At a regular meeting of the Board of Supervisors for Frederick
County, Virginia, held at the Court House thereof on Monday December the 10th, 1934.

M INUTES OF THE PREVIOUS MEETING
The minutes of the precious meeting were read and unanimously
approved.

R_YDOR'T OF MISS CAMERON
Miss Cameron of the Red Cross Office made a report, and the same
was unanimously approved.
ARMORY
General Waller, .-Andrew Bell, Secretary of the 1 -hamber of Commerce,
C. P. McVicar, and others aopeared before the Board in support of an armory to be
located in Winchester, and on motion of C. I. Brumback, Phil H. Gold and C. M. Rosen-
berger are appointed a committee to hear any proposition that the City may have and to
transmit same to the Board.
RE?OR'i OF I. FRED STINE, COUNTY AGENT
I Fred Stine presented his report for the past year, and the
same was unanimously approved. A large number of citizens and tax pavers of the County
were present and highly endorsed Mr. Stine!s work.
EMPLOM'FNT OF I. FRED STINE AS COUNTY AGENT
On motion, I. Fred Stine is unanimously recommended. for County
Agent for the year of 1935, at the same salary he is now receiving.
E FPORT OF MISS HURST
Miss Margaret Hurst, Relief Director submitted her report, and the
same was unanimously approved.
CASH FOR RELIEF
On motion the F. E. R. A. Director is permitted to pay in cash
instead of in kind to those employed under the F. E. R. A., if in her descretion it is
proper to do so.
APPLICP_TION FOR RELIEF FUNDS
On motion it is ordered that application be made for 57351.66
relief funds for the months of Jan. Feb., and March, 1934.

STAR TANNERY ROAD
On motion the Board unanimously agrees to pay Mr. Cooper a sum,
not to exceed. $50.00 for fencing along the road leading from Star 'Tannery through the
lands of Himelright, Cooper and Lindamood.

On motion the Clerk is ordered to draw a warrant, payable to R. S.

I Fred Stine, County Agent, presented his report for the month of
December, 1934, and the same was unanimously approved.

V On motion it is unanimously ordered that C. I. Brumback prepare
the 1935 -36 budget, and he shall recieve the same compensation as he received last
year.
SS ELIZABETH FARRAR'S REPORT
Miss Elizabeth Farrar, Home Demonstrator, made her report for
the month of Dec. 1934, and the same was unanimously approved.
PAYMENT OF NOTE
On motion the Clerk is instructed to draw a warrant for the
payment, when due, of a short term note for $3000.00 to The Commercial & Savings

RENEW +AL OH PAYMENT OF E. W. BRAITHWHITE
On motion the Chairman is ordered to either pay or renew the
E, Vi. Braithwaite road debt note for Gainsboro Dist.. if renewed said note shall

draw 6% interest as demanded by E. Pi. Braithwaite.
SALARY AND TREASURER'S EXPENSE ACCOUNT
On motion the Board of Supervisors hereby approves the salaey
and expense account of R. S. Smith, Treasurer of Frederick County as set up by the
State Fee Commission on Dec. 19th, 1934, except the premium on official bonds of
Deputies. These two items have since been increased by the Bonding Company.
REPORT OF MISS HURST
Kiss Margaret Hurst made her report for the past year, and the
past month, and the same were unanimously approved.
SALARY AND EXPEIiSE ACCOUNT OF THE COMMISSIONER OF HEVENUE
The salary and expense account of Lee N. Whitacre, Com'r of
Revenue as set up by the State Fee Commission on Dec. 17, 1934, is hereby approved
by the Board of Supervisors, except the item of compensation of Deputies, assistants
and other helpwhich is much lower than agred to by the Fee Commission and the
Committee from the Board of Supervisors.
RENT FOR THE BERRY FAMILY
Draw warrant payable to Jno. G. Bowman for $10.00 for two months
rent for the Berry r'amily.
SPECIAL MEL "PING

REFUND CAPITATION TAX
On motion of P. H. Gold seconded by W. H. Branner the sum of $1737.
refund capitation tax reimbursed from the State, It is ordered that County Treasurer,
R..S. Smith place said amount to the credit of the general county fund.
CHANGE OF LIGHTS IN THE COURT HOUSE
On motion of W. H. Branner seconded by E. w. Adams it is ordered
new meters be installed in the County buildings.. A separate meter for the Court room and
the Jury room, a separate meter for the School Board including Miss Starling and 1). J.
Howard and Hall upstairs to be placed on one meter. Comfort Station on one meter..
Treasurer's Office and County-Agent on one meter and the Clerk's Office and. Supervisors
Room on one meter. Said motion was unanimously adopted.
6OUNTY HOME
J. M. Massie, keeper of the County Home, came before the Board,
relative to a contract for the coming fiscal year. Mr. Massie agreed to continue for the
coming year on the same contract as the Da.st year which the Board accepted and hereby
approved,

A number of citizens of the County appeared before the Board and re -1
commended an increase of salary for the County Agent of One Hundred Dollars per annum.
On motion it is unanimously ordered that the salary of the County Agent be increased $100.1
per annum.

MINUTES OF THEPREVIOUS MEETING
The minutes of the previous meeting were read and approved except
the minute in reference to the salary of the County Agent, which was intended to read as
follows.
"Whereas a number of citizens appeared before the Board, and stated
thatbthere had been a great increase in the traveling expense of County Agent, I. F. Stine
and that said traveling expense would probably continue to increase, and whereas in
originally fixing the salary of the County Agent this excessive traveling expense was not
contemplated.,and upon the urgent request of a large number of representative farmers of
the County it is ordered that the salary of said County Agent be increased $100.00 per
annum in order to cover the expense. Said increase to be effective as of January, 1,
S PECIAL MEETING FOR ROADS
On motion it is ordered that a special meeting be held March M 1935
for the purpose of hearing requests for road work the coming year and for recommendation
to the Highway Commission for having said work done. All taxpayers are requested to
lbefore the Board on the above date, and the Clerk is ordered to post a copy of this minute
at the front door of the Court House.
IB ESIGNATION OF MISS ELIZABETH JACKSON AS SOCIAL AND CASE WORKER IN THE EMERGENCY RELIEF

AND THE RECOMMENDATION OF MRS. EULALIA SAVAGE NALLEY TO FILL HER PLACE
On motion Mrs. Eulalia Savage Nalley is unanimously recommended
for the position of Social and Case Worker in the Emergency Relief, in the place of Miss
Elizabeth Jackson, resigned.
,SANITARY TOILET FOR COUNTY HOME
On motion the Committee of the Board of Supervisors for the County
Home is ordered to confer with the committee from the City for the County Home in
reference to a sanitary closet.being installed at the County Home under the P. W. A.
I NCREASE IN SALARY TO CARE FOR TRAVELING - EXPENSES OF MISS FARRAR
It appearing to the Board that the traveling expense of Miss Eliz
Farrar, Home Demonstrator, has greatly increased since fixing her salary, and the Board
being of the opinion that she should be compensated for this extra expense, and on motio
it is ordered that her salary be increased$100.00 per annum, to begin January the 1st
1935, and the Clerk is ordered to draw a warrant payable to her for $8.33 for the extra
compensation for the month of January, 1935.

On motion of C. M. Rosenberger seconded by W. H. Branner it is
unanimously ordered that all levies remain the same as for the year 1934.
SET UP FOR POOR ORGANIZATION
On motion, C. I. Brumback, Chairman, P. H. Gold and C. M. Rosenberge:
are appointed a Committee, to work out some plan or set up to take care of the poor in
Frederick County.
It is ordered. that the Board do now adjourn until March 22, 1935.
