is ordered that the Board do now adjourn until Monday March 24, 1941.

held in the Supervisors Room over the Clerk's Office on Monday March 24, 1941.

APPOINTMENT OF JANITOR.
Several applications were submitted for the position of Custodian of the
County Office Buildings to fill the vacancy caused by the resignation of Mr. Allen
Place, after some discussion a secret vote was taken on the question, resulting in
Mr. William Rosenberger being elected to the position by three votes to two votes
received by Mr. Hugh Carper. 11r. Rosenberger charge April 15, 1941 at the present
salary of S15venty -five ($75.00) Dollars per month.
ADDITONAL APPROPRIATION FOR SCHOOL BOARD..
The School Board appeaired before this Board and submitted their budget for
the fiscal year 1941 -42 and requesting an additional appropriation of $500.00 to balanc(
their Budget, after consideration thereof, upon motion of Mr. Light seconded by Mr.
Lemley it was decided to appropriate the additional sum of Five Hundred ($500.00)
Dollars, for the School Board out of the General County Fund, and upon a vote thereon
the motion was carried, Messers Carper and Fout voting against the appropriation.

TENTATIVE BUDGET.
Upon motion of Mr. Light, seconded by Mr. Lemley, the Tentative Budget, as
prepared was unanimously adopted, and the Clerk of the Board is authorized to publish
the same in the Winchester Evening Star, as required, and the public hearing thereon
shall be April 28, 1941.
COUNTY HIGH SCHOOL.
A small deligation headed by Mrs. A. W. V'ir�ght appeared before this Board
urging the consideration of a site for the erection of aCounty High School Building
for the County.

it is resolved that the Highway Department be requested to abandon a short section of
_Route 654 at the intersection of 677 at Raceburg shown on the sketch dated Tray 2,

Also that section 3 of the same Route which is a new location at this

On motion of H. C. Light seconded by William Carpenter. The Highway
Department be requested to take into the secondary system under the la clause the
following sections of Road.

COMPENSATION OF BOARD.
After some discussion of the matter, the following resolution was passed,
whereas, it is the unanimous sense of this Board that the Compensation of the members
of this Board be raised to $1200.00 per annum beginning with the next fiscal year
July 1, 1941.
Upon motion of Mr. Light seconded by Mr. Lemley, and unanimously passed, this
Board repsectfully requests the Judge of the Circuit Court of this County to consider
raising their compensation to said sum under section 2769 to begin July 1, 1941, if
agreeable to the Court. - ihe present compensation being $1030..00 per annum. The Clerk
is directed to transmit a copy of this resolution to the Judge.. Mr. Fout not being
present or voting when the above resolution was passed.

MARKERS FOR DECEASED AT PARISH FAR11.
Resolved that hereafter this Board will expend not more than Five ($5.00)
Dollars to purchase Markers for County inmates at the Parish Farm, who die at the Parish
Farm and are Buried there. Each Marker to have the name of the deceased, date of Birth
and date of Death inscribed thereon.
ROAD RATTERS.
A number of Delegations appeared before the Board with requests for
construction and maintenance, as also, requests to take certain Roads into the Secondary
system, as also, a number of petitions were presented with requests to take Roads into
the Secondary system and for construction and maintenance, as herein listed:
SUNN YSIDE Bryan Stotler, appeared before the Board requesting that 900 feet on
Purcell Drive in Sunnyside be taken into the Secondary System.
ACORN HEIGHTS. SUB - DIVISION.' -' blessers L. Jackson, Bentley Cather and others appeared
with request that a road way in said Sub - division entending from its intersection with
Route 11 through to the Cedar Creek Grade known as Hillman Drive about one - fourth Mile
be taken into the Secondary System.
ROUTE 671 Delegation appeared requesting widening and stone be put on said Route
from intersection of Route 682 at Greenspring north to Back Creek Bridge about miles.
Route 644.
PAPER MI ROAD. A. 0. Cooper and others appeared requesting that said Road be
hard surfaced from the end of the present hard surface south about three miles.
ROUTE 654.. Delegation appeared requesting hard surfacing of said Route from Raceburg
to Greenspring, for a distance of 1.7 miles.
ROUTE 672 James Strother and others appeared, requesting maintenance'on: said Route
from the Junction of 608 to the Junction of 681 --- 1.7 miles.
ROAD FROM J. V1. BRUMBACK'S RESIDENCE
TO MINE BAITK ROAD.
Messers E. R. McDonald, F. J.: Larrick and others appearing requesting the
opening of road from J. W. Brumback's residence on Route C27 to Irvine Bank road Route

622, about one mile, this road would /on new location and all of the right of way is not
at present available.. 11r. Larrick appearing on behalf of the School Board and directed
attention to the fact that the present School bus route would be shortened approximately
three miles, by the opening of the.road at this point.
SHA ROAD. Request that said Road from its Junction with 695 to its Junction with 696
be taken into the Secondary System, about one (1) mile in length.

FROM ROUT .7 -TO ROUTE 50.
Ford Luttrell and !7. T. O'Rear appeared, requesting the opening and maintenanc

of a road from Route 7 at the residence of Mrs. J. L. Robinson to extend from that point
through to Route 50. The present road way as far as it extends being about twenty -eight
(28) feet wide. Messers Luttrell and O'R offering a right of way through their propert
ies fifty (50) feet in width. Other lands to be passed through would be those of Walker
YcBond and James A. Cather, for the outlet on Route 50, at this time it is not known
whether a right of way is available through these properties, nor is it knorm whether
the right of way necessary to widen the road way to fifty feet is available from Mrs.
Robinson on that part of the present road that passes through her property.
Accounts totaling $3,09.71 were approved and ordered paid from the General County Fund
by warrants Nos. 5448- -5512 inclusive.
Sheep claims totaling $40.50 were approved and ordered to be-paid from the
Dog Fund by warrants Nos. 476 -479 inclusive.
It is ordered that the Board now adjourn.
