MINUTES OF THE PREVIOUS MEETING.
The minutes of the previous meeting were read an unanimously app
TRIAL JUSTICE'S SALARY.
On motion the following resolution was unanimously adopted,"
Whereas the Trial Justice of Frederick county has turned into the County Treasurery fees
considerably in excess of one hundred dollars per month and whereas it is the desire
of this Board that he be adequately compensated, therefore a salary of one hundred dollars
per month is recomended beginning Oct, the lst 1934 ",
REPORT OF J. M. MASSIE, SUPT. OF COUNTY HOME.
The report of J. M. "lassie, Supt. of the Uounty Home for the
month of Sept. was presented to the Board and the same was unanimously approved and
ordered filed.
APPROPIATION FOR EMERGENCY RELIEF HELP.
On motion of Mr �ranner, seconed by Mr Adams it is ordered that
$50.00 per month be appropiated, beginning Oct. 1st to help defray Clerical York of the
Emergency Relief as requested by the F. E. R. A. same to be paid in December out of taxes
collected, and the Clerk is directed to transmit a copy of this order to the Emergency
Relief Office..
B. P. HARRISON'S SALARY.
On motion .the Clerk is ordered to draw three warrants for $62.50
each for payment of the Salary of B. P. Harrison, Commonwealth's Attorney for the months
of July, Aug. and Sept. 1934.
OFFICE FOR LEE N. WHITACRE
On motion of Mr Gold, seconed by Mr Adams it is unanimously
ordered that Lee N. Whitacre, Com'r. Rev. shall use the jury room for his office,
and the present encumbrents are permitted to use the office heretofore occupied by the
commissioner of the Revenue.
FLOOR FOR TREASURER'S OFFICE

On motion it is unanimously ordered that R. S. Smith get bids for
a floor in the Treasurers office and report the same to P..H. Gold and C. I. Brumback
with power to act..
PETTY CASH ACCOUNT
On motion the clerk is ordered to draw a warrant payable to
R. S. Smith, Treas. for the petty cash account.
REPORT OF I. F. STINE.
The report of I. F. Stine, County Agent, was presented to the
Board and the same is unanimously approved and ordered filed/
REPORT OF MISS ELIZABETH FARRAR
Miss Elizabeth Farrar, Home Demonstrator presented her report
for Aug. and Sept. and the same was unanimously approved and ordered filed.
CEDAR CUTTING.
Upon motion duly recorded it is ordered that Ray Robinson
who has advanced $100.00 for the purpose of cutting cedar trees, shall be reimbursed out
of special cedar levy when the taxes from said levy is collected.
F. E. R. A. FUNDS
Upon motion duly carried the County j reasurer is direcbed to pay
to T. A. Ritenour, Disbursing Office, the sum of m1949.98, which is the amount of F. E.
R. A. Money now in his hands
REPORT OF MISS HURST
Miss Margaret nurst presented reports for the Emergency Relief
and the Welfare Board and the ame was unanimously approved and ordered filed.
STATE WELFARE BOARD
Miss Helen Taylor of the State Welfare Board , Department of
''Iothers Aid, and explained the workings of the Welfare Board under section 1935L of
the Code of Virginia, whereby the State pays one half for the support of worthy mothers
without support, and on motion it is ordered that Mrs Lydia Cooper be allowed $33.50
per month beginning Oct. the 1st 1934, of witch one half of said amount is to be
refunded by the State in quarterly payments.

APPLICATION FOR TRIAL JUSTICE'S SALARY
Upon motion the following resolution was unanimosyly adopted,
" Whereas U'hapter 294 of the Acts of the General Assembly of 1934, known as the Trial
Justice Act provides an appropriation of $400.00 per annum for each county as aid to
the 'ounties Carrying out the provisions of that act and whereas °rederick County
has been operating under said act since July 1, 1934, therefore rrederick 'ounty hereby
makes application to the Uomptroller for the amount payable to the Frederick bounty by
Virtue of said act, and the clerk is ordered to transmit a copy of this resolution to

ROAD FROM W. VA. NEAR HOWARDS CHAPEL VIA STATE ROUTE #7 FORMERLY
#822 to Good W Va
On motion the following resolutin was unanimously approved ", Whereas
on July the 6th 1931, the following resolution was unanimously passed by the Board of
Supervisors," Resolved that the Highway Commission of V irginia, take over and build as
soon as possible a road beginning at the line between Virginia, and West Virginia, at a
point near Howards Chapel by way of Siler crossing Route # 82anear the Bloom &ry Grade to
Bloomery Gap to West Virginia Line connecting Highways of West Virginia, at each end in sL
of the foregoing petition," and whereas it appearing to the Board that West Virginia,
has certain funds for the construction of a Higway connecting with the above proposed
V irginia Highway at each end and it further appearing to the Board that the West Virginia
fund allotted for said road willbe diverted to other sections of the State unless work
is begun on said road at once, and it is i $�p n ossible to begin construction until an

agreement is reached with the Virginia Highway `'ommission as to the exact point of
connection of the road between the two States," Iherefore he it resolved that the State
Highway Commission be and is hereby requested to endeaver to reach an agreement with
the west Virginia authorities as to the exact location of the road at the west V irginia
lines, and to place markers at said points, and the Clerk is directed to transmit as
copy of this resolution to the State Highway Commission at Richmond, Virginia. >(
F. E. A. R. FUNDS FOR CEDAR CUTTING
On motion it is unanimously ordered that application be made for
$4500.00 of F. E. A. R. Funds to be used for cutting
CEDAR LANE ROAD.
A petition was received signed by a number of tax payers
requesting the State Highway Commission take over and maintain the road known as Cedar
Lane or Merriman's Lane extending from °oute #50 to the Cedar Creek Grade, and on
motion the same is reserved for further consideration.
SHEEEP CLAIM OF MISS GRACE V. KLINE
The board re- considered the claim of Miss Grace V. Kline for
payment of sheep claims in the amount of $84.00 and it is ordered that said claims be
paid, but it is furth:r ordered that no claim for sheep will be paid in the future unless
complete evidence of loss and damage is presented to the 'oard within ninety days.
ELECTION EXPENSE
On motion the Clerk is ordered that the clerk draw warrants for
the payment of election expense held Nov. 6, 1934.
REPORT OF J. M. MASSEY
J. M. Massey presented his report for the month of Oct. 1934 and
the same was unanimously approved.
REPORT OF MISS FARRAR
Miss Farrar made her report for the month of Oct. 1934, and the
same was unanimously approved.
REPORT OF MISS HURST
Miss Hurst made her report for the month of dot 1934, and the
same was unanimously approved.
STATE ROUTE #,7
On motion the following minutes and resolution of a mass meeting
of the citizens of Gainesboro District Frederick 'ounty �Irginia, held at Cross Junction
Nov. 10, 1934, was unanimously approved, and the Clerk is ordered to send a copy of
same to the State Highway Commission.

At a mass meeting of citizens of Gainesboro "istrict, Frederick
County, '_irginia, held at Cross Junction, November 10, 1934 at 8 o?clock P. M., the
following business was transacted.
Mr E. W. Braithwaite who acted as Chairman called the Meeting to
order and explained briefly the purpose of same. 'h. B. Edwards was then named 90 act
as Secretary of the meeting.
Upon motion duly made an seconded and approved by vote of the meeting
a committee composed of W. E. Edwards, Landon B. '"hitacre and Shenk was appointed to
draft and present to the Frederick 'ounty Board of Supervisors at its meeting to be held
Monday November 12, 1934, the following resolutions:
Whereas State Highway No. 7, otherwise known as the North Frederick
Road serves a sectin of Frederick county, which produces a great volume of farm products,
apples, live stock and timber, all of which must be transported to market over said Highwa3
and
Whereas said Highway serves as a link in a direct route from the
various trunk roadways converging at Winchester to West Virginia Highways leading to the
industrial centers of Cumberland, Md., Pittsburg, Pa., and oth=r intermediate points,
as well as, tapping a vast region in W. virginia, Maryland, and Pennsylvania, rich in
agricultural and mineral resources; and
Whereas a properly constructed and graded roadbed over said Highway
No. 7 would prove of inestimable commercial and economic value to "inchester and Frede
County; and
Whereas certain funds are now available for use on said Highway
No. 7 between Winchester andthe west Virginia line; and
Whereas that certain sections of said Highway lying between Parletts
Hun and Back Creek has already been graded and the roadway is now bedded with loose
crushed stone.
Now therefore be it resolved:
(1) That this meeting go on record as favoring and urging the
immediate application of hard surfacing treatment to said section of road between Parletts
Run and Back Creek, and the grading and hard surfacing of the remainder of said road to
the West Virginia line as soon as possible.
(2) That this resolution committee be authorized and intructed to
appear before the board of " upervisors of Frederick v ounty on November 12, 1934 to present
2ocopy of these resolutions; a copy of the minutes of this meeting and to request said
Board of " upervisors to recommed to the Virginia Department of Highways the
program, to -wit:
(1) The application of available funds to the immediate hard
surfacing of that section of Route No. 7 lying between Parlette hun and Back Creek,
which has already been graded preparatory to said hard surfacing treatment.
(2) the grading and hard surfacing of the remainder of said Highway
to the point where it meets west Virginia State Highway No.38 at the West Virginia line
at the earliest possible moment.
