MINUTES OF THE LAST MEETINGS The minutes of the last regular and the two special meetings of April 11, 1938 and April 20, 1938 were read and approved with the exception of the minute of the last regular meeting which sets May 2, 1938 as the date for a hearing on the tenta- tive budget. It is ordered that the date for a hearing on this budget be changed from May 2, 1938 to May 31, 1938. REPORT OF T. W. RUSSELL T. W. Russell, Superintendent of the County Home, presented his report and the same was approved. ROAD BUDGET On motion of W. H. Branner, seconded by E. W. Adams, the tenta- A tine budget as submitted by IV. C. Poston, Resident Engineer Highway as to construction ane maintenance of secondary roads in Frederick County, for the fiscal year from July 1, 1938 to June 30, 1939, is unanimously approved. WARDENSVILLE GRADE The Board of Supervisors are of opinion that it is necessary to alter the location of a public road, to wit: The Wardensville Grade leading from Route 50 to Mt. Williams. It, therefore, appoints E. M. Funk, W. Tilden Snapp, W. S. Huyett, Elije Pifer and John W. Larrick, Jr. as viewers, all of whom are resident freeholders of the County of Frederick, and any three of whom may act. The said viewers shall examine such roads and Routes, and shall report at the next regular meeting of this'Board to be held on the 8th day of June, 1938 as follows: Upon the expediency of altering the location of said public road. REPORT OF MISS BLAIR Miss Madeline Blair, Home Demonstration Agent, presented her re- port and the same was approved. REPORT OF MISS NALLEY Miss Eulalia S. Nalley, Superintendent of Public Welfare, pre- sented her report and the same was unanimously approved. Bills totaling $1,898.44 were approved and ordered to be paid by Checks Nos. 2947 to 2995, inclusive from the General County Fund. Sheep claims totaling $173.00 were approved and ordered to be pai by Checks Nos. 234 to 237, inclusive, from the Dog Fund. 132 Bills totaling $603.52 were approved and ordered to be paid from The Virginia Public Assistance Fund by Checks Nos. 831 to 875, inclusive. MINUTES OF THE LST MEETLVGS The minutes of the last regular meeting and of the special mee ing of May 31, 1938 were read and unanimously approved. EQUALIZATION BOARD Whereas, a certain resolution passed by the Board of Superviso on the Ord day of January, 1938, wherein they ask the Judge of the Circuit Court of Frede- rick County, to appoint a real estate assessor to re- assess all real estate in Frederick County and for certain reasons which could not be avoided it has become so late in the year that this Board feels that a real estate assessor would not have time to go over the various properties in the County and assess them intelligently. The Board of Supervisors hereby rescinds the resolution passed January 3, 1938 and in lieu thereof, asks the Judge of the Circuit Court to appoint an equalization Board to go over the land books of Frede- rick County and equalize all assessments that they deem proper. Upon a recorded vote on the above resolution the following members voted in favor thereof: Mr. Gold, Mr. Rosenber- ger, Mr. Branner and Mr. Brumback. Not voting: Mr. Adams. Whereupon the resolution is approved. REPORT OF R. E. GRIFFITH, SR Mr. R. E. Griffith, Sr., presented a written report on the work he has just completed in the Clerk's Office of filing, classifying and making accessible the various old records of this County. Upon motion, the said report is unanimously approved and ohered to be filed. e UNTAGED DOGS Whereas, there are many dogs running at large without tags, and the matter has been referred to the Judge of the Circuit Court and the Commonwealth's Attorney to ask the Game Warden to see that these dogs are properly taged and a copy of this resolution is to be sent to F. W. Pingley, Game Warden and also to the Commission of Game and Inland Fisheries. 9 13 NEW WILL BOOK INDEX Whereas, Will Index No. 1, in the Clerk's Office covering the period from 1742 to 1917 is in a bad condition and it also fails to embrace certain will books which fall in the above period, and, whereas the Board of Supervisors deem it ad- visable to have this corrected. Therefore, it is unanimously ordered that Mr. R. E. Griffith, Sr., be employed to make a new Index to Wills No. 1 covering the aforesaid period. T YPEWRITER FOR TREASURER'S OFFICE On motionit is ordered that Harry L. McCann, Treasurer, be authorized to purchase a new typewriter for the Treasurer's Office. Resolved, that the notes evidencing the debts for District Road now held by the Farmers and Merchants National Bank and Trust Company, the Shenandoah Valley National Bank and Walter Light and upon which interest at the rate of 6% per a is now being paid, shall be refinanced by borrowing the sums evidenced by said notes Middletown State Bank of Middletown, Virginia, at the rate of 4% per annum. ROAD NOTES REFINAiXE Be it further resolved, that as the present notes mature, C.I. Brumback, Chairman and C. C. Brannon, Clerk are authorized and directed to execute notes payable at and to the Middletown State Bank in amounts equal to the note maturing. From the proceeds of said new notes the maturing old notes shall be pad. Be it further resolved, that the said new notes shall bear interest at the rate of 4% per annum, shall be due and payable 60 days after date, and may be renewed and curtailed from time to time by the same officials until paid. COAL FOR COURT HOUSE AND CLERK'S OFFICE It is ordered by the Board of Supervisors that coal for the Court House and the Clerk's Office be purchased from C. L. Robinson Ice and Cold Storage Corporation for the coming winter as per their price submitted at $4.50 per ton. REPORT OF MRS. NALLEY Mrs. Eulalia S. Nalley, Superintendent of Public Welfare, pre- sented her report and the same was unanimously approved. TRANSFE OF FUNDS On motion it is ordered that $400.00 be transferred from the General County Fund to the Public Assam ance Fund.i� COMMIT TO CONFER WITH SANITARY GROCERY On motion C. I. Brumback, Chairman and P. H. Gold. are appointed a committee to confer with the Sanitary Grocery Company upon any matter which may arise when the Board is not in session. COMPENSATION OF SHERIFF'S WIDOW The matter of compensation to the sheriff's widow was brought * �� "" 6/ � up 'at this meeting and the same is hereby deferred to a later date. HOSPITAL The officials of the Winchester Memorial Hospital are hereby requested to attend the regular_maeting of the Board of Supervisors to be held in July to make an agreement with the Board as to the payment and as to the rate for County patients inithe Hospital. LAST CHECK OF ROY DUVALL It appearing to the Board that on the 8th day of November, 1937, General Fund Warrant #2550 for the sum of $3.00 was issued by the County payable to Roy Duvall and it further appearing that said warrant has been lost or destroyed but uncashed. It is ordered that another warrant be issued to replace warrant #2550. It is further ordered that warrant #2550 be declared void. LOST CHECK OF E. L. WISECARVER It appearing to the Board that on the 5th day of August, 1937, General Fund Warrant #2291 for the sum of $5.80 was issued by the County payable to E. L. Wisecarver and it futher appearing that said warrant has been lost or destroyed but unca ed. It is ordered that another warrant be issued to replace warrant #2291. It is further ordered that warrant #2291 be declared void. Bills totaling $2,088.15 were approved and ordered to be paid from the General County Fund by Checks Nos. 2997 to 3061, inclusive.
