TREASURER'S REPORT OF DELINQUENT LIST The Treasurer submitted at this meeting his delinquent lists for the year of 1935 as of June 30, 1936, which was unanimously approved by the Board. The said delinquent list is considerably less than the list of 1934 and the Board unanimously commends Treasurer Smith for the manner in which he has collected t for th year 1935. MINUTES OF THE PREVIOUS MEETINGS and The minutes of the last regular meeting/of the special meeting of August 17, 1936 were read and approved. REPORT OF I. FRED STINE I. Fred Stifle, County Agent, presented his report and the same was unanimously approved. REPORT OF THE HOME DEMONSTRATION AGENT The Home Demonstrattion Agent presented her report and same was unanimously approved. REPORT OF MISS NALLEY 82 Miss Nalley, Superintendent of the Board of Public Welfare, presented her report and the same was unanimously approved. RENT FOR WALTER SHADE On motion of Mr. seconded by Mr. Gold, the follow- ing resolution was offered "Whereas due to the increase of the National Re- employment heretofore been conducted in the same room, and increase of Public Welfare Work and and whereas these two offices have the Government has contributed $5000.00 for the care of the poor of Frederick County and whereas it has become necessary) to provide additid)nal space it is ordered that Walter Shade be and is hereby authorized to rent an office not to exceed ten dollars ($10.00) or Twelve Dollars and Fifty Cents ($12.50) per month." Voting for said resolution Mr. Gold, Brumback and Branner. Voting against said resolution Mr. Adams and Rosenberger, adf upon a majority vote said resolution was adopted. SECONDARY SYSTEM ROAD BUDGET The Secondary System Road Budget was submitted to the Board and was duly approved and a copy of this mAnute is ordered sent to Resident Engineer, 7Jm. C. Poston. Massey, Superintendant'of the County Home, presented his report and the same was unanimously approved. L I 83 REPORT OF'HOME'DEMONSTRATION AGENT Miss Elizabeth Farrar, Home Demonstration Ageant presented her report and the same was unanimously approved. REPORT OF MISS NALLLY. Miss Eulalia- Nalley, Supt. of Public Welfare, presented her report and the same was unanimously approved. PETTY 'CASH ' It is ordered that a warrant for 09.19 be drawn payable to R. S. Smith, Treas., for the petty cash account. HITCHING YARD City Manager Field came before the Board with a proposition whereas the sheds at the east end of the County hitching yard are in very bad condition and about to fall down and the Board is of the opinion that this portion of the shed is not needed for hitching space, and it would be unwise to spend the amount of money it would cost to repair the same, that we the Board would accept City Manager Field's proposition which is as follows ". He will tear down, pile the lumber on the south side of said hitching yard, remove all trash and use what surplus earth left over after widening water Street from Market to Kent Streets to grade and fill up the south east corner of said hitting yard without cost of Frederick County," which said proposition is accepted by the Board of Supervisors. JANITOR Twenty applicants were received for'the position of Janitor for the Court House, Clerks Office and rest room to take the place of the late Louis Crismore, deceased, and Allen Place received a majority vote therefore he is accepted for said position at the same salary as has been paid. The continuance of his employment is subject to the approval of the Board. DOGS RUNNING'AT LARGE It Itas been brought to the attention of the Board that there has been a disregard for the law in reference to dogs running at large by a great nm81T of dog owners and there has been no abatement in the destruction of Sheep and other stock as well as fowels killed by dogs, therefore unless the law is complied with the Board will be compelled to insist that the law is enforced. RES. ON THE DEATH OF LOUIS CRISMORE. " Whereas the Board has leared with regret of the death of Louis Crismore, and Whereas Mr Crismore faithfully performed the duties of Janitor for the County for a number of years therefore be it resolved that the Board extentends its sympathy to Mrs Crismore ", and the Clerk is directed to send a copy of this resolution - I to her and a copy be publ ished in the Winchester Evening Star. Bills totaling $2,468.35 were approved and ordered to be paid from the General County fund. Sheep claims totaling $128.75 were approved and ordered to be paid from the Dog Fund. 84 At a regular meeting of the Board of Supervisors of Frederick County, Virginia, held at the Court House thereof on Monday, November 9, 1936. AIRPORT On motion of Mr. Rosenberger, seconded by Mr. Branner it is unan- imously ordered that an appropriation of $30.00 be made to the City of Winchester to apply on the rent of the airport which is located in Frederick County, for the calendar year beginning September 1, 1936, and the Clerk is ordered to draw a warrant for payment of the same. SALARIES OF BOARD 1v1EMBERS On motion of Mr. Branner, seconded by Mr. Rosenberger, the follow- ing resolution was unanimously adopted: "Whereas the act of the last legislature passed an act tiat the Supervisors og Frederick County should receive salary not to exceed $1200.00 and whereas said Frederick County Board of Supervisors received for the fiscal year from July 1st, 1935, to July 1, 1936 for 22 meetings $684.00 and County committees for County Home and County property in City of Winchester amounted to $190.00 making a total of $874.00 and I the Board of Supervisors ask the Judge of the Circuit Court to fix the salAries of the of Supervisors at $1030..00 This amount covering all meeting and committees salaries according to the act of the Legislature passed in 1936. ( ARCHITECT'S SALARY Un motion it is ordered that a warrant be drawn to Ian C. McCallum (Architect for $150. q0 as a part payment of his fee. %b7 85 P ETTY CASH ACCOUNT On motion it is ordered that the Clerk draw a warrant payable to R. S. Smith, Treasurer of Frederick County, for $10.97 to be put in the PettyoCash Account. It is ordered that the Board do now adjourn. At a special meeting of the Board of Supervisors of Frederick County, Virginia, held at the Court House thereof, on Friday, December 11, 1936. PRESENT: C. I. Brumback, Chairman, P. H. Gold, E. W. Adams, W. H. Branner, C. M. Rosenberger, Judge Philip Williams, Harry L. McCann, Sheriff of Frederick County, B. P. Harrison, Commonwealth's Attorney, and Lee N. Whitacre, Commissi oner of the Revenue. RE11ODELING OF CLERK'S OFFICE Whereas, pursuant to the former action of the board of supervisors M I directing that architect's plans and specifications be procured for the proposed improve- ment and enlargement of the clerk's office, the plans and specifications of Ian MacCallum have been obtained and have been submitted to this board; and these plans and specifica- tions have been examined and considered by the committee, appointed for that purpose, con listing of the county officers, Harry McCann, Lee N. Whitacre, Robert S. Smith, Burr P. Harrison, Coe C. Brannon, and by the judge of the circuit court, tthd the z aid committee _+nd judge have reported that they approve them; and, whereas, this board has carefully examined and considered these plans and have found them satisfactory. Whereas, also, the subject of the enlargement and improvergent of the clerk's office and the necessity therefor has been an urgent matter of concern for several years past, and this board has made an .investigation of this subject, which has disclosed the following conditions: 1. The older records and record books have had to be stored on the second floor of the clerk's office because of lack of space in the fire -proof record 86 room. There they are in danger of loss by fire, files they are being damaged. 2. All available space for utilized. There is no place left for filing on the second floor for the removal there of any because of lack of space and pro per in the record room has now been records, and neither is there room the records in the record room even that were advisable, which it is not. 3. These conditions have brought complaints to this board by the clerk and judge, and they are both present at this heeting urging the imperative need of remedying them. 4. Though the law requires that the county shall furnish offices for the sheriff, the commission of the revenue, and the trial justice, these officers ha been required to content themselves with the use ofi one end of the clerk's office and of the jury room, when not in use. This is detrimental to the proper conduct of their bus- iness by these officers, of course, and there is an urgent need that proper office rooms should be provided for them. i 5. The present office of ie treasurer has become too small for the volume of business he is required to transact,iand this has occasioned the necessity of the makeshift use of the Court room, which is often not available. This has of course hampered the operations of this important office. Whereas, therefore, it appears that the enlargement and improve- ment of the clerk's office is urgently needed, andIcannot be longer delayed; and since can be done in such a way as also to provide the needed office rooms. Be It Therefo --re Resolved, . that the plans and specifications for the improvement and enlargement of the clerk's office submitted at this meeting be, and tt are approved and adopted; and the clerk of the board is authorized and directed to ad- vertise for competitive bids for the construction provided for in the plans and specifica- tions, ex(* the heating plant. This advertisement shall be by publication in The Winches- ter Evening Star, and the form and terms thereof shall be substantially as follows: I BIDS FOR REMODELING AND ENLARGING FREDERICK COUNTY CLERK'S OFFICE • I Sealed proposals will be received by Board of Supervisors of Frederick County, Virginia, at the office of Frederick County Clerk not later than 10 r � &V o'clock a. m. Jan. 20th, 1927, and there publicly opened and read immediately thereafter, the construction of the following project. Remodeling and building an addition to County Clerk's Office locat- ed at Winchester, Vrginia, according to plans and specifications on file at the office of County Clerk, Winchester, Virginia. :or Said plans, specifications and forms of proposals may be obtained at the office of County Clerk, Winchester, Virginia, upon deposit at the said office of 87 $25.00 in certified check, of which $20.00 will be refunded upon return of same in good condition within 10 days after the opening of bids. A ll proposals shall conform to specifications compiled by the architect and sealed and plainly marked. All bids must be accompanied by a certified ch or acceptable bidder's bond in the amount of 5% of the total bid, made payable to Clerk o Board of Supervisors. The said check or bond will be returned to the unsuccessful b within 10 days after opening of bids. The successful bidder shall furnish a bond in the amount of the contract price, issued by a responsible surety, approved by the Frederick County Board of Supervisors. Should the successful bidder fail to furnish the said bond and execute the contract within 20 days after the notice of acceptance of his proposal, the 5% bid check or bidder's bond will be forfeited to the Board of Supervisors of Frederick County, as liquidated damages. Public Liability and Workman's Compensation Insurance satisfactory to the said Board of Supervisors in accordance to the Virginia State Law must be carried by the contractor. After bid opening no bidder may withdraw his bid for a period of thirty days. The work to start not later than April 1st, 1937, and to be completed withij 5 months thereafter. MINUTES OF THE PREVIOUS MEETINGS. The minutes of the last regular and special meeting of December 11, were read and unanimously. C OUNTY AGENT On motion of C. M. Rosenberger, seconded by P. H. Gold, I. Fred Stine is unanimously recommended for County Ageat atvthe same salary. 88 REPORT OF I. FRED STONE I. Fred Stine, County Agent, presented his report and the same was unanimously approved. 0 REPORT OF J. M. MASSIE J. 14. Massie, Superintendent of the County Home, presented his re- port and the same was unanimously approved. TRANSFER OF ROAD MONEY On motion of Mr. Gold, seconded by Mr. Branner, that this Board ask for the transfer of $2653.35 which represents a balance left over from four other completed projects in Frederick County, Virginia. The said amount of $2653.35 represented 19% of the cost of construction of Route C -654 from the intersection of Route C -677 near Cedar Grove, a section of Route C -654, to the intersection of Route C -671 at Greenspring at an estimated cost of $13,975.50 of which 81% or $11,322.15 will be made available from certain Federal funds set up for secondary systems of farm to market roads; which said motion was unanimously carried. REPORT OF MISS FARRAR Miss Elizabeth Farrar, Home Demonstration Agent, presented her report and the same was unanimously approved. c APPLICANTS FOR COUNTY HOME Several applications were received for the rent of the County farm and the care of the inmates of the County Home. Several of the applicants appeared in per- son and were questioned as to their capabilities and a ballot was taken on the applicants; T. W. Russell received three votes and Giles Cook received two votes; whereupon it is ordered that T. W. Russell shall take the place of J. M. Massie, resigned, upon the same terms as the said J. M. Massie. ( SALARIES OF BOARD MEMBERS The minute'6fPN6vember 9, 1936, in reference to the salaries of the Board members read that the County cokmittees for County Home and County property in the City of Winchester amounted to $190.00, but said minute should have read, County committ for County Home and County property in the City of Winchester, amounted to $190.00, but no member of the Board or of the committee received anytcompensation for said committee work. ( ARCHITECT'S SALARY The Clerk is ordered to add these words to the minute in reference Ito the Architects salary; " For plans and specifications for the Clerk's Office ". 89 Bills totaling $2445.38 were approved and ordered to be paid from the General County Fund. Sheep claims totaling $387.80 were approved and ordered to be paid from the Dog Fund. Bills totaling $356.77 were approved and ordered to be paid from the Virginia Public Assistance Fund. Rosenberger, second ed by 14r. Adams, the salary of R. S. Smith, Treasurer, Lee N. Whitacre, Commissioner of the Revenue, and B. P. Harrison, Commonwealths Attorney, as fixed by the Compensation Board is here byunanimsou- sly approved. TRANSFER OF DOG FUND On motion, it is unanimously ordered that the Treasurer transfer the balance in the Dog Fund at the end of the year 1936 amounting to $488.41 to the credit of the General County Fund. Brumback prepare the budget for the coming ,year. DEPUTY TREASURER TO SIGN CHECKS Upon the written request of R. S. Smith, Treasurer, it is unani- ly ordered that Dorothy McC. Rice, Deputy Treasurer, shall have the authority to sign checks at any time the Treasurer may be absent from the office. Bills totaling $2,156.49 were approved and ordered to be mid from the 6Bneral County Fund. Sheep claims totaling $85.25 were approved and ordered to be paid from the Dog Fund. Bills totaling $462.70 were approved and ordered to be paid from the Virginia Public Assistance Fund. It is ordered that the Board do now adjourn. Rs - At a Special Meeting of the Board of Supervisors of Frederick County, Virginia, held at the Court House thereof, on Wednesday, January 20th, 1937. PRESENT: C. I. Brumback, Chairman, P. H. Gold, E. W. Adams, and W. H. Branner. CLERK'S OFFICE Only two bids were submitted for the remodeling of the Clerk's Office. Said bids were opened and read as follows: 1 bid of F. 0. Trump for the price of $24,656.80 for completing the job according to plans and specifications submitted and another bid of J. W. Newcome submitted for the sum of $22,725.00 with certain reservations relative to the excavation of stone. The last bid was not accompanied with a certified check as per advertisement. No action was taken in regards to the awarding of the contract and a special meeting is called for Driday, January 29th, 1937 at 1:30 P. M. It is ordered that the Board do now adjourn. Harrison, Commonwealth's Attorney. 9L REJECTION OF BIDS FOR THE COUNTY CLERK'S OFFICE On motion of Mr. Gold, seconded by Mr. Branner, all bids received for the enlargement and improvement of the Clerk's Office are hereby rejected, and the bidder's checks are ordered returned to the respective bidders together with the deposit for plans less $5.00. CLERK'S OFFICE On motion of Mr. Branner, seconded by Mr. Rosenberger, C. I. Brumback, Chairman and Phil H. Gold are hereby unanimously appointed a committee to make a further investigation as to the cost of remodeling the Clerk's Office and as to whether or not the cost can be reduced to a figure comparable to the financial ability of the County and report on the same at the next regular meeting. ( MINUTES OF THE LAST REGULAR AND SPECIAL MTING OF JANUARY 20 The minutes of the last regular and special meeting.of..January 20, 1937, were read and approved. MINUTES OF JANUARY 29 The minutes of special meeting of January 29, 1937, were read and approved, with the exception of the minute recinding the action of the Board in rejecting all bids for the remodeling of the Clerk's Office and the matter stands for further consideration. T. W. RUSSELL'S REPORT T. W. Russell, Superintendent of the County Home, presented his report and the same was unanimously approved. TRANSFER OF MONEY On motion it is unanimously ordered that the Treasurer trans- fer $679.00 from the General County Fund to the Public Assistance Fund for the last quartet of 1936 and it is further unanimously ordered that the said. Treasurer transfer a like amount of $679.00 from the General County Fund to the Public Assistance Fund for the first quarter of 1937. 92 CARE OF CHILDREN'S TEETH On motion it is unanimously ordered that $125.00 be appropriated for Public Health to be used by the School Board for the care of children's teeth who are unable to pay. PETTY CASH ACCOUNT On motion it is unanimously ordered that a warrant shall be drawn, payable to the Treasurer, of the County for $8.87 for the Petty Cash Account. REPORT OE MISS NALLEY Miss Eulalia S. Halley, Superintendent of the Board of Public Welfare, presented her report and the same was unanimously approved. REPORT OF FRED STINE I. Fred Stine, County Agent, presented his report and the same was unanimously approved. REPORT OF MISS FARRAR Miss Elizabeth iarrar, Home Demonstration Agent, presented her report and the same was unanimously approved. CONTRIBUTION TO THE HOSPITAL On motion of Mr. Gold, seconded by 1 °`r. Rosenberger, the Clerk is ordered to draw a warrant for $1800.00 payable to the Winchester Memorial Hospital, in full settlement for the year of 1936, for hospital care of the poor of Frederick C COURT HOUSE LAWN It is unanimously ordered that wire be put around the shrubbery on the Court House lawn. Warrants iaos. 1876 to 1922, inclusive, totaling $3,993.56 were ordered to be paid from the General County Fund. Warrants Nos. 192 to 229, inclusive, totaling $711.33 were ordered to be paid from the Virginia Public Assistance Fund. Warrants Nos. 120 -124, inclusive, totaling $168.56 were ordered to be paid from the Dog Fund. It is ordered that the Board do now adjourn until Friday, February 12, 1937, at! 11 A.
