At a regular meeting of the Board of Supervisors of Frederick County,Virginia,
held in the Supervisors Room over the Clerk's Office on Monday Feby. 12,1940.
PRESENT

The minutes of the last meeting were read and approved.
I.FRED STINE REPORT.
I,Fred Stine, Count Agent, presented his report and the same was
unanimously approved.
REPORT OF T.W.RUSSELL
T.W.Russell,Supt. of the County Home presented his report, and the same was

unanimously approved.
HISS BLAIR HOME DEMONSTRATION AGENT REPORT
Miss Hadaline Blair, County Home Demonstration Agent presented her report, and the
same was unanimously approved.
In connection with the work of Ydss Blair, a delegation of women from the County
interested in the market operated on Cameron Street, headed by Mrs. Funk, as Chairman,
appeared before the Board with an appeal that the Board continue their support of this
work, and Miss Blair's office and work. The Chairman reported to them that provision was
being made in the Budget for this work.
DANIEL POOL
G.C.Kindig, Emanuel Pingley and John Harper, appeared before the Board with the
request that the Board extend some aid to the above named who is in indingent circumstance
and is not receiving aid from Welfare Board or Office, after hearing these gentlemen, and
some discussion of the case, upon motion of Mr. Foutt,seconded by Yr. �ight, it is ordered
said motion being unanimously passed, that aid be extended to said Daniel Pool, in the
stun of $10.00 per month, until such time as he can be placed on the regular relief roll of
of the County, and that a warrant issue to him for $10.00 and hereafter until said party
is returned to the Relief roll by the Public Welfare Board, and this Board urgently
requests that said Pool be returned to the Relief roll as promptly as it is possible to do
so, at which time the appropiation of $10.00 per month herein made shall cease. The
expenditure herein ordered,to be drawn from General County Fund.
It was the unanimous sense of this Board that the the matter could be handled to
best interest of the County in the above manner, as the cost to the County of sending this
man to the Almshouse would be $20.00 per month, thereas his aid under the Relief office
will be $2.40 for the County's share.
STONEWALL DIS TRICT OR COUNTY HIGH SCHOOL.
A representative group of citizens from Stonewall District, with Mrs. A.P1.',7right,
as Chairman, appeared before the Board, with petitions containing around a 100 names,
r equesting the Board to appropriate the funds from the A.B.C.Board to the building of a
High School for Stonewall District, or a County High School so located as to be available
for Stonewall District's children. This Board expressed it's interest and sympathy with

this movement, and so expressed itself to the delegation.
COUNTY BUDGET
Upon motion Mr. Light, seconded by Mfr. Lemley, and carried, it is ordered that
allowed
members of this Board be/$5.00 each, for the preparation and work on the budget.
JANITORS SALARY
The matter of the request of Mr. Place for an increase in his salary as Janitor,
due to the increased work in connection therewith, after some discussion of the matter, an
in consideration of the fact that the School Board will not in the future pay him the$7.00
per month that they have heretofore paid him, upon motion, and second, which carried, it i
ordered that Mir. Place be raised to $75.00 per month beginning March 1, 1940.
VMTCIIESTER Mr VORIAL ' HOSPITAL
Mr. McCarthy and Mr. John H. Rosenberger, appeared before the Board in behalf of
IWinchester Memorial Hospital, requesting the Board to continue their appropriation of
$2500.00 for the coming year for County patients at Hospital, also submitting a report as
requested at previous meeting of this Board, showing the amount paid to the Hospital thus
far this fiscal year, i.e. from July 1, 1939 through Jan 1940, amounting to $934.60
JAPANESE BEETLE CONTROL
A large and representative group of farmers and fruit growers appeared before the
Board, presenting petitions signed by several hundred tax payers, farmers and fruit
growers, urging the Board to contribute $1500.00 to the fund for control of the Japanese
beetle, after having the matter explained by Messrs. Walker Bond, Phil H. Gold, William
Beverley, and others, motion was made and passed that this Board contribute said sum of
$1500.00 to aid in the control of the beetle, said sum to be advanced by the Winchester
Cold Storage, when needed, and to be repaid by this Board to them at the November 1940,
meeting of this Board.
SCHOOL BOARD BUDGET
The School Board appeared, with their tentative budget, explaining that it was no',
possible at this time to present their budget completed due to the fact that changes may
be made by the Legislature now in session concerning school matters, and until they knew
what changes, if any, would'be made it would not be possible to submit their completed
budget, their budget so far as it was made up was gone over by the Board and school matter
discussed with the Board but definite action was postponed on the budget.
PUBLIC WELFARE BOARD.
The Public Welfare Board appeared before the Board, and reported that it was not
possible to present their budget at this time, but that they hoped to have it ready to
present by the next meeting date.
Mrs. Nalley, Supt. of the Board of Public Welfare, presented her report and the
same was unanimously approved.

i'dLLIAM WEAKLEY
Upon motion made and passed, after consideration of the circumstances and condition:
in this case, the Public Welfare Board is hereby authorized to send the above named
William Weakley to the Alms house for the present.
Accounts totaling $3,361.24 were approved and ordered paid from the General County
Fund by warrants Nos. 4539 to 4610 inclusive.
Sheep claims totaling $110.79 were approved and ordered to be paid from the Dog
Fund by warrants 384 to 392 inclusive.
It is ordered that the Board now adjourn.

At a Special call meeting of the Board of Supervisors held for Frederick
County, in the Supervisors'room over the Clerk's Office on Feby 29, 1940, at 3 o'clock PX.

ROUTE 640 OPEQUON DISTRICT
Mr. W. C. Poston, Resident Highway Engineer, and Messrs. E. R. Conner,
Bauserman, and others, appeared before the Board in regard to the above Road, and it
appearing to the satisfaction of the Board that it will be impossible to obtain the
necessary rights of way at present to carry out the construction of the above Road, the
following resolution was passed:

"Thereas, upon thorough investigation it has been determined that a
satisfactory right of way cannot be secured for the construction of Rt. No. 640, between
Intersection of Rt. 636 and Refuge Church as proposed without resorting to condemnation
proceedings, which is considered to be impractical. On motion of Mr. Lemley, seconded
by Kr. Fout that the sum of $4,200.00 be transferred from Rt. No. 640 as above designated
to Rt. No. 631 from the Intersection of Rt. No. 628 to the Intersection of Rt. No. 625 for
construction of same. Said motion was unanimously carried."
It is ordered that the Board now adjourn.
