The minutes of the Regular meeting held on the 8th day of January, 1962 and Special meeting, held on the 19th day of January, 1962 were read and approved. FREDERICK COUNTY DUMP - ORDINANCE Upon motion of Charles E. Garber and seconded by Grover Teets the following ordinance passed its third and final reading and it is ordered to be advertised in the Winchester Evening Star once a week for two successive weeks. A Public Hearing will be held on the 12th day of March, 1962. WHEREAS, The Frederick County Dump on the Sulphur Springs Road, Shawnee District, Frederick County, Virginia, is not of sufficient size to permit the dumping of trash and refuse by the non - residents of Frederick County, their agents, servants and employees, and independent contractors: ! NOW, THEREFORE, BE IT ENACTED: 1. That non - residents of Frederick County may not dump trash or refuse at the Frederick County Dump, and that they shall be considered unlawful trespassers should they so dump or attempt to dump trash or refuse at said Frederick County Dump. This regulation shall als apply to their agents, servants, employees and independent contractors. 2. Any one violating this ordinance shall be deemed guilty of a misdemeanor and punished according to the provisions of Section 18.1 - of the Code of Virginia. APPLE BLOSSOM COMMITTEE - PLAZA Upon request of J. P. ROGER KOONTZ - TEACHER'S SALARIES Roger Koontz appeared before the Board and requested that the salaries of each) School Teacher of Frederick County for the year beginning on the first day of July, 1962 and ending on the 30th day of June, 1963 be increased 10% decision was made. SCHOOL BOARD - A general discussion was held. No Clyde Logan, Huyett Light and Charles E. Bass appeared before the Board in regard to the 1962- -1963 Budget. A general discussion was held. 315 PETITION - ROOSEVELT BOULEVARD - PINEVILLE A Petition signed by a number of citizens of Roosevelt Boulevard in Pineville requesting that the section of the above named street be added to the secondary-Road- System - of Virginia for a distance of approximately 390 feet from Taft Avenue to the property on which the Robinson Memorial Public School of Frederick County. Upon motion it is ordered that this petition, be presented at the Regular Meeting to be held in March, 1962 for requests for additions and improvements of roads. CIVIL DEFENSE REGIONAL DIRECTOR John D. James, Regional Director of the Emergency Operational Plan for Civil Defense appeared before the Board and presented the Emergency Operation Plan for Civil Defense for Frederick County, that it be adopted. Now therefore, be it resolved that the Board of Supervisor's take under consid- eration and advisement the report and recommendations. CIVIL DEFENSE CO- ORDINATOR John D. James, Regional Director of the Emergency Operational Plan for Civil Defense, appeared before the Board and requested that a Civil Defense Co- Ordinator be appointed for Frederick County. No action was taken and it was continued to a later date for consideration. BUDGET Upon motion duly made and seconded, it is ordered that a Special Meeting, on the preparation of the 1962 and 1963 Budget, be held on the 6th day of March, 1962, at 1:30 P. M. i ROADS - - - - -- ADDITIONS AND IMPROVEMENTS Upon motion duly made and seconded the Clerk is ordered to have the following I notice published in the Winchester Evening Star. In accordance with the law, the Frederick County Board of Supervisors will hold their regular meeting on requests for Seconday Road Improvements and Additions on Monday, March , 12, 1962 at eleven o'clock A. M. ROADS - - - - -- SECONDARY ROUTE 652 `,Upon motion duly made and seconded the following resolution was unanimously passed. WHEREAS, Secondary Route 652, from Route 11 to 0.75 Mi. East of Route 11, a distance of 0.75 miles,•has been altered, and a new road has been constructed and approved by the State Highway Commissioner, which new road serves the same citizens as the road so altered and, i WHEREAS, certain sections of this new road follow new locations, these being shown on the attached sketch titled, "Changes in Secondary System Due to Relocation and Construc- tion on Route 652, Project 0652 -034 -110, B -601, dated at Edinburg, Virginia. NOW, THEREFORE, BE IT RESOLVED: That the portions of Secondary Route 652, i.e., Section 1, shown in red on the sketch titled, "Chances in,Secondary System Due to Relocation and Construction on Route 652, Project 0652 -034 -110, B -601, dated at Edinburg, Virginia ", a total distance of 0.18 miles be,.and hereby is, added to the Secondary System of State Highways, pursuant to Section 33 -141 of the Code of Virginia of 1950 as amended; .316 And further, that the State Highway Commission be requested to take the nece- ssary action to discontinue the section of old.location, i.e., Section 2, shown in yellow on the afore - mentioned sketch, a total distance of 0.18 miles, as a part of the Secondary System of State Highways as provided in Section 33 -76.7 of the Code of Virginia of 1950 as amended. ROAD NOTICE - - - - - -- -ROUTE 652 The following notice was posted on the front of the Frederick County Court I House on the 12th day of February, 1962 by D:. M. Gaulden, Resident Engineer: Due to the rectonstruction of a portion of Route 652, in Frederick County, between Route 11 and 0.75 mile East of Route 11, it is the intent of the Board of Supervisors and the State Highway Department to discontinue the section of old road, extending from a point 0.57 mile southeast of Route 11 to 0.75 mile southeast of Route 11, under the provisions of Paragraph 33 -76.7 of the 1950 Code of Virginia, as amended. If this road is discontinued, it will mean that the control of the right of way reverts to the Board of Supervisors. This road cannot be closed without their permission and is to remain open as a public way. Anyone who has valid evidence that the above proposal is contrary to the benefit of the general public is invited to appear at the regular meeting of the Board of Supervisors at ,the Court House in Winchester, Virginia, on March 12, 1962, at 11:00 A. M. ROADS - SECONDARY ROAD 627 On Motion of Grover Teets and seconded by Paul Luttrell the following road was approved. WHEREAS, after due consideration and discussion, with recommendation of the I Resident Engineer, it is the opinion of the Board that Federal Aid Secondary Funds be authorized in lieu of 90 -10 Federal Aid Interstate Funds as was originally anticipated. It is the sense of the Board that due to the importance of this connection with Route 81, and the future benefits to be derived from same, that it be constructed and financed with Federal Aid Funds. THEREFORE, BE IT RESOLVED, that this Board of Supervisors requests the Highway j Department to take the necessary steps to have the secondary Route 627 connection from Route 81 to Route 11 - Project 0081- 034 -001, as shown on Sheet 9 -B of the plans, running from Station 29/00 to Route 11, a distance of 1800 feet, be constructed as a Federal Aid Secondary Project from funds accrued and)or accruing to Frederick County, and to be programmed to be constructed con- currently with Interstate Route 81 construction. COMMITTEE - - - - -- FREDERICK COUNTY AND CITY OF WINCHESTER A Committee, composed of all of the members of the Frederick County Board of Supervisors to confer with a committee to be appointed by the Council of the City of Winchester. The purpose of this committee was for it to meet and discuss problems in which would be of interest to each body, both City of Winchester and County of Frederick.
