October 25, 1961 to December 11, 1961At a Special Meeting of the Board of Supervisors of Frederick County, 1 Virginia, held on the l, of October, 1961. PRESENT: B. 0. Brumback, Chairman, Paul Luttrell, W'. Hurl Himelright, C. E. Garber, and G. Grover Teets. Upon motion duly made and seconded it was unanimously ordered that the Regular Meeting of the Board would be held *on Monday, November 6th, 1961 instead of Monday, November 13th, 1961. OFFICERS EXPENSES .TO..THE_STATE:MEETING`OF THE LEAGUE OF VIRGINIA COUNTIES I Upon motion duly made and seconded the following resolution was unanimously passed. Be it Resolved, that the Board of Supervisors pay to each'of the members' -6f the Board of Supervisors and the duly elected Constitution officer of this County the sum of not exceeding $16.00 per day for attendance at the State meeting of the'League of Virginia Counties at Roanoke, Virginia on November 12,13, and 14 which sum shall include travel, meals and lodging. ROAD BUDGET Upon motion duly made and seconded, the following resolution was passed; Be it resolved, that this board hereby approves the 1961 and 1962 final Secondary Road Budget fort Frederick County as submitted by the Resident Road Engineer. ROADS ------ WHITTIER AVE - -- GEORGE BRANNER SUBDIVISION SECTION ONE Upon motion duly made and seconded the plat Whittier Acres Section One, George Branner Subdivision passed its final approval, subject to the approval of the City Council' of the City of Winchester. I ACCOUNTS PAYABLE Accounts totaling $6,911.94 were approved and ordered to be paid from the General County Funds by warrants 21023 to 21068 inclusive; Livestock, Fowl Claims and Henry Bursey's salary totaling $287.20 were approved and ordered to be paid from the Dog Fund by warrants 1999 to2003 inclusive. DEED OF DEDICATIONi- WILSON LOTS The deed of dedication of the Wilson lots was presented and tentatively approved. VIRGINIA STATE CHAMBER OF COMMERCE A letter dated December 8 1961 requesting that Frederick County become a member of the Virginia State Commerce was discussed. No action was taken. FREDERICK COUNTY TUBERCULOSIS ASSOCIATION Upon motion duly made and seconded, it is ordered that the Frederick County Tuberculosis Association be paid by warrant from the General Fund the sum of One Hundred Dollars. PORTRAIT - - - - -- JUDGE RICHARD ]PARKER Upon motion duly made and seconded, it is ordered that the portrait of Judge Richard Parker be repaired by Hans Cassman of Richmond, Virginia at a cost of not more than $105.,00. DAYLIGHT SAVINGS TIME Upon motion duly made and seconded it was resolved that the Board of Supervisors request their Representatives in the State Legislature exert efforts to keep Virginia on Standard time, but in all events keep Virginia on one time throughout the state. The resolution was unanimously passed. LAND PURCHASE - - - JUNIOR HIGH SCHOOL The following request was made by the Frederick County School Board. The Frederick County School Board in special session on October 16, 1961 voted unanimously on motion of Mr. Huyett G. Light and seconded by Mr. Clyde Logan to request the Frederick County Board of Supervisors to permit the School Board to borrow $30,000.00 from a local bank, in order to purchase 30 acres of land from Kenneth Robinson on which to construct a junior high school. This land is located about one -half mile north of James Wood High School' to the west of Fox Drive. And -upon motion by Grover Teets and seconded by C. E. Garber the above request was approved. Voting for approval were Grover Teets, C.. E. Garber and B. 0. Brumback. J Paul Luttrell and W. Hurl Himelright not voting. DEPARTMENT OF CONSERVATION AND ECONOMIC DEVELOPMENT OF FREDERICK COUNTY The Frederick County Planning Commission passed the following resolution. The Frederick County Planning Commission met November 9, 1961, 7:30 P.M. at the Lee- Jackson Restaurant with Chairman E. Earl Shade presiding and the following members 3 present: Messrs. Heishman, Franks, Teets and Golladay. This meeting was called for the purpose of discussing further, action in providing for a local planning program for Frederick County, including the things to be done as recommended by the Department of Conservation and Economic Development, Division of Industrial Development and Planning of the Commonwealth. After considerable discussion and upon motion duly made and seconded, the following resolution was passed by unanimous vote of all members present. "Be it RESOLVED, that the Planning Commission of Frederick County does hereby, request the Board of Supervisors to accept the proposal of the State Department of Conservation and Economic Development for Local Planning for the adoption of the program, a copy of which was sent to each member, for the orderly economic development and planning of the County, and to! employ said Department to proceed with the necessary work to accomplish this program." DEPARTMENT OF CONSERVATION AND ECONOMIC DEVELOPMENT Upon motion of Grover Teets and seconded by C. E. Garber the following motion' was made: Be it resolved that the Board of Supervisors employ the services of the Division of Industrial Development and Planning, Local Planning Section of the Department of Conservation and Economic Development of the Commonwealth of Virginia for the purpose of making a study of the County as follows - B Map, Existing Land Use etc. 1. Base Map 2. Existing Land Use 3. Natural Resources and Physical Features 4. Population analysis and Projections 5. Employment and Income 6. Retail and Wholesale Trade 7. Industrial Opportunities 8. Community Facilities i 9. Parks and Open Spaces 10. Future Land Use Plan 11. Streets and Highways 12. Regulations and after said study, to provide the County with a plan for its economic development including , proposed regulations, such report and plan to be comprehensive and in accordance with the requirements of the Statutes and law of Virginia. Said motion was duly passed. FREDERICK COUNTY DUMP - - - NOTICE TO PHIL WILLIAMS Upon motion of Grover Teets and seconded by C. E. Garber it is ordered that Phil Williams clean the right of way to the Frederick County Dump at once. Copy was delivered to C. E. Garber to be delivered to Phil Williams. A.S.C. OFFICE - - - RENT The A.S. C. Office of Frederick County requires an increase for payment of their office rent and on motion it is ordered that the monthly rent of Twenty Dollars per calendar month be incl.eased to Twenty -Five Dollars per month. 311.
