McCann, Treasurer MINUTES The minutes of the last regular meeting were read and unanimous' approved. TRANSFER OF ROAD FUNDS On motion of W. C. Poston, Resident Engineer, it is ordered that $1,157.00 be transferred from construction allocation on Route 664 and 671 to supplement construction fund on Route 638. REPOT OF T. W. RUSSELL T. W. Russell, Superintendent of the County Home presented his report for the month of December, 1937, and the same was unanimously approved. REPOR OF C OUNTY AGE14T I. Fred Stine, County Agent, presented his report for the dar year of 1937, including the month of December 1937, and the same was unanimously approved. TRANSFER OF FUNDS Whereas, the Stonewall District Road debt having been paid in full, it is ordered by the Board that the balance of $38.93 and all other Stonewall Distri Road funds as collected be placed to the credit'of the Frederick County School fund. REPORT OF MADFLINE BLAIR Miss Madeline Blair, Home Demonstration Agat, made her report for the month of December 1937, and the same was unanimously approved. DEPORT OF MISS NALLEY Miss Eulalia Nalley, Superintendent of Public Welfare presented her report for the month of Dec 1937, and the same was unanimously approved. SALARY OF TREASURER, COIR�IISSIONER OF REVENUE &_COMMONWEALTH'S ATTY On motion, the salary and expense account of Harry L. McCann, Treasurer, . Lee N. Whitacre, Commissioner of the Revenue, and B. P. Harrison, Commonwealth' Attorney, as fixed by the Compensation Board is hereby unanimously approved. TRANSFER OF FUNDS On motion, the Treasurer is ordered to transfer from the County Fund to the Public Assistance Fund, the sum of $678.99. .1 ) : RE- ASSESSMENT OF REAL ESTATE Whereas, there has not been an assessment of real estate since 1925 in Frederick County and whereas the Board is of the opinion that it should be . re- assessed in the year of 1928, the Judge of the Circuit Court of Frederick County is requested to appoint some person or persons to make said assessment during the said year of 1938. I. FRED STINE, APPOINTED COUNTY AGENT On motion, it is ordered that I. Fred Stine be re- imployed as County Agent for 1938 at the same salary. RESOLUTION OF THANKS TO MRS. SMITH Upon motion of Mr. Rosenberger, seconded by Mr. Branner, the following resolution was unanimously adopted. Whereas, Mrs. Myrtle R. Smith has kindly donated to the County, to be placed in the Treasurer's Office ofiFrederick County, a splendid frame picture of her late husband, Robert Steele Smith, who was Treasurer of this County from December 2, 1917 until the time of his death March 1, 1937 and, whereas, the Board of Supervisors of this County is grateful to Mrs. Smith for this frame picture of our former beloved Treasurer and we hereby unanimously extend our thanks to Mrs. Smith for the same. It is ordered that this resolution be spread upon the minutes of the Board and a copy be mailec to Mrs. Myrtle R. Smith. Bills totaling $2,911.46 were approved and ordered to be paid from the General County Fund by Checks Nos. 2728 to 2780 inclusive. Sheep claims totaling $203.58 were approved and ordered to be paid from the Dog Fund by Checks Nos. 206 to 218, inclusive. Bills totaling $606.27 were approved and ordered to be piad from the Virginia Public Assistance Fund by Checks Nos. 662 to 700, inclusive. Russell, Superintendant of the County Home, presented his re- port and the same was unanimously approved. CORRECTION OF MIN Whereas, there was an error in the resolution passed Sept. 13, 1937, relating to the O'Rear Road as being Route 221. Said Route should read 670. L'ONAT TO DENT CLINIC On motion, it is ordered that $125.00 be appropriated for the Dental Clinic. BULLETIN BOARD On motion, it is ordered that C. I. Brumback have a bulletin board built in the lobby of the County Office Building to display sale bills, announcements and other notifications. REPORT OF MPDELINE BLAIR Miss Madeline Blair, Home Demonstration Agent, presented her report and the same was unanimously approved. C00ITTEE On motion, Mr. Gold is hereby appointed a committee of one to cooperate in any manner needed with the officers and directors of the Apple Blossom FestivE RESOLUTION ON FESTIVAL On motion, the following resolution was unanimously adopted: Whereas, by an act of the House of Burgesses of Virginia, passed on the first day of November, 1738, the County of Frederick was set up and authorized, being carved out of Orange County, and embracing a large expanse of territory lying west of the Blue Ridge Mountain, extending from the top of said Blue Ridge Mountain westward to the limit of the region then constituting the colony of Virginia; and Whereas the present year 1938 marks the bi- centennial of the estab- lishment of sad County; and Whereas the present County of Frederick, with its county seat at the City of Winchester, constitutes the heart of said original county as set up and authorized as aforesaid, and the city of Winchester, the county seat of the present county of Freder was the original county seat of said original county, and Whereas the records of the County Court of Frederick County, and of all of the courts having original jurisdiction in said original County of Frederick are preserved in the Court House and Clerk's Office of the present County of Frederick, and contain the original records of that large expanse oi' territory which made up said ori- ginal county, and 125 Whereas it is the desire of the officers and directors of the doah Apple Blossom Festival, on the occasion of the approaching celebration of the Fif Consecutive Annual Apple Blossom Festival, as one of the high lights of said celebration, to feature said bi- centennial anniversary of the founding of our county, Now, therefore, be it resolved that we, the members of the Board of Supervisors of Frederick County, do hereby heartily sanction and approve this plan of said officers and directors, and that we will endorse and encourage all proper plans aid activities of said officers and directors, and to this end we do hereby bespeak for said officers and directors the full, free, cordial and hearty co- operation, encouragement, assistance and support of the people of Frederick County in furtherance of this worthy undertaking. LIGHT BULB OVER FURNACE DOOR It is ordered by the Board that a light be placed over the door at the furnace room. TRANSFER OF FUNDS On motion, of Mr. Rosenberger, seconded by Mr. Gold, it is unani- mously ordered that the Treasurer transfer $ 3 088.80 from the Dog Fund to the General Fund. SENATE BILL NO. 127 On motion the Board unanimously endorses Senate Bill i'o. 127 but the Board is of the unanimous opinion that said bill should be amended to include second- ary roads. PETTY CASH ACCOUNT On motion the Clerk is directed to draw a warrant for $18.93 for the Petty Cash Account, made payable to the Treasurer. ROU 275 The following motion was made and carried by the following vote: For: Mr. Branner, Mr. Adams, Mr. Gold and Mr. Brumback. Against: None - 1 member not voting. "A delegation of 11 farmers and orchardists from Trone section of Frederick County, Virginia, living and owning property and orchards adjoining Route 275 on top of Timber Ridge, appeared before the Board asking that the Board go on record by passing a resolution in which they appealed to the Highway Commission to not divert the location of Route 275 from Route 50 to the West Virginia line other than to eliminate cer tain curves and sharp corners in the building of this piece of highway in meeting the Wes Virginia Highway at or near Highview, intersecting Route 23 of West Virginia." 126 Bills totaling 33,632..95 were approved and ordered to be paid from the General County Fund, by Warrants Nos. 2781 to 2840,.inclusive. Sheep claims totaling $88.75 were approved and ordered to be paid from the Dog Fund, by Warrants Nos. 219 to 225, inclusive. NOTICE OF PUBLIC MEETING Upon motion the Clerk is ordered to post notice that the Resi- dent Engineer of Roads will meet with the Board for a public meeting for the allocation of secondary road funds, at their next regular meeting which will be April 4th. I BRIDGE OVER BACK CREEK A letter was received from W. R. Talbot, relative to a bridge lover Back Creek on Route 632 and on motion the same is deferred for further investigation. JUNT AGED DOGS On motion, it is ordered that the Clerk of this Board notify Mr. F. W. Pingley, Game Warden, that there isevidence that there is a number of dogs in the neighborhood of Vaucluse and particularly on the Rice farm that are without tags. ROAD LEADING FROM 11 TO 622 A petition was received from 12 property owners requesting that the State take into the secondary highway system an unimproved road leading off of Route 11 near the oldHillyard property and running in a southwest direction near Cook's Garage to connect with Route 622 requeting that this road be taken into the secondary highway system and on motion it is unanimously recommended by the Board that this be done by the State Highway Commission. J INCREASE FOR COUNTY AGENT On motion of Mr. Rosenberger, seconded by Mr. Branner, it is l unanimously ordered that an increase be made for the County Agent's salary from $600.00 to 127 $720.00 per year.._ REPORT OF SUPERLVTERDENT OF COUNTY HOME T. W. Russell, presented his report for the month of February and the same was unanimously approved. REPORT OF HOME DEMONSTRATION AGENT Miss Madeline Blair, Home Demonstration Agent, presented her report for the month of February and the same was unanimously approved_ R EPORT OF MRS. A PPROPRIATION FOR BEAN BEETLE TRAP On motion, it is unanimously ordered that $50.00 be appropr i ed for the setting of traps to collect bean beetles. PREP OF BUDGET On motion, it is unanimously ordered that C. I. Brumback pre- pare the budget for the fiscal year beginning July 1, 1938 and he shall be paid $50.00 for the same. P ETTY CASH ACCOUNT On motion, the Clerx is directed to draw a warrant for $39.71 made payable to the Treasurer of this County for the Petty Cash Account. Bills totaling $2328.96 were approved and ordered to be paid from the General County Fund by Checks Nos. 2841 to 2889, inclusive.
