At a regular meeting Of the Board of Supervisors of Frederick
County, Virginia, held at the Court House thereof on Monday, January the 8th,1934.
Present, C. I. Brumback, Chairman, P. H. Gold , E. W. Adams,
C. M. Rosenberger, W. H. Branner, Harry L. McCann, Sheriff, B. P. Harrison Commonwealth
Attorney, and R. S. Smith, Treasurer.
MINUTES OF THE PREVIOUS MEETING
The minutes of the previous meeting were read and approved.
PETTY CASH ACCOUNT
On motion of Mr. Branner, seconded by Mr. Adams , it is
unanimously ordered that a -petty cash account be set up of $50.00 from the Relief Fund
to meet small bills.
KEEPING DOGS CONFINED
The Board unanimously recommends that a law be passed at
on
the coming session of the Legislature requiring dogs to be tied or confined the owners
premises from sun -down until sun -up, unless accompanied by, their owners.
COMMITTEE FOR C.W.A. PROJECTS A T CLMK'S OFFICE
On motion of Mr. Rosenberger, seconded by Mr. Gold, Mr.
Branner, and Harry L. McCann are appointed, by the chairman, a committee for C. W. A.
Projects at the Clerk's Office.
CUTTING OF CEDAR TREES
On motion of Mr. Gold seconded by Mr. Branner, the following
resolution was unanimously adopted "Resolved, that the Board approves the suggestion
that cedar trees and cedar sprouts in Shawnee, Opequon, and Stonewall Magisterial
Districts shall be cut by the State Etomologist, and that the offer of certain gentle-
men to provide the County Treasurer with sufficient funds to defray the costs thereof
is accepted, and that the Board agrees that on June 15,"1934, it will re= imburse said
parties for all funds advanced to cut cedars in the three Magisterial Districts above
named.
In the event the State Entomologist receives a petetion from
ten owners of apple orchards of Back Creek or Gainesboro Districts, which number is
the number which the law provides is the minimum in each district the Board agrees that
the first paragraph of this resolution shall apply to the District or Districts from
which the petition is filed. "
F.E.R.A. WARRANTS
On motion, it is unanimously ordered that C. I. Brumback,
Chairman and C. C. Brannon, Clerk, sign F.E.R.A. warrants that may be presented by and-
approved by the Relief Administrator.
PAYMENT OF QUARTERLY ALLOITANCES
On motion it is ordered that the Clerk draw warrants for the
payment of all quarterly allowances.
INDUSTRIAL LABRATORIES DUPLICATE WARRANT
It appearing to the Board that a warrant #1969 for $100.00
was issued and mailed to the Industrial Labrato Baltimore, Md., but that said
warrant was not received by said Industrial Labratories, it is ordered that a duplicate
be issued.
H A ORNDORFF DUPLICATE SHEEP WARRANT
Harry Orndorff appeared before the Board. and stated that a
sheep warrant #211 for $22.60 , was lot by him, it is ordered that a duplicate warrant
be issued.

Accounts totaling $2,239.76, were approved and were ordered to
be paid from the general County Funds.
Accounts totaling $258.014, were approved and were ordered to
be paid from the Dog Fund.
A SSISTANT ADMINISTRATORS TRAVELING EXPENSE
W. E. Edwards, Assistant Administrator for the Frederick County
Civil Works Administration, made application to the Board of Supervisors for appropria-
tions to pay mileage or other travelling expenses of the Administrative Personnel of
the local C. W. A. The B voted to disapprove said application, as the County fund
is about exhausted and will not have funds available for this purpose.

MINUTES OF 'THE PREVIOUS MEETING WAS READ AND APPROVED.
REFUND CAPITATION TAX
On motion of Mr Gold, seconed by 1 'vir Adams, it is unanimously
ordered that R. S. Smith, Treasurer, shall credit the general county fund with all of
the capitation tax refunded by the state.
GENERAL COUNTY FUND PETTY CASH ACCT.
On motion of Mr Branner, seconed, by Mr Adams, it is unanimously
ordered that a petty cash account of $50.00 be set up - by the Treasurer from the general
County fund for the payment of small accounts.
APPROVEL OF SENATE BILLS NOS.163, 164 and 165
On motion the following resolution was unanimously,.adopted,
"Resolved that the Board of Supervisors heartily endorse Senate bills nos. 163, 164 and
165, and that they highly commend Senator T. Russell father, for introducing said bills,
and are appreciative of his alertness in looking after the interests of ``rederick Uounty.
PREPERATION OF BUDGET
On motion of M r Gold, seconed by Mr Adams, the Chairman is

instucted to have a budget prepared for the coming year.
AUDITING COUNTY'RECORDS
The following resolution was unanimously adopted, "Resolved that
the Clerk shall in the name of this Board request Senator Cather and Mr E. B. Moore to
endeavor to get the bill of Eighteen Hundred Dollars, ($1800.00 for auditing county
records reduced. They shall be requested to bring to the Legislature's attention the
large bills charged throughout the State for aanditing for 1932, and to seek legislation
reducing the liabilities of the counties on this account to the same amount as now
proposed in Senate Bills 163,164 and 165.
ABANDMONDi;IENT OF THE WINCHESTER AND WARDESVILL RAIL ROAD.
On motion it is ordered that the Board concurs with the Winchestei
and Wardensville "ail Road in the abandmondment of a part of their road as set forth in

EXPENSE ACCT. OF THE COM'R OF REV.
On motion the Board concurs in the expense account of Lee N. Whitacre,
Commissioner of Revenue as approved by the State Fee Commission.
Accounts totling $ 2,635:43, were approved and were ordered to
be paid from the general county Funds.
Accounts totling $247.76 were approved and were ordered to be paid
from the Po Fund.

SECTION OF A ROAD
On motion the following resolution was unanimously adopted.
"Resolved that the State Highway Commission be and is hereby requested to abandon a
section of road leading from Rt. 627 in a Southwesternly direction to the Middletown

cemetery, and take into the secondary System a new road, which has recently been built
by C. W. A. funds, leading from Rt 627 in a Southernly direction to the Middletown
Cemetery.
WARRANT FOR CLIFTON RICE
On motion it is ordered that a Warrant be drawn payable to
Clifton Price for # 3.00, additional amount for a lamb killed by dogs. Said amount was
curtailed from his Feb.'Bill..

Feb. 1934, and the same was unanimously approved.
C. W. A. PROJECT
On motion it is ordered that the Board of Supervisors file
application for a C. W. A. project for painting and repairing work at the court house
and Clerk's office All material for the samet,to be furnished by the County of Frederick
and the City of Winchester, as their interest may appear. Also to file application for
C. W. A. Funs for papering and repairing at the County Home. The Material for same
to be furnished by the County of Frederick and the Gity of Winchester as their interest
may appear.
C. W. A. ROAD PROJECT
On motion it is ordered that the Board of , upervisors file an
application for C. W. A. funds for grading the &iiddletown- Minebank Road.
On motion is ordered that 86700.00 be transfered from the General
County Road Fund to the General County Fund.
ROAD FROM RT 705 TO THE W. VA.LINE
On motion the following resolution was unanimously adopted,
"Resolved that the State Highway Commission be requested to take into into the Secondary
Highway System a short piece of road running in a north,westernly direction from Rt. 705
to the West Virginia Line.

CURVE ON RT. 822
On motion the following resolution was unanimously adopted, "
Resolved that the Board has learned to its sorrow that there has been mother fatal
automobile accident on one of the dangerous curves on Rt. 822, which accured at the
curve near the W. S. Hiett Home. The dangerous condition of this road at this point has
been previously called to the attention of the Highway Department on numerous occasions.
the Clerk is directed to again conmunicate to the Highway Department the earnest request
of this Board that the curve in front of the Hiett Home be eliminated..
TELEPHONES POLES ON RT. 11
On motion the following resolution was unanimously adopted,
"Resolved that the clerk shall direct the attention of the State Highway Department to
the fact that telephone poles protrude on the State right of way on U. S. Route #11
from Winchester to the West Virginia line, that this condition constitutes a menace to
the travling public and that this Board requests the Department to remody this
condition, and that funds be included in the budget to re- construct this highway to the
West Virginia Line..
Accounts totling $ 1,160.96, were approved and were ordered to
be paid from the general county Funds.

ROAD LEADING FROM GAINESBORO TO NELSON'S CHAPEL
On motion the following resolution was unanimously adopted,
"Resolved that the State Highway Commission be requested to take into the secondary
Highway System a road leading from Gainesboro to Nelson's Chapel. Said road to have
a thirty foot right of way, and the Clerk is directed to send a copy of this resolution
to the State Highway Commission.
MARSH RUN - DEERFIELD ROAD
A petition was presented, asking for the road leading from
the Marsh Run Road to the Deerfield Road to be repaired, and the Resident Engineer
stated that the same would be done.
GRADING OF CERTAIN ROADS
G. P. Bozel, Resident Engineer, recommended that said roads
in the county be graded and worked.
COUNTY SCHOOL LEVY
On motion of Mr. Branner, seconded by Mr. Rosenberger, it is
unanimously ordered that the County School Levy for the year of 1934 be 90� on the
$100.00 valuation.
AGREEMENT BETWEEN THE BOARD AND J. M. MASSEY: SUPERINTENDENT OF THE COUNTY HOIjE
It is agreed between the Board of Supervisors and J. M. Massey,
Superintendent of the County Home, that beginning March 1, 1934 and ending the last
day of February, 1935, that the said J. M. Massey shall keep five paupers free of
charge, and in the excess of five up to twelve, he shall receive $20.00 per month
for each pauper, and for all paupers in excess of twelve, he shall receive $17.50
per month, and the County of Frederick and the City of Winchester is to furnish all
material and labor for permanent improvements.
SALARY OF GAME WARDEN
The Supervisor of Game Wardens appeared before the Board and
submitted ,a proposition for the Board to supplement the salary of F. W. Pingley, Game
,Warden over that paid by the state, for which the Game Warden is to investigate all
claims filed before the Board for damage done by dogs. No action was taken on this
proposition.

Miss Elizabeth Farrar, Home Demonstrator, presented her report
for the month of March 1934, and the same was unanimously approved.
BE�LICENSE
Lee N. Whitacre, Commissioner of the Revenue, appeared before
the Board in reference to the county beer license being pro rated, and upon considera-
tion, the Board unanimously adopted the following resolution, "Resolved that the county
beer license shall be pro rated quarterly, the same as the state license is, for the

balance of the year.
TUBERCULOSIS FUND
Mrs. H. D. Fuller, President of the District Nurse Association,
and Mrs. D. W. Ritenour, Chairman, appeared before the Board and asked for an appro-
priation of $1.00 per day for the care of tuberculosis patients that require treatment
in a Sanatorium, and on motion, it is unanimously ordered that the District Nurse
Association be allowed the sum of $350.00 to be used especially for this purpose.
HEALTH WORK
Walker Bond, Chairman of the Red Cross, and others appeared
before the Board and requested an appropriation for health work in Frederick County,
and the same was deferred to a later date.
COURT HOUSE LAWN
On motion, it is unanimously ordered that the Court House lawn
shall be sodded and a hedge planted around it, and beautified in general, and a tem-
porary fence be erected to protect the grass and hedge.
ROAD IN FRONT OF W. S. HIETT ESTATE
On motion, the following resolution was unanimously adopted,
"Resolved that the State Highway Commission be requested to correct the dangerous curve
on Route 822 in front of the W. S. Hiett estate. This is a very dangerous curve, and
a menace to the traveling public, and the State Highway Commission is urgently requested
to correct the condition as soon as possible." The Clerk is ordered to send a copy
of this resolution to the State Commission.
LEVIES FOR 1934
On motion, the following levies were tentatively adopted for
the year of 1934: The general county levy shall be 45/ on the $100.00 valuation, and
the county school levy shall be 90X on the $100.00 valuation. Stonewall District Road
Debt, lOr on the $100.00 valuation; Opequon Road Debt, 15/ on the $100.00 valuation;
Shawnee District Road Debt shall be 5¢ on the $100:00 valuation; and the Gainesboro
District Road Debt shall be 25X on the $100.00 valuation; and Back Creek District
Road Debt shall be 10/ on the $100.00 valuation. The Clerk is ordered to publish
this levy once a week for four successive weeks, and May 7 is the date set for hearing
on said levies.

SAINTAY WORK IN THE COUNTY
Mr Carter of the State Welfare Board appeared before the Board in
reference to the improvement of sanitary conditions in the County. A foreman to
superintend the saitary work to be paid by the county; labor for same to be paid from
Federal Relief r unds and the waterial to be furnished by the parties having the sanitary
work done, 'he proposition was deferred to await the action of the school authorities
as to their proposition of completing the sanitary work around the school buildings.
BUDGET
'he Budget was submitted and accepted as drawn, pending a public hearing
to be had on April 7, 1934..
It is ordered that the Board do now adjourn.

One person was the only tax payer to appear, and register a protest,
on general principals, against any increase in taxes in any form.

made.
