March 11, 1940 to March 29, 1940191 Atthe Regular meeting of the Board of Supervisors of Frederick County, Va., in the Supervisors Room over the Clerk's Office on Monday March llth.1940. P R E S E N T C.M.Rosenberger, Chm. H.M.Fout, H.C.Light, G.W.Lemley and William Carpenter The minutes of the last regular meeting and the special meeting of Feby 29th. were read and approved. Reports of T.W I.Fred Stine and Miss Blair. The report of T.W.Russell,Supt.of the County Home, and I.Fred Stine, County Ag and Miss Madeline Blair, Home Demonstration Agent, were respectively present by them, each report was approved. FARM PROGRAM Messrs. E.M.Funk, and others appeared before the Board relative to the continuance of the Farm Program, and with request that the Board go on record as endorsi: the continuance of the Extension Service �.or. Agriculural Program of the County during their tenure in office. Upon motion of Mr. Lemley,second, by Mr.Fout, this Board does go on record as endorsing the work for the period of this Board's term of office. STO NEWALL DISTRICT OF COUNTY HIGH SCHOOL Mrs. A.W.Wright, as Chairman, and other residents of Stonewall District, again appeared before the Board urging the Board to lend their aid and influence to the erection of either a County High School for the use of Stonewall District, or a High School for the District's use. The Board advised that the matter would be considered, and the suggestion was made that Mrs. Wright and her Committee, meet at the next regular meeting with this B oard and the School 2oard for further consideration of the matter. SCHOOL DEBT FUND Page 158, this Book. The School Board appeared before this Board, with the request that this Board amend thei.• resolution passed at theApril 17,1939, meeting, wherein, in appropriating $10,500.00 out of the 1939 -40 budget to apply on the school debt, to permit the school Board to apply so much of said sum as is necessary to balance their budget of 1939 -40, the balance to be applied on their debt, thefiefore, after consideration of their request upon motion of Mr.Fout,second by Mr. Light, it is resolved that the School Board be permitted to apply so much of said appropriation of $10,500.00 as may be necessary to balance their 1939 -40 budget, the balance to be applied to their debt. Passed unanimously. BURGLARLY AND HOLDUP INDEMNITY TREASURER'S OFFICE. 11r. McCann, Treas. appeared and reported that the policies of insurance covering his office for holdpp, burglarly, etc would shortly be renewed, and for a small additional premium Messenger holdup could be added thereto, which would cover any one carrying his deposit's to the several Banks, coverage being up to $1300.00 upon motion, he was directed to arrange to add said coverage to his present coverage. I 192 WEST HARDEN OIL COMPANY REFUND OF TAX Mr. McCann, Treasurer, appeared before the Board with request that the Board refund to West Harden Oil Company, the sum of $4.69 for taxes, which were erroneously assessed against them, upon motion, the Clerk was directed to draw a warrant for.said sum to the West Harden Oil Co. refunding to them the taxes. TREASURER'S REPORT. The Treasurer made his report for the month of February, which was approved, after examination thereof by the Board. Bills totaling $1970.25 were approved and ordered to be paid from the General County Fund by checks 4611 to 4669 inclusive. Sheep claims totaling $60.67 were approved and ordered to be paid from the Dog Fund by warrants 393 to 398 inclusive. It is ordered that the Board now adjourn until March 29,1940, to meet with Mr. VJ.C. Poston, Resident Engineer of Highway Department to select Secondary Roads to be taken into system, and for work by Highway Department. ai an e At a Special Meeting of the Board of Supervisors held for Frederick County, in the Supervisors Room over the Clerk's Office on March 29, 1940 at 10:00o'clock A.M. PRE SENT. C. M. Rosenberger, Chm. H. 14. Fout, H. C. Light, William Carpenter and G. W. Lemley. ROAD MATTERS. A number of Delegations appeared before the Board with requests for construc and maintenance, as also, requestSto take certain Roads into the Secondary system, as also, a number of petitions were presented with requests to take Roads into the system and for construction and maintenance, as herein listed: DODGE STREET W. H. Grim, et als presented a petition to take a portion of Dodge Street in the Secondary System. ROUTE 622 Cedar Creek Grad A petition was presented requesting that sufficient funds to construct and build the Cedar Creek Grade from Mount Zion Church to Shenendoah County line,. be appropriated. R OUTE 629 BRIDGE OVER FOREMAN RUN Otto Preffit and others requests for a Bridge over Foremans Run, either one or two Bridges which ever is the more practical. I 193 ROUTE 642 Mr. Meade and others appeared, with request that the Board erect a Bridge over Rag Run on said Route. 0 ROUTE 672'•' James Strother and others appeared, with that the Board provide construction on said Route from the Junction of 608 to the Junction of 681 - - -1.7 miles including a Bridge over Back Creek. ROUTE 705- A petition was presented requesting construction of said Route from its Junction with Route 50 to the West Virginia Line - -1.6 miles COVE ROAD. A petition was presented requesting said Road to be taken into the Secondary System about 2 -1/2 miles. SHADE ROAD. Request that said Road from its Junction with 695 to its Junction with 696 be taken into the Secondary System, about one (1) mile in length. A CORN HEIGHTS, SUB-DIVISION. _ Messrs L. Jackson, Bentley Cather and others appeared with request that a road way in said Sub - division extending from its intersection with Route 11 through to the Cedar Creek Grade known as Hillman Drive about one - fourth mile to be taken into the Secondary System. ROUTE 671. _ A. L. Anderson, B. F. Strother and others requesting surfacing of about 1.65 miles of said Route from White Hall to Junction of Route 654. ROUTE 649 Request for construction and oiling said Route from Junction with Route 11 to its Junction with 628, about 3.75 miles. ROUTE 600 Mr. G. H. Richard and others appeared, with request for a Bridge over Parsonage Run. GLAIZE AVENUE. Request .by Fred L. Glaize Jr, and others that Glaize Avenue be taken into the Secondary System. COOPER ROAD: Request that .9 miles of said road with its Junction from 604 to Shenan County line be taken into the Secondary System. Action was deferred on the above projects, except in those instances where these Minutes' show the action taken by the Board. ABANDONMENT AND ADDING TO THE STATE HIGHWAY SYSTEM. On motion, it is unanimously approved that that part of Route 705 from its intersection with Route 703 west to Hick's residence a distance of approximately-1.75 miles be abandoned from the Secondary System: Also that part of Route 694 from its Junction with Route 695 south to Burt Crosen's residence a distance of approximately 1.50 miles be abandoned from the Secondary System. 194 Glaize Avenue in Glaize Addition, it is unanimously approved that Glaize Avenue from its intersection Route 644,being a double drive extending east from Route 644 about nine hundred (900) feet or a total length of the two drives of eighteen(1860hundred feet be taken into the Secondary Road System. Cooper Road from its Junction with Route 604 to the Shenandoah County line a distance of nine - tenths .of:a mile, it is unanimously.approved that said sectionsof road be taken into the Secondary Road System. It is further certified that the said Roads taken into the System each have an unrestricted width of 30 feet,: B UDGET OF THE WELFARE BOARD. The Public Welfare Board presented their budget for the year 1940 -41 and after consideration of the same upon motion of Mr. Carpenter seconded by Mr. Lemley ti: .e was unanimously approved by this Board as presented. P ERMISSION FOR SCHOOL BOARD TO BORROW MONEY. The School Board of Frederick County appeared before the Board of Supervisors th a resolution requesting that they be permitted to borrow $6,405.24 in anticipation of a deficit in that amount based on nine (9) month term. Upon motion of Mr. Fout seconded Mr. Lemley the School Board is hereby authorized to borrow said sum, which motion was ly passed. BUDGET FOR SECONDARY ROADS. Mr. W. L. Poston, Resident Engineer, presented a budget for the construction and maintenance of the secondary roads of Frederick County for the fiscal year beginning July 1, 1940 to July 1, 1941 and on motion of Mr. Fout seconded by Mr. Light, the same was unanimously approved. GROCERY ORDERS. Upon motion of Mr. Fout seconded by Mr. Light it is ordered that the resolutions passed November 7, 1938 page 147 permitting the Welfare Board to expend $25.00 per month for emergency relief for needy persons who haw not been approved for relief by the Welfare Board be r-escinded effective April 1, 1940, said motion carried unanimously. It is ordered that the Board do now adjourn until the next regular meeting to be held April 8, 1940. er . airman
