January 08, 1962 to January 19, 1962At the Regular Meeting of the Board of Supervisors of Frederick County, Virginia, held in the Supervisor's Room, on the 8th day of January, 1962. PRESENT: 'B. 0. Brumback, Chairman; Paul Luttrell, W. Hurl Himelright, i C. E. Garber and G. Grover Teets. The minutes of the last meeting held on the 11th day of December, 1961. SALARIES AND EXPENSE ACCOUNTS - COUNTY OFFICERS Upon motion of Grover Teets and seconded by C. E. Garber. i The salary and expense accounts for the year beginning on the first day of January, 1962, of the Treasurer salary $6,000.00; deputies and official assistants, $5,760.00 extra help, $600.00 and other expenses $1,922.50, Total $14,282.50. The salary and expense account of the Commissioner of Revenue; salary $5,500.00 Deputy, typist and extra help, $9,160.00 other expenses $1,725.00; Total $16,385.50; Salary of the Commonwealth's Attorney, Salary $5,000.00, Secretary $1,520.00, total $6,520.00; the salary of the Sheriff $5,800.00, Deputy, Jailor, Cook, Matron and Cook and service between the City of Winchester and Frederick County Radio Operators $17,398.00, other expenses $960.00 total, $24,158• The above were approved as fixed by the Compensation Board. REPORTS Reports of Harry L. McCann, Treasurer, Earl S. Bailey, Commissioner of Revenue, Robert L. DeHaven, Sheriff, Joseph A. Massie, Jr. Commonwealth Attorney, Roberta A. James, Welfare, Agnes Shirley, Home Demonstration Agent, John Wolfe, County Agent and Daniel H. Gauldin,.Road Engineer were read and approved. BOARD COMPENSATION /- EARL S. BAILEY - COMMISSIONER OF REVENUE Upon motion duly made and seconded the Board approves to Earl Bailey, Commissioner of Revenue for the year beginning on January 1, 1962, an 'increase of the allowance of $400.00 for extra help to $1,000.00. RIGHT OF WAY DEED FOR ROUTE 600 - IMPROVED TO RT. 694 Upon motion duly made and seconded the right of way for improvement to i Route 694 which intersects with U. S. Highway 522 located near Reynolds Store, Gainesboro District I was approved and the Clerk is ordered to record the same in the land records of Frederick County,) Virginia. WHITTIER AVENUE - DEDICATION On motion duly made and seconded be it resolved that the plat and plan and deed of dedication of Whittier Acres Sec. 1 being partly in the City of Winchester and Frederick County, Virginia, and owned by George W. and Louise C. Branner be and the same is h=reby approved ratified and confirmed subject to approval by the Department of Highways evidenced on the face of the plat and of the City of Winchester evidenced on the face of the plat at which time the Chairman of the Board of Supervisors shall place his signature on the face of the plat evidencing said approval by said Board. I SPECIAL MEETING TO PREPARE BUDGET Upon motion duly made and seconded it is ordered that a Special Meeting of i the Board be held on the 19th day of January, 1962, at 10:00 A. M. PURCHASE OF LAND FROM J. KENNETH ROBINSON FOR COUNTY JUNIOR HIGH SCHOOL Be it resolved that the Board of Supervisors authorize the Frederick County School Board to purchase approximately 30 acres of land ,just west of Fox Drive from J. Kenneth Robinson, at a price of $1,000.00 per acre for a site for a new Junior High School. This sale and purchase to include a dedication of Right of Way to be 66 feet wide for Caroline Street and 56' for Rennertown Road as indicated on a plat exhibited to the Board of Supervisors. Said request was granted. ORDINANCE - COUNTY DUMP Upon motion duly made and seconded the following ordinance passed its first and second reading. WHEREAS, The Frederick County Dump on the Sulphur Springs Road, Shawnee District, Frederick'County, Virginia, is not of sufficient size to permit the dumping of trash and refuse by the non - residents of Frederick County, their agents, servants and employees, and independent contractors; NOW, THEREFORE, BE IT ENACTED: 1. That non - residents of Frederick County may not dump trash or refuse at the Frederick County Dump, and that they shall be considered unlawfultrespassers should they so dump or attempt to dump trash or refuse at said Frederick County Dump. This regulation shall also apply to their agents, servants, employees and independent contractors. 2. Any one violating this ordinance shall be deemed guilty of a misdemeanor and punished according to the provisions of Section 18.1 -9 of the Code of Virginia. ACCOUNTS PAYABLE Accounts totaling $4 were approved and ordered to be paid from the General County Funds by warrants 21261 and 21307 inclusive; Livestock, Fowl Claims and Henry Bursey's salary totaling $368.00 were read approved and ordered to be paid from the Dog Fund by warrants 2015 - 2022 inclusive. I held in the Supervisor's Room, on the 19th day of January, 1962. PRESENT: B. 0. Brumback, Chairman, W. Hurl Himelright, C. E. Garber and Grover Teets. BUDGET- The Board prepared tentatively their Budget for the year beginning on the 1st day of July, 1962 and ending on the 30th day of June, 1963. MICROFILMING PROJECTION RECORDING MACHINE The following request was granted. Upon motion duly made and seconded and upon the request of Lee N. Whitacre, Clerk of the Circuit Court of Frederick County to purchase from Hall and McChesney, Inc., Greensboro, North Carolina, one microfilming Projection recording machine was granted, in the amount as follows, Camera Bates Numbering Machine, film, targets, accessories, etc., $3,150.00, copyflo modification unit, $175.00, Duplex Subject Holder, $25.00; total $3,350.00.
